Construction of Harold Hatcher Elementary School began February 1974, but it was not until April 1975 that it was completed. The official opening was held on October 3, 1975. Prior to that date, registered students attended Margaret Underhill Elementary School (École Margaret-Underhill) on staggered hours.

Harold Hatcher Elementary School was named to honour early railway employee and WWII veteran Harold Hatcher, who was born in Colchester, England, and reached Transcona in 1921. On his return, he was deeply involved in the education of young people and played a part in the formation of a teen-canteen at Transcona Central School (École Centrale (Winnipeg)). He gave much of his time and talent to the advancement of both the educational and civic growth of Transcona. During his fifteen years as a school trustee, the school system in Transcona made enormous progress from two schools to more than twelve new buildings.
