PROJECT PROFILE SERIES O&M #8

Sulcis Power Plant, Italy

The Facility
Aquatech has been entrusted with full operation and maintenance of five plants (Brindisi, La Spezia, Fusina, Sulcis and Torre Validaliga) scattered over various parts of Italy. These plants treat Flue Gas Desulfurization (FGD) waste to reduce the sea water intake and harmful discharge back to the sea. The typical plant consists of reaction tanks, de-alkalizing and softening clarifiers, brine concentrators, crystallizers and belt filter presses. The softened water and distillate produced is recycled for the plant use and the salt cakes are hauled off to land fill. These are the first FGD ZLD plants in the world. Liquid waste from FGD scrubbers is an issue in markets where coal is a major energy. Efforts to treat this waste to acceptable discharge limits has been extremely challenging and most treat to discharge systems are not able to consistently perform, leading to uncertainties as to what is being discharged into the environment. Prior to these ZLD plants, the concept of ZLD for FGD waste was considered to not be possible. Taking a hybrid approach and utilizing pretreatment to the evaporators allowed AIC to show that ZLD could be achieved on this water for a reasonable cost and with ultimate reliability. These plants will act as a model for future decision making on permitting for FGD waste and they have already attracted attention from the US EPA.

The Scope of Work

The overall process is quite complex and needs extensive chemistry control and a knowledgeable operations and maintenance staff. Aquatech has about 14 O&M staff at each site that consists of a process / operations manager, maintenance manager, mechanical / electrical technicians and on site chemist. Aquatech has guaranteed wastewater consumption and is responsible for entire maintenance of each facility including maintaining spare parts and engaging outside agencies for special maintenance needs.
