When funding is tight, maximizing resources is essential. Leverage existing equipment and personnel, and collaborate with other departments to share costs. Seek in-kind donations instead of cash, and utilize free online databases and software. Consider crowdfunding for public engagement and apply for smaller, niche grants. Engage students and volunteers for support, and conduct pilot studies to test ideas on a smaller scale. Finally, optimize your budget to cut non-essential expenses and build relationships with potential funders for future opportunities. These strategies can help sustain your research initiatives effectively.

No funds no problem. The question mentions that research initiatives are "CRITICAL". Under such circumstances we can opt any of the under, even combo would work: 1) Seek in-kind contribution and volunteers, this would significantly bring the budget down. For those who are new to RA, in-kind is like donating your time, intellect, hardware etc. 2) Seek collaborations with likeminded investors/ grantors/ universities/ groups/ entities/ whatever. 3) Seek relocation of unspent funds (if any) from the previous granting agency. This has to be CRYSTAL CLEAR and ETHICALLY SOUND. Do not proceed with this option if there is any ambiguity.
