The article aims to analyze the progress and difficulties in the implementation of institutional ... more The article aims to analyze the progress and difficulties in the implementation of institutional policies aimed at favoring inclusion in the National University of San Martin (Argentina). The same is an advance on the study of democratization in the aforementioned University in which it is about knowing the policies that facilitate the opening of the university to lower income sectors. This university is located in the Buenos Aires Conurbation, a territory characterized by high levels of poverty, which faces problems of desertion and low academic performance. Although the work is part of a broader line of research, this article, after a historical-political contextualization at the global, regional and national level on the real validity of the right to Higher Education, stops at the Scholarship policies, Student Well-being, University Pedagogy and Mentoring. The objective of the study, in process, is to characterize, relieve and systematize the institutional policies and specific programs related to these areas. It is an exploratory study; The design and methodology of research has been inscribed in a mainly qualitative logic. Two different registers were used for the construction of empirical evidence, one, through the documentary analysis of various secondary sources; the other, based on semi- structured interviews with authorities and coordinators. Based on the data presented, it is concluded that although institutional policies and specific programs are being developed to encourage the retention, permanence and graduation of students in vulnerable situations, it is necessary to continue investigating and evaluating their real effectiveness and fundamentally securing resources for their sustainability and expansion of coverage. It is noted that it is worrisome that the current university budget shows sub-execution in sensitive areas such as university welfare programs.

Resumen: La intención de este trabajo es analizar el discurso militar de dos de los últimos pres... more Resumen: La intención de este trabajo es analizar el discurso militar de dos de los últimos presidentes justicialistas de la Argentina: Carlos Saúl Menem (1989-1999) y Néstor Carlos Kirchner (2003-2007). Ambos pertenecen a alas ideológicamente distantes del Justicialismo. Menem dio un giro neoliberal a sus políticas económicas y conservador en cuento a sus políticas sociales. En cambio, Kirchner se centralizó en la política de los derechos humanos y la función distributiva del estado. Se analiza su interpelación hacia las FFAA, en lo que se refiere a su función profesional, su relación con la sociedad y su transformación normativa en base a las nuevas directivas estratégicas. A pesar de las diferentes ideologías de los presidentes, se concluye que el discurso no fue diametralmente opuesto. Es decir, ambos presidentes trataron de buscar la adhesión de las alas más profesionalizadas de las FFAA.

Pyrolysis/gas chromatography/mass spectrometry was used to elucidate the ability of streptomycete... more Pyrolysis/gas chromatography/mass spectrometry was used to elucidate the ability of streptomycetes to modify pine wood under solid-state fermentation. The pyrograms of sound and decayed wood showed the typical pyrolysis products derived from carbohydrates and lignin. In general, the relative abundance of the former was lower in treated woods than in sound wood. Several major peaks released from guaiacyl units of lignin were also revealed. Although some differences could be observed in the relative abundance of the released guaiacyl units from lignin between sound and treated woods, a clear decrease in the lignin-derived products by the action of the microorganisms was not observed. Nevertheless, an increase in the relative abundance of the most of guaiacyl units with a higher oxidation degree was mainly detected in woods treated by the strains Streptomyces UAH 7, Streptomyces anulatus, Streptomyces UAH 48, Streptomyces avermitilis and Streptomyces badius. These results suggest an oxidative action of these strains on the lignin of pine wood, which was corroborated by a decrease in the (aldehyde/ketone+acid) ratio. In addition, the breakdown of the alkyl chain linkages by the strain Streptomyces UAH 7 could be also observed. Analytical pyrolysis allow to demonstrate for first time the oxidative attack of selected Streptomyces strains on lignin moiety of pine wood, which is an important requirement for biomechanical pulping purposes.

Arcobacter is a genus of growing importance worldwide; some of its species are considered emergin... more Arcobacter is a genus of growing importance worldwide; some of its species are considered emerging enteropathogens and potential zoonotic agents. In Costa Rica, as well as in other countries, its isolation has been reported, so the objective of this project was to evaluate and identify the presence of Arcobacter in chicken viscera sold in the metropolitan area of San José, Costa Rica, as well as to determine the antimicrobial resistance patterns associated with it. One hundred fifty samples of chicken viscera including heart, liver, and other gastrointestinal organs were purchased from 15 supermarkets and 15 local retailers. De Boer and Houf broths were used as enrichment media; isolation was done with Arcobacter-selective medium and with membrane filtration with blood agar. Typical colonies were identified with genus-specific PCR, and species identification was made with multiplex PCR. Susceptibility to ampicillin, ciprofloxacin, chloramphenicol, erythromycin, gentamicin, and tetracycline was done with the Epsilometer test. The isolation frequency of Arcobacter genus obtained in this study was of 17.3%. A total of 33 isolates were obtained from the poultry samples, and according to the multiplex PCR methodology, 22 (66.7%) isolates were identified as Arcobacter butzleri, 8 (24.2%) as Arcobacter cryaerophilus, and 1 (3.1%) as Arcobacter skirrowii. Two strains were not identified. No statistical significant difference was found when the source of samples was compared. Resistance toward chloramphenicol was 68.75%, followed by ampicillin (43.75%) and ciprofloxacin (18.75%); all strains were susceptible to tetracycline.

Se evaluó el efecto de diferentes tipos de cultivos probióticos en yogurt sobre poblaciones conoc... more Se evaluó el efecto de diferentes tipos de cultivos probióticos en yogurt sobre poblaciones conocidas de Staphylococcus aureus, Escherichia coli O157:H7, Listeria monocytogenes y Salmonella enteritidis. Los tres tipos diferentes de yogurt comercial utilizados fueron: sin probióticos adicionados, con probióticos CHR HANSEN® (Lactobacillus casei CRL_431 y L. acidophilus CRL_730) y otro con los mismos probióticos mencionados anteriormente, adicionado con cultivo de Lactobacillus rhamnosus (LR-35). Se inoculó aproximadamente 10 9 UFC/mL de cada bacteria potencialmente patógena en los diferentes tipos de yogurt, se mantuvo en refrigeración a 4ºC durante la vida útil de cada uno de estos alimentos (aproximadamente 30 días) y se realizó un recuento bacteriano cada cuatro días incluyendo el mismo día de la inoculación. Los resultados obtenidos demuestran que, existe diferencia en cuanto a inhibición entre los yogures sin probióticos y el yogurt comercial con probióticos, observándose un efecto inhibitorio evidente, por parte del segundo sobre las poblaciones de S. aureus, E. coli O157:H7 y L. monocytogenes. Con respecto a los yogures comerciales con probióticos más L. rhamnosus, no se observó alguna diferencia con respecto al efecto inhibitorio que poseen los yogures con probióticos L. casei y L. acidophilus . En los yogures en que se evaluó S. enteritidis se obtuvo la muerte de ésta al cabo de cuatro días. El presente estudio confirma el efecto antagónico que poseen los cultivos probióticos sobre bacterias potencialmente patógenas para el ser humano y animales que pueden estar contenidas en los alimentos. No obstante, el uso del probiótico Lactobacillus rhamnosus no ejerce un efecto inhibitorio adicional. Palabras clave: Probióticos, yogurt, L. rhamnosus, bacterias patógenas.

Nevertheless, different microorganisms may contaminate it. Powdered milk is a highly consumed product by Costa Rican population, and Bacillus cereus is a potentially pathogenic bacteria associated to it, with the ability to develop toxins depending on the presence of the respective codifying genes. The aim of this study was to determine the presence of the toxigenic genes nheA, nheB and nheC from B. cereus strains, found in powdered milk sold at the Costa Rican national market. Five different lots of ten brands of powdered milk, distributed in the metropolitan area of San José, Costa Rica were analyzed. The effect of different types of probiotics present in yogurt over known populations of Staphyloc... more The effect of different types of probiotics present in yogurt over known populations of Staphylococcus aureus, Escherichia coli O157:H7, Listeria monocytogenes and Salmonella enteritidis was evaluated. The three types of yogurt used were: without added probiotics, with added probiotics (Lactobacillus casei CRL_431 and L. acidophilus CRL_730 CHR HANSEN) and another one with the same probiotics mentioned above and Lactobacillus rhamnosus (LR-35) culture. About 10(9) CFU/ mL of each potentially pathogenic bacteria was added to each type of yogurt tested, and kept in refrigeration at 4 degrees C during its shelf life, about 30 days. Bacterial count was done the initial day and every four days. RESUMEN. Bacillus cereus es un bacilo Gram-positivo de amplia distribución en la naturaleza y aso... more RESUMEN. Bacillus cereus es un bacilo Gram-positivo de amplia distribución en la naturaleza y asociado a diversos tipos de alimentos que, bajo ciertas circunstancias causa patologías de diversa índole. Se han descrito cepas diarrogénicas y eméticas basándose en el tipo de toxinas producidas. Con el fin de determinar el riesgo de salud que representa en esta bacteria, se determinó el potencial toxigénico de cepas aisladas a partir de quesos maduros con especias, quesos crema con especias y leches deshidratadas expendidas en San José, Costa Rica, mediante un PCR múltiple con oligonucleótidos específicos para los genes codificantes de las toxinas HBL y Nhe. A partir de 45 muestras recolectadas, se obtuvieron 15 aislamientos de B. cereus, (60% provenientes de queso crema con especias, 7% de leche deshidratada y 13% de queso maduro con especias). Todas las cepas estudiadas presentaron al menos uno de los genes analizados, seis de ellas provenientes de leches deshidratadas y quesos crema, exhibieron evidencia molecular de los genes nheB, nheA, nheC, hblD, hblA y hblC lo cual permite confirmar la correlación descrita para la presencia de los operones codificantes para la HBL y la Nhe. No obstante, la no detección de un gen no puede considerarse como prueba definitiva de su ausencia dado que existen polimorfismos en las secuencias de los genes aquí analizados. Los resultados demuestran que múltiples cepas de B. cereus encontradas en lácteos comprados en Costa Rica contienen los genes necesarios para sintetizar toxinas, por lo tanto es importante el manejo adecuado de estos productos ya que eventualmente pueden representar un riesgo para la salud pública.
