This article looks like AI puke and the advice it gives for speed is the advice from a few years ago. This is the most generic advice you could give developers and surely they won't know what you mean. Speed is a tiny ranking factor and if your website is not horribly speed and is not way slower than competitors, you are good to go. It's easy to waste lots of time and money chasing green scores in the Google PageSpeed Insights tool which has nothing to do with SEO and has zero impact on SEO. The only thing you could potentially look at is field data from Google Search Console but again it matters if your main audience uses mobile phones on slow internet connections. Don't lose time on things that don't matter for SEO. Do real SEO instead!
