Pancasila adalah pandangan hidup bangsa dan Negara Republik Indonesia. Pancasila juga merupakan sumber kejiwaan masyarakat dan Negara Republik Indonesia. Pancasila sebagai dasar Negara Republik Indonesia di tetapkan pada tanggal 18 Agustus 1945, sebagai dasar Negara maka nilainilai kehidupan bernegara dan pemerintahan sejak saat itu haruslah berdasarkan pada Pancasila, namun berdasarkan kenyataan nilai-nilai yang ada dalam Pancasila tersebut telah di praktekkan oleh nenek moyang bangsa Indonesia dan kita teruskan sampai sekarang. Pancasila memiliki ciri-ciri atau sifat-sifat diantaranya nilai itu suatu realistis abstrak dan ada dalam kehidupan manusia, nilai memiliki sifat normatif, dan nilai berfungsi sebagai daya dorong / motivator. It is very clear – as many journalists covering the unfolding migration and refugee crisis have pointed out – that geography lies at the heart of the events taking place in Europe and the Mediterranean. It is a story of borders and routes, of distance and proximity, and of location and accessibility. The role of (re-) bordering has been fundamental in states’ attempts to ‘manage’ and ‘control’ the refugee and migrant flows and, in this respect, we observe a return to the more traditional practices of bordering – physical barriers and personnel-heavy security controls – rather than the previous processes of ‘externalizing’ and ‘internalizing’ border management. In the Eastern Mediterranean and the Balkans the external border of the European ‘fortress’ has been prised open, whilst the free-movement ethos of the Schengen area has been compromized by EU states’ reactions to the large-scale movement of migrants and refugees and recent acts of terrorism. Hull3 border in the middle of the American southwest. The American Southwest is a large region that is dry, due in part to a laok of water. This is a region that is also arid, and it covers nearly one half the continent ofNorthAmerica.n Within this region lies the Colorado River, the third longestriverintheUnitedStates atl,400 mileslong.' TheColoradoRiverdrains 244,00A square miles. This basin is approximately the lower left hand corner of the United States. The Colorado River drains water from seven Southwestern states. The the river's head waters start in the Rocky Mountains and empty into the Gulf of California. With one major source of water within this basirq it seems that it was a region in need of some way to get more water, for example a dam. By the year 1877, expansion on the continent of North America was all but over by the United States.o The United States was by then a bi-coastal country. There were States on the west coast like Oregon and California. The American Southwest consisted of territories like NewMexico and Arizona. These territories became more populated, and as people beganto migrate into these regions. They would need a way to economically make a living. To do that in the American Southwest requires one very important element: water. As previously stated, water was in short supply in the American Southwest. Starting in the decade of the 1870's, following the end of tenitorial expansion water issues were becoming relevant to the American Southwest and legislation arrived to help the areas that were deemed arid and dry regions of the country.
