T his paper aims to highlight the importance of complexity, uncertainty, and risk in the case of ... more T his paper aims to highlight the importance of complexity, uncertainty, and risk in the case of mega projects, with special reference to Greece. To this end, a conceptual theoretical position is made for mega projects, drawing on the experience of major international research on the subject. The implications of megaprojects are eco-environmental, economic, social, and institutional, areas in which a need to assess their sustainability versus the conventional notion of responding to the iron triangle of specifi cations, timelines and project limits is identifi ed. In this context, the sensitivity towards the issues that arise for space is emphasized, it is investigated whether the set goals have been achieved while restraining factors are identifi ed that reduce the complexity -uncertainty -risk from the beginning of the project design. In the light of the above, three major projects in Greece are examined: Attiki Odos, Rio-Antirrio Bridge and the Basic Project of the Attica Metro, as typical examples. These projects have been funded in a decisive way by the European Union or the European Investment Bank during the period of forty years since the Greece' accession to the EEC in the framework the European regional policy .In the case of these projects, the specifi c concerns about the success of their goals and their impacts are exposed as well as the general concerns about the nature, importance, and reality of mega projects in Greece.

Mega infrastructure investments currently feature as significant aspects in many of the developme... more Mega infrastructure investments currently feature as significant aspects in many of the development agendas worldwide. Such projects are often deemed 'unsuccessful' because they have been unable to meet their original expectations in terms of outturn cost, on-time delivery and construction quality. This paper aims to contribute to the debate concerning broader definitions of project success by presenting the findings from an evaluation of 27 mega transport projects drawn from nine countries with respect to their achievements towards multiple dimensions and challenges of sustainable development (SD). The study found the projects exhibited a generally low adherence to SD principles and that the lack of a shared vision threatens to undermine the potential for mega infrastructure to contribute positively to its delivery. The absence of clarity and consensus poses a number of critical challenges for mega infrastructure planning, including questions about whether they can effectively meet the needs of intra and inter-generational equity (and socioeconomic equity), as well as global concerns about such matters as emissions, fuel scarcity and climate change.

The complexity of the modern world and the growing uncertainty brought about by multiple challeng... more The complexity of the modern world and the growing uncertainty brought about by multiple challenges compose a mosaic of questions that require answers. Increasing risks as a result of climate change, along with circumstances that society has not been able to predict before, such as the Covid-19 pandemic, create complexities that make the future particularly unpredictable. Spatial planning, inextricably linked to societal processes, is an area that can significantly contribute to addressing the above challenges of the future. In light of the above, this article attempts to investigate particular aspects of the hazards caused by modern phenomena, especially in urban areas. It combines the adoption of appropriate practices for assessing complexity, investigating uncertainties, and mitigating the risk of decisions. In doing so, it seeks to move to the level of foresight, arguing that overcoming vulnerability and the pursuit of resilience are meaningless for the planner unless contextualized within a forward-looking perspective with responsible planning. The above analysis also makes use of a case study conducted on the effects of medicane 'Ianos' that struck Greece in Autumn 2020 1. The results reveal the weaknesses of planning, the spatial system, and the ways that one could imagine recovery and progress.

In the first part, the chapters introduce rural accessibility challenges, present a methodology to support policymaking for enhancing accessibility in rural areas and apply it to case studies in the United Kingdom, Italy, Spain, and Sweden. In the second part, additional cases from Poland, Germany, Greece, and France provide alternative approaches to the topic, and a research agenda is proposed. Overall, the book contributes to a conceptualisation of rural accessibility, addressing challenges and potentials for rural accessibility and urban-rural relationships in European regions. The book fills a gap in the existing bodies of literature on accessibility and on rural planning, bridging the two spheres with an interdisciplinary approach to rural accessibility for mobility, planning, and regional studies.

Since 2008 more than half of world's population lives in cities some of which grow bigger every d... more Since 2008 more than half of world's population lives in cities some of which grow bigger every day. The number of people requiring all transport modes is also increasing rampantly, with all possible consequences such as pollution, lost useful working or leisure hours, etc. Combined with climate change this can create and unbearable situation as was evident in Beijing, in December 2015. One of the major responses to these has been the effort to create compact cities and sustainable transport. Combining both, means the use of public transport, or physical transport modes (walking, cycling, etc.) This paper in the context of a wider international research, SPAcE (Supporting Policy and Action for Active Environments) deals with the latter specific case of the physical transport modes, considering them as offering much more than just a version of sustainable transport. In particular, the paper highlights the merits of physical mobility not only from the aspect of transport sustainability but also from the point of view of physical activity and exercise that, in addition, has a multitude positive impacts on human health. The positive effects of physical exercise on health have been well-documented to prevent several diseases and to decrease relevant risks. Further on, a physically active lifestyle enhances feelings of energy, well-being and quality of life (American College of Sports Medicine, 2011). Drawing from the examples of two major interventions in Greek metropolises, the Acropolis promenade in Athens and the Thessaloniki waterfront redevelopment, the paper shows how these major urban interventions have created spaces used for a variety of purposes ranging from mobility needs to clear leisure, and investigates how transport restructuring towards non-motorised means and physical activity are integrated in this context of urban regeneration. The paper raises the question of how these two good practices of a combination between urban regeneration and sustainable mobility including physical exercise can be adopted from other cities in Greece or elsewhere, adding experience to the international terrain of modern active healthy environments.

Οι συγγραφείς επιθυμούν να ευχαριστήσουν την Ειδική Υπηρεσία Διαχείρισης του ΕΠΕΑΕΚ τόσο για τη χρηματοδότηση της έρευνας, όσο και για τα χρήσιμα σχόλια και παρατηρήσεις που έγιναν στο κείμενο αυτό. Περίληψη:Στο παρόν κείμενο εξετάζεται η πορεία της εκπαίδευσης στην επιχειρηματικότητα κατά την μεταπολεμική περίοδο, στις ΗΠΑ και Ευρώπη, με στόχο την εξαγωγή χρήσιμων συμπερασμάτων για χώρες όπως η Ελλάδα που προσπαθούν να βελτιώσουν την εκπαίδευση αυτή. Για την Ευρώπη εξετάζονται οι εθνικές πολιτικές αλλά και οι σχετικές δράσεις γνωστών ευρωπαϊκών πανεπιστημίων, ενώ για τις ΗΠΑ οι αντίστοιχες δράσεις επιλεγμένων πανεπιστημίων. Τονίζεται η σημασία της επικέντρωσης στις ιδιαιτερότητες του κάθε χώρου, στην κουλτούρα της επιχειρηματικότητας και στη διαμόρφωση πλέγματος δράσεων, τμήμα μόνο των οποίων αποτελεί η διδασκαλία συμβατικού τύπου.

ABSTRACT Η θεματική του μάρκετινγκ και της επωνυμίας του τόπου στη σύντομη διάρκειά της επενδύει ... more ABSTRACT Η θεματική του μάρκετινγκ και της επωνυμίας του τόπου στη σύντομη διάρκειά της επενδύει στην αξιοποίηση της γνώσης που έχει συσσωρευτεί πρώτα στον ιδιωτικό τομέα και αργότερα στους μη κερδοσκοπικούς οργανισμούς. Εδώ διερευνάται αν και πώς μπορούν οι ιδέες, οι τεχνικές και οι μέθοδοι του εσωτερικού μάρκετινγκ να εφαρμοστούν για τη χάραξη της στρατηγικής χώρου. Η βιβλιογραφία γύρω από το Μάρκετινγκ του Τόπου είναι σχετικά νέα, συνεπώς ουσιαστικά δεν υπάρχουν αναφορές στο ρόλο που μπορεί να έχει το εσωτερικό μάρκετινγκ προς την κατεύθυνση αυτή. Όπως το μάρκετινγκ γενικότερα, έτσι και το εσωτερικό μάρκετινγκ λειτουργεί αλληλεπιδραστικά. Αρχικά, λειτουργεί ως «μηχανισμός συλλογής και επεξεργασίας πληροφοριών» ο οποίος αντιλαμβάνεται τους πόρους, τις ικανότητες, τις θέσεις, τις αντιλήψεις, τις προσδοκίες και τις φιλοδοξίες των (εσωτερικά) δρώντων. Στη συνέχεια λειτουργεί ως μηχανισμός εστίασης ο οποίος γνωστοποιεί το διαμορφωμένο όραμα και τη στρατηγική πρόθεση στους δρώντες, ώστε να δεσμευθούν σε συντονισμένες δράσεις, οι οποίες αναδύονται ως ένα συνεκτικό σύστημα που υπηρετεί το κοινό όραμα και στρατηγική. Η επιτυχία εξαρτάται από το βαθμό συμμετοχής των δρώντων της πόλης στο καθορισμό του κοινού οράματος για το μέλλον του τόπου, το οποίο –με τη σειρά του– είναι αποφασιστικό για τη εναρμόνιση των στρατηγικών δράσεών τους. Το κοινό όραμα θα πρέπει να λειτουργεί ως μηχανισμός εστίασης για τη δέσμευση από τους εμπλεκόμενους φορείς πόρων, με στόχο την ανάπτυξη των δικών τους στρατηγικών, που μπορεί να μην είναι συντονισμένες, αλλά παραμένουν συμβιωτικές και λειτουργούν συνεκτικά στο συγκεκριμένο χωρικό πλαίσιο. Καταλήγοντας, εξετάζουμε πώς συγκεκριμένες μέθοδοι και εργαλεία μπορεί να είναι κατάλληλες για εφαρμογή στο πεδίο του σχεδιασμού του τόπου και πώς η υλοποίησή τους ταιριάζει στο πλαίσιο της διακυβέρνησής του. Η υλοποίηση συγκεκριμένων εργαλείων και διαδικασιών μπορεί να αντιμετωπίσει ενδογενή ή εξωγενή εμπόδια, υλικά ή άυλα. Μπορεί να αφορούν σε τυπικούς ή άτυπους θεσμούς, στοιχεία πολιτικής κουλτούρας καθώς, επίσης, και τη συγκρότηση του κοινωνικού και του πολιτισμικού κεφαλαίου. ABSTRACT The article investigates planning education programmes and attempts to re-orient them in... more ABSTRACT The article investigates planning education programmes and attempts to re-orient them in the context of both an international ‘problematique’ in reforming planning education, and European Union directives about the creation of a common European space in higher education. First, the article reviews the international trends in changes and challenges in planning and planning education in the 21st century and proposes an ‘integration model’ of planning education programmes in a European and international context. Second, the article focuses on the development of planning studies in Greece. It presents their history and development as well as the institutional framework in which planning and planning education operate. It then analyses the Greek educational curricula in two ways: (1) a quantitative analysis classifying courses into different thematic areas and thereby, revealing the basic structure of the curricula; and (2) a qualitative analysis based on interviews with academic staff in charge of educational curricula and examining the content of courses, the adopted pedagogies and possible restrictions (e.g. human capital, institutional framework, etc.) in introducing effective planning curricula. Finally, the article proposes guidelines for re-orienting educational curricula in Greek schools of planning and draws out wider implications for planning studies in the wider European and international context.

The second, empirical, part of the thesis examines the post civil-war accumulation regimes in Greece. A quantitative and qualitative survey confirms a process of intensification of the accumulation regime and the existence of distinct periods which characterise it. The Greek regime of accumulation, which is now in crisis, is typified as having a construction and ‘old’ infrastructure ‘bias’. It is argued that this is because the bulk of investment (in terms of absolute magnitudes, growth rates, regional allocation, etc) during the post civil-war period was geared to infrastructure-related activities. This inclination was mediated both by the construction process which became the stimulating factor of the Greek economy, and by the state which proved to play a significant role in the reproduction of the ‘bias’. The state decentralisation and planning policies and practices are particularly examined and are found to have been simultaneously overcentralist, anarchic and superficial.
Finally, it is revealed that the Greek social formation is not adequately prepared for the required transition to the stage of the ‘new infrastructures’ and that inadequacies in the public sector and the lack of appropriate industrial backing are major hindrances. It is demonstrated that as a consequence the adoption of advanced telecommunications and information technology despite the EEC assistance, has been delayed and exhibits space and use selectivity. Given the accentuated international competition, it is concluded that the hesitancy of these steps endangers the position of Greece in the international division of labour.
