SAŽETAK U prilogu se obrazlaže da tradicionalni makroekonomski indikatori, kao što je GDP i GDP/pc, ne mogu dati potpunu sliku stvarnih i ukupnih rezultata razvoja, kao što ni nacionalni računi ne uzimaju u obračun akumulaciju ili degradaciju ljudskog i društvenog kapitala -bogatstvo društva u obliku znanja, postojanosti obitelji, civilnog društva....Autorka predstavlja niz novih indikatora koji pokušavaju otkloniti nedostatke cjelovitije mjeriti stvarni napredak; između ostalih u radu je cjelovito predstavljen jedan od najranijih pristupa koji mjeri razvoj je neto ekonomsko blagostanje (NEW). Neto ekonomsko blagostanje prilagođena je mjera ukupne društvene proizvodnje koja uključuje samo stavke potrošnje i investicija koje neposredno doprinose ekonomskom blagostanju.

U prilogu se predstavlja prostorna distribucija privrede od značaja za Federaciju Bosne i Hercegovine za potrebe pripreme i izrade Prostornog plana Federacije BiH za period 2008-2012 godine. Prilog ukazuje na disparitet u razvijenosti kantona na području Federacije mjeren koeficijentom razvijenosti koji sublimira tri ključna indikatora: društveni bruto proizvod po stanovniku, stepen zaposlenosti stanovništva i stopu nezaposlenosti. Prostorna distribucija predstavljena je preko koncentracije velikih i srednjih preduzeća iz određenih privrednih djelatnosti na temelju podataka o završnim računima za 2008. godinu. Realna slika razmještaja industrije, kao najvećeg korisnika prostora, data je preko lokacijskog kvocijenta na temelju kojeg je izvršena određena tipologija kantona. Osnovne karakteristike prostorne distribucije privrede u međuzavisnosti sa drugim značajnim demografskim, infrastrukturnim i prirodnim karakteristikama služe kao vrijedna podloga za osnovnu koncepciju razvoja privrede i razmještaja djelatnosti na području Federacije, što će rezultirati smanjivanju razlika u razvijenosti kantona uz dinamičan ukupan razvoj. Ključne riječi: disperiteti u razvijenosti, distribucija privrede, efikasnost korištenja prostora, koeficijent razvijenosti, lokacijski kvocijent.

This article is focused on significance and necessity to include Canton Sarajevo into development planning process in Bosnia and Herzegovina as a precondition for accession of our country to EU. Apart from significance and development planning process, special attention is being paid to the need to integrate and include, in organizational-management sense, all cantons in Federation as implementation units in that process. Present strategic planning process in Bosnia and Herzegovina has focused on state and entity level, while in future it is necessary also to include lower governmental levels, especially cantons in Federation of Bosnia and Herzegovina which represents a task of this article. In the article, present process issues and development planning results in BIH are being presented as well as the process of strategic development documents implementation, monitoring and canton level reporting. Additionally, legal framework is also being presented due to the fact that it establishes obligation to create action plans and establish implementation units at cantonal level. The aforementioned legal framework defines Federal Institute for Development Programming as the key coordinator of all activities. Canton Sarajevo's Action Plan for Strategic Planning is structured in line with strategic development goals determined in state BIH development documents referring to the following areas: macro stability, competitiveness, employment, sustainable development and social inclusion. Significance of action planning is being emphasized in the conclusion but only as a first step in BIH development strategy assuming creation of other relevant development aspects (social, economic and environmental). Also, necessity to harmonize aforementioned aspects with spatial planning documents is being Local Economic and Infrastructure Development of SEE in the Context of EU Accession Economic and Infrastructural Aspect of Local Development emphasized. Sarajevo Canton has been continuously focusing its activities on this segment for a longer time period.

The existing concept of globalization has reached its limits of sustainability, which is clearly shown by the globalization crisis. A new concept of globalization has been evolving in the UN system since the 1990s, from Human Development and Millennium Development Goals to Sustainable Development Goals. It is a people-centered approach that assumes that a man is the means and goal of development. The basic tool of the new concept is social inclusion. The text presents the original methodology for calculating the social exclusion index. The dimensions of social exclusion in living standards, health, education, social participation, and access to services are measured through nine indicators: a formula that gives an index value in percentage. According to the Social Exclusion Index, 49.4% of the population in Bosnia and Herzegovina are socially excluded. The text analyzes BiH documents relevant to sustainable development, especially the "Sustainable Development Cooperation Framework-A Partnership for Sustainable Development 2021-2025" (BiH Government and UN to BiH). The conclusion stands out that the most important investment for sustainable development is investing in education and research. Without the general development of knowledge and innovation, smart growth is not possible.
