Historical data on traffic accidents can provide information on blacksite areas. This can aid in ... more Historical data on traffic accidents can provide information on blacksite areas. This can aid in the approach for reducing the number of traffic accidents. Therefore, this research aims to develop database of traffic accidents by the implementation of Quantum Geographic Information System (QGIS) and its interface uses ArcView GIS. We found that there are 69 roads which are identified as the location of traffic accidents. Of these, there are 15 roads as blacksite. The most vulnerable road is the Timor Raya road which has an accident rate (APW) of 813.2 and a UCL value of 71.55. This database provides comprehensive information on geometric conditions of the road, accident data and blacksite, and also features road photographs and cross-sectional road drawings.

This study aims to determine the impact of the implementation of one-way traffic system simulated... more This study aims to determine the impact of the implementation of one-way traffic system simulated at the three-legged signalized intersection on Straat A towards the traffic flow, and the performance of parking area at Oeba, a traditional market in Kupang City. The analysis involves comparing the volume of vehicles and the performance of the parking area before and during the implementation of one-way traffic system simulation with the parking space requirements as well as the design models of parking spaces. The analysis shows that the implementation of one-way traffic system simulation affects the increase of traffic volume in one access that is at Cabang Air-Oeba, but overall it does not affect the increase of traffic volume in general. The result of the performance analysis on the market's parking area reveals to be in trouble, with the parking index value that is greater than 1 (one). Based on that index value, the addition of a parking area is needed as follows: 357 m2 for motorcycles, 637.50 m2 for light vehicles and 680 m2 for heavy vehicles. In order to overcome this problem the government has prepared a new parking area with the width 1011 m2, but this additional parking area is not yet sufficient, so that the government still needs to provide 663.50 m2 as the new additional parking area.

Indonesia. In Kupang City, including at Jend. Sudirman street, congestion happen at peak
hours in the morning and afternoon. This study takes the case on two representative points at
Sta. 00+750 and Sta. 01+418 and analysis for Vehicle Operating Costs (VOC) have done by
per peak hour and then taken the average per point. Calculation of VOC refers to the
similarities in Manual BOK 1995 method and LAPI ITB-PT. Jasa Marga method.
Furthermore, by selecting the VOC, the largest from the two methods, are used to determine
the amount of congestion cost per peak hour per vehicle by using the equation Tzedakis
(1980). Based on the analysis, the result of VOC of Jend. Sudirman road is Rp. 8,938,-/hour
for motorcycles (MC), Rp. 204,320,- /hour for vehicle car (LV) and Rp. 565,661,- /hour for
heavy vehicles (HV), where bad Level of Service (LOS) happen at 6:30 to 7:30 pm, 09:00 to
10:00 am, 12:00 to 13:00 pm and 17:00 to 19:00 pm. In addition, total congestion costs is Rp.
723,241/vehicle/peak hour/trip.

strength of normal concrete between the method of SNI 03-2834-2000 and SNI 7656: 2012 by
using the maximum coarse aggregate size of 20 mm and 40 mm, which applied to the quality
design (fc') of 15 MPa, 20 MPa and 25 MPa. The study method used is material testing and
compressive test on cylindrical specimen with diameter size 15 cm and height 30 cm, at day 28.
The analysis results show that the need of cement in SNI 03-2834-2000 method is more than SNI
7656: 2012 ones, the fine aggregate requirement in SNI 03-2834-2000 method is less than SNI
7656: 2012, the maximum coarse aggregate requirement of 20 mm with the value of fc' are 15
MPa and 20 MPa is more in SNI 03-2834-2000 method than SNI 7656: 2012, but for fc' of 25
MPa then SNI 03-2834-2000 method has a less requirement than SNI 7656: 2012 ones. The
coarse aggregate requirement with maximum size 40 mm in SNI 03-2834-2000 method is less
than SNI 7656: 2012, and water requirement in SNI 03-2834-2000 method is more than SNI
7656: 2012 ones. The compressive strength value in both methods has fulfilled the quality
design, but the SNI 03-2834-2000 method produces a compressive strength value that is more
than the method of SNI 7656: 2012.

Kupang... more On-street parking is one of the urban traffic problems that occurs in the shopping area in
Kupang City which is on Siliwangi road. This study aims to analyze the Vehicle-Operating-Cost
(VOC) that is borne by every rider passing through the road and the amount of parking fees due
to on-street parking activities. The survey was conducted in 13 hours observation that is from
08.00-21.00 Wita for 12 days, on 2 segment of observation. The calculation of VOC is based on
BOK Manual 1995, while the congestion cost is calculated by Tzedakiz equation. The
calculation of on-street parking’s retribution is done to know the difference to congestion cost.
The analysis showed that the biggest VOC occurred at 18.00-19.00 Wita, that is Rp.
26,11/hour for motorcycle (MC), Rp. 61,85/hour for light vehicle (LV) and Rp. 28.24/hour for
heavy vehicle (HV). The congestion cost that must be borne by the rider every pass through
Siliwangi road is Rp. 319.29/vehicle/peak hour/ journey, and Rp. 472,296.06 for the entire
number of vehicles during 13 hours of observation, while the total cost of retribution from its
onstreet parking/13 hours of observation is Rp. 224,541.67, so the difference between congestion
cost and parking fees is Rp. 247.754,39.

Hasil analisis menunjukkan terdapat 14 ruas jalan arteri dan 21 ruas jalan kolektor yang merupakan lokasi kecelakaan dengan jumlah total korban sebanyak 1406 orang. Berdasarkan metode UCL didapatkan 9 ruas jalan, sedangkan dengan metode BKA didapat 7 ruas jalan yang tergolong ruas jalan rawan lakalalin. Tiga besar ruas jalan dengan angka kecelakaan tertinggi adalah: 1) ruas jalan Timor Raya, jumlah total lakalalin sebanyak 256 kasus, dengan persentase tertinggi kecelakaan lalulintas

Veteran yang meliputi perbandingan volume lalu lintas, kapasitas dan derajat kejenuhan (DS) sebelum dan setelah Lippo Plaza beroperasi. Hasil analisis menunjukkan keberadaan Lippo Plaza mengakibatkan perubahan volume dimana di ruas Jalan Veteran pada area Patung Kirab, Taman Nostalgia, Ina Bo'i, Jalan R.W. Monginsidi dan Jalan Perintis Kemerdekaan mengalami kenaikan volume sebesar berturut-turut 81.5 smp/jam, 35.97 smp/jam, 17.41 smp/jam, 8.83 smp/jam dan 38.94 smp/jam, sedangkan pada ruas jalan yang menuju belakang Ruko Oebobo mengalami penurunan volume sebesar 1.37 smp/jam. Tingkat layanan jalan pada ruas Jalan Veteran masih tergolong baik meski sebagian lokasi tinjauan mengalami perubahan nilai DS seperti pada ruas jalan Veteran area Patung Kirab, Taman Nostalgia, Ina Bo'I, jalan W.R. Monginsidi, dan jalan Perintis Kemerdekaan yang mengalami kenaikan sebesar 4.05 %, 2.07 %, 0.75 %, 0.34 % dan 2.86 %. Berdasarkan pengamatan di lapangan, terlihat potensi kemacetan sehingga disarankan adanya tindakan pencegahan dan penanganan potensi-potensi tersebut seperti pemasangan lampu peringatan di area perempatan Jalan Veteran, Taman Nostalgia dan Ruko Oebobo, serta perlu adanya pemisah/ separator yang bersifat sementara di ruas jalan Veteran, yang berguna pula untuk mencegah kecelakaan lalulintas pada titik-titik konflik yang ada.

This research aims at mapping the traffic accident in Kupang City that occurred throughout years ... more This research aims at mapping the traffic accident in Kupang City that occurred throughout years 2011-2015, and analyzing the accident black-spots using APW and UCL method. The analysis showed that there were 69 roads identified as the traffic accident locations, in which the total number of accidents was 940 incidents, mostly occurred on Sundays (16%), at 18:00 to 23:59 PM (46%), and 36% of them were head-on collision. The total number of victims was 1558 people: 19% of the victims died, 37% were aged 18-25 years, 42% of victims were at the level of college education, and 75% of victims did not have a driver's license. The analysis also showed that there were 15 roads identified as the accident black-spots. The preparation of the road network and the accident black-spots database applying Geographic Information System (GIS) will be carried out in the second phase of the research.

This study aims at analyzing: a) the performance of public transportation (microlet) in Kupang Ci... more This study aims at analyzing: a) the performance of public transportation (microlet) in Kupang City, on route numbers 1 and 2, b) the frequency of the minibuses needed to replace the microlets, and c) the frequency of both microlets and minibuses to be operated together on the two routes. The analysis shows that the performance of microlets route numbers 1 and 2 are categorized good. The average frequency of minibuses needed if they take over the microlets is 17 vehicles/ hour on route number 1, and 22 vehicles/ hour on route number 2. If both microlets and minibuses are operated on route number 1, seven minibuses and 15 microlets are needed per hour, and 10 minibuses and 18 microlets/ hour on route number 2. All headway on the overall simulation of the use of minibuses are in the range of 2.0-4.0 minutes. Abstrak Penelitian ini bertujuan untuk menganalisis: a) kinerja angkutan umum (mikrolet) di Kota Kupang, pada nomor rute 1 dan 2, b) frekuensi minibus yang dibutuhkan untuk menggantikan mikrolet, dan c) frekuensi dari kedua mikrolet dan minibus untuk dioperasikan bersama-sama pada dua rute. analisis menunjukkan bahwa kinerja nomor mikrolet rute 1 dan 2 dikategorikan baik. Frekuensi rata-rata minibus diperlukan jika mereka mengambil alih mikrolet adalah 17 kendaraan / jam pada jalur 1, dan 22 kendaraan / jam pada jalur 2. Jika kedua mikrolet dan minibus dioperasikan pada jalur 1, tujuh minibus dan 15 mikrolet yang dibutuhkan per jam, dan 10 minibus dan 18 mikrolet / jam pada jalur 2. Semua headway pada simulasi keseluruhan penggunaan minibus berada di kisaran 2,0-4,0 menit.

Untuk mengatasi masalah tersebut maka pada penelitian ini dilakukan rekayasa lalu lintas berupa penerapan sistem lalu lintas satu arah pada simpul simpang tiga Straat A tersebut, yang meliputi ruas jalan A.Yani, Jalan Flores, dan Jalan Sumba. Pengolahan dan analisa data menggunakan MKJI 1997. Hasil penelitian menunjukkan kinerja Simpang Tiga Straat A dengan penerapan sistem lalu lintas satu arah dikategorikan dalam tingkat pelayanan B yaitu arus stabil, kepadatan rendah, pengemudi masih punya cukup kebebasan memilih kecepatan. Kinerja lalulintas pada ruas jalan yang dipengaruhi adalah ruas jalan A. Yani dengan volume kendaraan maksimum jam puncak 1.646 smp/jam, hambatan samping tergolong sedang, kecepatan aktual 48 km/jam, derajat kejenuhan 0,48 dan tingkat pelayanan C; Pada ruas jalan Sumba, volume kendaraan maksimum jam puncak 1.509 smp/jam, hambatan samping sedang, kecepatan aktual 50 km/jam, derajat kejenuhan 0,48 dan tingkat pelayanan C; Ruas Jalan Flores, volume kendaraan maksimum jam puncaknya adalah 1.342,9 smp/jam, hambatan samping sedang, kecepatan aktual 44 km/jam, derajat kejenuhan 0,48 serta tingkat pelayanan C. Sehingga dapat disimpulkan bahwa penerapan sistem lalu lintas satu arah pada simpang tiga Straat A layak dilakukan. ABSTRACT Based on the previous research on the three-legged signalized intersections on Straat A in Kupang City (Frans, 2014), the result showed that the performance was at F level of service. To overcome this problem, this research was conducted by apply the traffic engineering that is the one-way traffic system on the Straat A intersection that covers A. Yani, Flores and Sumba Roads. Data processing and analysis were done using the Indonesian Highway Capacity Manual (MKJI, 1997). The result showed that the performance of Straat A intersection with the implementation of one-way traffic system is categorized at Level of Service (LoS) B that is has steady traffic flow, low traffic density, and the driver still has enough freedom to choose the speed. The traffic performance of the roads that were affected by one way traffic system are as follow: 1. On A. Yani road, the maximum peak hour volume is 1.646 pcu/hour, the side friction is classified medium, the actual speed is 48 kph, the degree of saturation is 0.48 and LoS is at C level; 2. On Sumba road, the maximum peak hour volume is 1509 pcu/hour, the side friction is classified medium, the actual speed is 50 kph, the degree of saturation is 0.48, and LoS level is at grade C; 3. On Flores Road, the maximum peak hour volume is 1.342,9 pcu/hour, the side friction is also classified medium, the actual speed is 44 kph, the degree of saturation is 0.48 and the LoS level is at grade C too. Thus, it can be concluded that the implementation of one-way traffic system on the three-legged intersection Straat A is feasible

Penelitian ini bertujuan untuk mengetahui Biaya Operasi Kendaraan (BOK) dan tarif yang layak diberlakukan untuk trayek angkutan umum Kota Kupang dengan jarak terpendek dan jarak terpanjang. Trayek Terminal Kupang-Penfui adalah trayek angkutan Kota Kupang dengan jarak terpanjang (28,30 km) yang melayani kawasan pertokoan, pendidikan dan kawasan perumahan, sedangkan trayek Terminal Kupang-Perumnas merupakan trayek angkutan kota dengan jarak terpendek (7,68 km) yang melayani kawasan pendidikan dan perumahan. Kedua trayek ini memiliki penentuan tarif angkutan yang sama yaitu Rp 2000,-untuk pelajar dan Rp 3000,-untuk masyarakat umum. Analisa BOK dan kelayakan tarif dilakukan dengan metode perhitungan berdasarkan Keputusan Direktur Jenderal Perhubungan Darat Nomor: SK.687/AJ.206 /DRJD/2002 tentang Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum di Wilayah Perkotaan Dalam Trayek Tetap dan Teratur. Hasil analisa BOK untuk trayek Terminal Kupang-Penfui sebesar Rp 2.165,42/penumpang dan tarif yang layak diberlakukan sebesar Rp 2.381,96/penumpang, sedangkan BOK untuk trayek Terminal Kupang-Perumnas sebesar Rp 1.956,31/penumpang dan tarif yang layak diberlakukan sebesar Rp 2.151,94/penumpang. ABSTRACT Determining the amount of transport fares require wise policy for it can bridge the interests of passengers as consumers and businessman as public transport operators. This study aims to determine the Vehicle Operating Cost (VOC) and the decent fares applied in Kupang City for the shortest and the longest route. The route of Terminal Kupang-Penfui is the longest ones that has a distance of 28.30 km, that serves the shopping area and the educational and residential areas; while the route of Terminal Kupang-Perumnas is the shortest route (7.68 km) which serves educational and residential area. Nowadays these two routes have the same transport fares is Rp. 2000,-for students and Rp 3,000,-for public in general. VOC and feasibility fare analysis conducted by the method of the Directorate General of Land Transportation No. SK.687/AJ.206/DrJD/2002. The VOC analysis results for Terminal Kupang-Penfui route is Rp. 2165.42 / passenger and the decent fare imposed is Rp. 2381.96 / passenger; while the VOC for Terminal Kupang-Perumnas is Rp 1956.31 / passenger and the decent fare imposed is Rp. 2151.94 / passenger. Kupang city as the capital of East Nusa Tenggara (NTT) is one of the largest contributors to the number of traffic accidents in the province. This research was to determine the characteristics of traffic accidents, the accident cost, and the compensation to be paid by PT Jasa Raharja (the state insurance company). The data of traffic accidents were taken throughout year 2010 to 2013.
The descriptive analysis results showed that the dominant traffic accidents occurred on Sunday (22 %) , at 12:01 to 18:00 pm (38 %), head-on collisions (30 %), two-vehicle collisions (82 %), involve male (77 %), 17 - 30 years old (64 %), work at private sector (48 %), senior high school graduate (48 %), and does not have a driver's license (76 %). The accident cost analysis used The Gross Output method showed that Timor Raya road, with a length of 11 kilometers, has the highest traffic accident cost that is Rp.13.196.013.148, where the highest accident cost per kilometer was in year 2013 that is Rp.514,013,928/km. The total amount of (maximum) compensation should be paid by PT Jasa Raharja, to the traffic accident victims in Kupang city at year 2011 to 2013, is Rp.4.905.000.000.-.

Based on result of manner of from traffic dan vehicle survey’s datas using GenStat showed
that the equation of the accident model is MCA = 0.002902 exp[-0.986 LbLajur – 0.674 LbBahu Jalan +
0.1761 Kecepatan]. Results of the model showed that the factors that affect the motorcycle
accident were a factor of Total Width of Roads with a coefficient of -0.986, Total Width
Shoulders with a coefficient of -0.674, and 85-Percentile Speed Vehicle with a coefficient of
0.1761. Descriptive analysis indicate that a motorcycle accident in the City of Atambua
frequent in riders with male gender, amounting to 40 cases, with an age range of 18-25
years old rider, amounting to 17 cases. From professional criteria, accidents often occur on
the rider with the private profession, amounting to 17 cases. and accidents occurred most
frequently in the period 12:00 to 17:59 o'clock in the amount of 7 cases. From the criteria of
the type of collision, accidents often occur with type Pedestrian Hit, amounting to 5 cases
with most accidents often occur with the severity of Trauma, amounting to 14 cases.

Kondisi ini berpotensi mengakibatkan kemacetan dan kecelakaan lalu lintas, serta mempengaruhi tingkat keamanan dan kenyamanan penguna jalan. Dari hasil analisis, ruas Jalan Jenderal Soeharto (Sta. 00+625 sampai Sta. 00+825) memiliki nilai hambatan samping sangat tinggi yaitu sebesar 1722.70 kejadian per 200 meter per jam, kapasitas ruas jalan tersebut 2079,00 smp/jam, kecepatan arus bebas 37,18 km/jam, kecepatan sesungguhnya 20,00 km/jam, dan nilai derajat kejenuhan 1,09 sehingga ruas jalan yang ditinjau berada pada tingkat pelayanan F atau kondisi terburuk. Alternatif yang dapat dilakukan untuk meningkatkan kinerja ruas jalan Jenderal Soeharto yaitu dengan cara menertibkan kendaraan yang menggunakan badan jalan sebagai lahan parkir dan melakukan pelebaran jalan. Dengan melakukan hal ini kapasitas ruas jalan akan naik menjadi 7338,60 smp/jam, derajat kejenuhan menjadi 0,31, sehingga ruas Jalan Jenderal Soeharto berada pada kategori tingkat pelayanan B.

nasional yang baru dibuka sebagai alternatif pengganti jalur lama yang rawan longsor. Namun
kondisi di lapangan menunjukkan bahwa banyak kendaraan berat yang menghindari jalur ini karena
sulitnya medan. Penelitian ini dilakukan dengan pengukuran ruang yang selanjutnya dianalisa sesuai
keadaan eksisting, terhadap standar geometrik Bina Marga 1997. Hasil penelitian dan analisa
menunjukkan hanya 27.32% bagian jalan yang memenuhi syarat alinemen horizontal dan 49.084%
yang memenuhi syarat alinemen vertikal. Sembilan Point of Intersection (PI) bermasalah dengan
jarak pandang yang terhalang oleh halangan pada bagian dalam tikungan dan sebelas PI bermasalah
dengan superelevasi. Redesain ruas jalan ini dilakukan pada STA. 96+318.16 sampai dengan STA.
99+268.67, dengan sepuluh bagian lurus dan sembilan PI yang terdiri dari tiga PI dengan tipe S-S
dan enam PI tipe S-C-S pada alinemen horizontalnya. Sedangkan untuk alinemen vertikalnya terdiri
atas sebelas Point of Vertical Intersection (PVI) dan dua belas tangen.

The analysis results show that the need of cement in SNI 03-2834-2000 method is more than SNI
7656: 2012 ones, the fine aggregate requirement in SNI 03-2834-2000 method is less than SNI
7656: 2012, the maximum coarse aggregate requirement of 20 mm with the value of fc' are 15
MPa and 20 MPa is more in SNI 03-2834-2000 method than SNI 7656: 2012, but for fc' of 25
MPa then SNI 03-2834-2000 method has a less requirement than SNI 7656: 2012 ones. The
coarse aggregate requirement with maximum size 40 mm in SNI 03-2834-2000 method is less
than SNI 7656: 2012, and water requirement in SNI 03-2834-2000 method is more than SNI
7656: 2012 ones. The compressive strength value in both methods has fulfilled the quality
design, but the SNI 03-2834-2000 method produces a compressive strength value that is more
than the method of SNI 7656: 2012.
Kupang City which is on Siliwangi road. This study aims to analyze the Vehicle-Operating-Cost
(VOC) that is borne by every rider passing through the road and the amount of parking fees due
to on-street parking activities. The survey was conducted in 13 hours observation that is from
08.00-21.00 Wita for 12 days, on 2 segment of observation. The calculation of VOC is based on
BOK Manual 1995, while the congestion cost is calculated by Tzedakiz equation. The
calculation of on-street parking’s retribution is done to know the difference to congestion cost.
The analysis showed that the biggest VOC occurred at 18.00-19.00 Wita, that is Rp.
26,11/hour for motorcycle (MC), Rp. 61,85/hour for light vehicle (LV) and Rp. 28.24/hour for
heavy vehicle (HV). The congestion cost that must be borne by the rider every pass through
Siliwangi road is Rp. 319.29/vehicle/peak hour/ journey, and Rp. 472,296.06 for the entire
number of vehicles during 13 hours of observation, while the total cost of retribution from its
onstreet parking/13 hours of observation is Rp. 224,541.67, so the difference between congestion
cost and parking fees is Rp. 247.754,39.
The descriptive analysis results showed that the dominant traffic accidents occurred on Sunday (22 %) , at 12:01 to 18:00 pm (38 %), head-on collisions (30 %), two-vehicle collisions (82 %), involve male (77 %), 17 - 30 years old (64 %), work at private sector (48 %), senior high school graduate (48 %), and does not have a driver's license (76 %). The accident cost analysis used The Gross Output method showed that Timor Raya road, with a length of 11 kilometers, has the highest traffic accident cost that is Rp.13.196.013.148, where the highest accident cost per kilometer was in year 2013 that is Rp.514,013,928/km. The total amount of (maximum) compensation should be paid by PT Jasa Raharja, to the traffic accident victims in Kupang city at year 2011 to 2013, is Rp.4.905.000.000.-.

0.1761. Descriptive analysis indicate that a motorcycle accident in the City of Atambua
frequent in riders with male gender, amounting to 40 cases, with an age range of 18-25
years old rider, amounting to 17 cases. From professional criteria, accidents often occur on
the rider with the private profession, amounting to 17 cases. and accidents occurred most
frequently in the period 12:00 to 17:59 o'clock in the amount of 7 cases. From the criteria of
the type of collision, accidents often occur with type Pedestrian Hit, amounting to 5 cases
