He earned a Master’s degree in Community Planning from the University of Cincinnati with a minor in economics. He attended
Fleming worked as a Senior City Planner for the cities of Dayton, Ohio and West Palm Beach. He has co-drafted a bill with Representative Robert Wexler, to enable young people to be able to buy a home early in life with a large down payment. The bill, Restore the American Dream Act, HR 3557 is being sponsored by Representative Ted Deutch, who will try to advance the bill as soon as it is practical. This bill features the Home Ownership Plan which will create millions of sustainable jobs and will add billions of dollars to the U.S. Treasury. The Home Ownership Plan was one of 21 finalists out of 22,000 submissions to the national contest, “Since Sliced Bread”. However, because of crushing student debt, many young people cannot take on the debt of a mortgage at this time.
He has had two articles on the Home Ownership Plan published in the Journal of Housing, and articles in The Christian Science Monitor, The Palm Beach Post, and The Dayton Daily News. Fleming has written one non-fiction book, Building a New America with Christ’s Values, published by Westbow Press, in 2014.
Fleming founded and directs the Livelihood Systems Institute (LSI), with the mission to advance job creation and the development of affordable workforce housing and housing for the homeless. For three years, LSI worked with all of the major cities of Ohio to advance funding for affordable housing. Additional funding was provided by the Cleveland Foundation, the George Gund Foundation, and the Standard Oil Company.
Fleming lives in Palm Beach Gardens, Florida and keeps a watchful eye on sea level rise and beautiful ocean sunrises.view less
