Democracy in Nigeria has been saddled with a lot of challenges which have made the system of administration to be ineffective. The country has witnessed several military coups and counter coups which have truncated the administrative processes in Nigeria. The various democratically elected governments Republics) in Nigeria came up with sound policies that would give dividends of democracy to the citizens but unfortunately, those policies couldn't be implemented due to several challenges ranging from military intervention, political instability, corruption, policy inconsistency, collapse of probity that have led to lack of political accountability in the past years. The paper seek to unravel the failed role of public service in providing the required institutional grounds for good governance, explore the root causes of continuous challenges that have faced democracy and administrative processes in Nigeria. To do this, the framework of politics following recommendations were made amongst others, there should be sufficient legislative acts to institutionalize culture of probity and accountability, leadership should be positioned in line with bureaucracy, there should be policy consistency suitable enough to drive and sustain the public service reforms in Nigeria. Over the last decade, the Nigerian government has undertaken a wide ranging policy, institutional, and legal initiatives to enhance the country's public service delivery. Despite these efforts, the nation has grappled with a myriad of issues that still undermine good governance and political security. These challenges include weak institutional capacity, corruption, poor leadership, inadequate public service delivery, political instability, limited resources, poor infrastructure, and a shortage of skilled human resources. The functionality of any government is a direct product of effective governance and efficient public administration. Nigeria, a country endowed with abundant human and natural resources, after 54 years of independence is burdened with a government seemingly characterised by ineptitude. This paper argues that the functionality of the Nigerian government is poor because of ineffective governance and inefficient public administration. On that note the paper concludes that for Nigeria to produce a functional government responsive to the needs of its citizens it must strive to attain good governance and reforms must be initiated in the Nigerian public service to promote efficiency in the public administration sector. In the evolution of political science, it has become an established fact that the state exists to secure man's life, his liberties and his estate. The state achieves this goal through the establishment and maintenance of public works and certain institutions all of which are committed to providing for man the best life possible. Thus, in measuring the functionality of a state and its government, the most important criteria will be how effectively it responds to the needs and by extension, the extent to which it has improved the lives of its citizens. This paper examines the intricate relationship which exists between the functionality of government, effective governance and efficient public administration within the Nigerian context. This is so because the Nigerian state, 54 years after attaining self-rule can only be described by corruption, poverty, unemployment, inflation, decay of infrastructure, insecurity, ethno-religious upheavals, injustice and inaccessibility of citizens to basic necessities of life. So much so that it has been described by some scholars as a " truculent African tragedy " (Ayittey, 2006) and that in the midst of abundant human, mineral and other natural resources the citizens are still unable to access basic social and civil facilities has compelled yet others to refer outright to Nigeria as a " failed state. " In view of the aforementioned it can be seen that the Nigerian government has not performed up to expectation. Public Administration, as an institution, is primarily the arm of government that is concerned with the implementation of government policies and programmes. Politics and politicking as the practice of determining resource allocation within a polity has been practiced with attendant negative consequences that have impacted on the practice of public administration in Nigeria and has made it less effective. From resource allocations to state/local government creations and social violence arising from conflicts of political interests and supporters, politics in Nigeria has become the undoing of the practice of public administration in Nigeria. It is however recommended that with improved welfare for the public servants, a reorientation of politics in practice and a reinforced political neutrality of the public servants, there would be hope for improved service delivery and image cleansing of the Nigerian public service.

Nigeria's disturbing socio-economic indicators are among the worst in the world; 70% of its 148 million people vegetate below the one US dollar poverty benchmark (World Bank, 2010). It has about the worst maternal/child mortality rates in sub-Saharan Africa (NHR, 2007), it sits 143 among the 183 most corrupt countries of the world (Transparently International, 2011), and coupled with the fact that unemployment is arguably over 40% (Nigeria News Network, November 17, 2012). That these uncomplimentary indicators exists side-by-side great national wealth and potentials make the Nigerian situation a complicated paradox requiring urgent, systematic, and strategic efforts at a reversal. This paper argues that such strides should begin with reforming Nigeria's ailing public administration by way of repositioning it to both support and drive the processes of national development. It recommends, among others, purposeful political/administrative leadership, viable institutions of accountability, and huge investments in human capital development, as panacea for Nigeria's weak public administration, and impetus for sustainable national development.

The civil service is the engine room of modern government. It comprises an assemblage of career officials, recruited in a civil capacity to serve the citizenry. By their training, they are equipped to champion the course of development by faithful implementation and evaluation of government polices and programmes. They are expected to do this in a transparent and accountable manner. Over the past decades, accountability which is a core feature of good governance has been central in public sector management. Accountability is important for effective performance in the public sector because both elected and non-elected officials need to show the public that they are performing their responsibilities in the best possible way and using the resources provided them effectively and efficiently. This paper is aimed at examining good governance and the impediments to public accountability in Nigeria, and recommends remedial actions for effective public accountability and performance in Nigerian public sector management. The article adopts qualitative method in gathering data from various sources. It traced the absence of accountability in public sector management in Nigeria to the incursion of the military into the Nigerian public administration. It shows with relevant examples how the culture of non accountability and poor performance has eaten deep into the fabric of the society. It therefore proposes some measures to address the malaise of public accountability in Nigeria. The article contends that unless good governance is in place with public accountability carefully observed, effective public sector performance cannot be realized.

The seeming failure of public service in Nigeria is demonstrated by a series of reforms introduced by successive governments to redefine and reinvigorate it. While some of these reforms are internal, some were externally induced. The climax of such reform initiatives in contemporary democratic Nigeria was the introduction of New Public Management commonly known as NPM. New Public Management reforms offer many alternatives towards efficient service delivery. However, because of its market-cum-democratic characteristics, it seems very difficult to operate in an unstable democratic system. Premised on the apparent desire to achieve efficient service delivery, Nigeria implemented New Public Management reform as a catalyst to redefining and retransforming its public service. This paper investigates the implementation of NPM in Nigeria and argues that minimal if any results are likely to be achieved. This is largely because of the inherent contradictions between the main requirement of NPM and the structure and the context of Nigeria's public service and its political system. Putting it in another way, the features of NPM are at variance with the main structure and the character of Nigeria's political environment. From the period of active colonialism up to today, the government has set up different public service review commissions to restructure, invigorate and reorganize the battered public service but her dream is yet to become a reality.

Since copper plays a vital role in the transition towards carbon neutrality owing to its perfect electrical conductivity, environmental and economic advantages can be achieved by utilizing e-waste, which contains much more copper metal compared to its ores. So, the recovery of copper from e-waste is crucial for ensuring sustainability and preventing the rapid depletion of natural resources. Since the density difference between metals and plastics is high, gravity separation using a jig and a shaking table, which are known to have low capital and operating costs, can be done efficiently in large sizes, increasing the attractiveness of these methods as cost-effective pretreatment in e-waste recycling. Besides, control and optimization of separation can be achieved by understanding how particles behave in separation through detailed shape characterization at the single particle level. However, there is no study in the literature investigating the effects of particle shape on the jig separation for the recovery of copper metal from e-waste. To fill this gap, this study explores the shape effect of copper particles on the jig separation from e-waste. According to the results of jig tests after shaking table separation, obtaining a heavy jig product with 98.9% Cu recovery shows that tailing, which has low metal content and consists mostly of plastic can be removed from the system with low copper losses. Furthermore, the results of 2D shape characterization of jig products showed that the shape of the particles is as effective as their size and density in gravity separation with jig. image.png 588.18 KB
