NOTE ON FACTION

Faction is prevalent in Anantapur District especially in Tadipatri and Dharmavaram Sub-Divisions which are bordering Kadapa and Kurnool Districts and partly in Anantapur and Penukonda Sub-Divisions. There are 8 villages under A category, 17 under B, 11 under C and 31 under D category. The political violence in Anantapur district is mostly faction oriented since the faction and politics are interconnected and mix up is inseparable. In some mandals the factionists are resorting to cutting / felling of their opponents orchards. This trend emerged in 1986 particularly between the faction groups of J.C.Diwakar Reddy, MLA, Tadipatri A/C and Late Suryaprathapa Reddy, former MLA. Since then incidents of tree cutting have been going on particularly in Tadipatri, Yellanur, Putlur and Peddapappur Mandals and now this trend is spreading to other parts of the district with alarming note. These incidents of tree cutting causes severe economic destabilization as the gestation period of most of these trees extends over five to seven years for the fruit to be borne by them. The strategy of police in Anantapur District i.e. zero tolerance towards faction has yielded good results and the factional activities / crime in the district has drastically reduced by 95%. The stringent police action put the factionists under total control by adopting a strategy as mentioned below:

ACTION TAKEN REPORT IN CURBING THE FACTIONISM IN ANANTAPUR DISTRICT The strategy adopted by police in Anantapur district is zero tolerance towards faction, frequent visits to factious villages, conducting cordon and search operations, organizing Palle Nidra by all ranks of police in faction ridden villages, regulating belt shops, posting of armed pickets in important faction villages has yielded good results. The stringent police action put the factionists under total control by adopting a strategy as mentioned below:
1. Cordon and search operations: Cordon and search operations are being conducted

in all the faction villages by special parties. CI, SI and staff of the concerned jurisdiction are also involved in the cordon and search operations. Systematic searches are being conducted in the houses of factionists, their followers and sympathizers for weapons, explosives. DSMD and occasionally sniffer dogs were also used to search in the hayrick yards, pump houses and gardens of the factionists.
2. Economic action : Factionist thrive by supporting and gaining financial support from

running of belt shops, organizing matka, gambling, forcible collection of good will in the tenders, illegal panchayats and illegal quarrying etc. systematically to reduce money flow to them.
3. Palle Nidra: SDPOs / CIs / SIs are instructed to make their night halts on priority to

the categorized villages (SDPOs twice in a month, Inspectors thrice in a month, SIs once in a week). SDPOs, CIs & SIs of the faction areas are visiting all the faction villages and also politically sensitive villages, interacting with public during their night halts and preparing status reports on each village. Analyzing the information and assessing the overall situation in the light of changing political equations and changing financial status of the influential persons in the villages is systematically being done periodically. 2. Opening of the history sheets against factionists. Updating faction sheets by taking

latest photographs etc.


3. Prompt investigation and finalization of faction related cases on priority basis.

4. Bind over the factionists and their followers under security proceedings.

ARMED PICKETS Posting of armed pickets in important faction villages viz. Yelamakur village of Tadipatri Rural Police Station, Devuni Uppalapadu village of Peddapappuru Police Station, Muppala Gooty village of Peddavadugur PS of Gooty Circle of Tadipatri Sub-Division and Indukur (V) of Mudigubba (M) of Kadiri Sub-division.) has yielded good results. Apart from the above pickets, one picket has been posted at Kallumadi (V) of Singanamala (M) where some caste conflicts arised between SCs and Kammas with regard to the temple entry.

Cr.No.16/07 u/s 147, 148, 324, 307, 302 r/w 149 IPC:- On 20-1-07 at about 8-30 PM near Bodayapalli village, Tadipatri Mandal, wherein the accused Buchaiahgari Pedda Obula Reddy, s/o B.Venkata Reddy and 9 others of Velamakur village of Tadipatri Mandal, armed with hunting sickles left in TATA Sumo Jeep AP02.P.5655 and near Gramasachivalayam colluded tractor/Trailer AP04.F.1954/1955 which was coming in to opposite direction, threatened the inmates of the tractor, took the tractor/trailer proceeded towards Bodayapalli dashed against the motor cycle AP02.P.5635, in which Malle Ranganatha Reddy, s/o Pulla Reddy, aged 25 years, Velamakur village and 2. Gandluru Prathap Reddy, s/o Pakkera Reddy, aged 25 years, Vanganur village, Tadipatri Mandal were traveling and hacked them indiscriminately with the hunting sickles and caused their instantaneous death and also chased the complainant Malle Chenna Krishna Reddy, s/o Chinna Chenna Reddy, aged 60 years, and others of Velamakur village of Tadipatri Mandal with intent to murder. 2. Patnam P.S Cr.No. 9/07 U/s 147,148,302 r/w 149 IPC & Sec. 120 (B) IPC & Sec 3 & 5 of E.S.Act and Sec 25 (1) (b) Arms: Occurred on 22.3.2007 at about 6.00 PM at Banda chenu, near Guttakindapalle village fields H/o Mallepalle, Mudigubba Mandal wherein the accused A1 to A-16 noted in col.III of the CD., on the criminal conspiracy and master plan of A-1, formed themselves in to an unlawful assembly, armed with deadly weapons like hunting sickles, ax, country made bombs, who were waiting for an opportunity to wreck their faction vengeance in retaliation to the earlier incidents against the deceased Devireddy venkatrami reddy, Age:60 Years s/o D.Konda reddy, Kapu, Single window President, Mudigubba Segment, resident of Guttakindapalle village H/o Mallepalle, Mudigubba Mandal, while he was cleaning his land by burning the wastage near by the ridge after cutting the teak wook wastage stems, along with the complainant and five others, passed through the country made walls (Locally called as Kanju) by hiding themselves under the leadership of A-2 with the criminal conspiracy of A-1,A11 and A-16 armed with hunting sickles, while A-14 with axe, first A-2 to A-4 hurled bombs on the deceased which exploded on his left chest, and then A5 to A-10, A-12 and A.13 armed with country made bombs, first A14 hacked the deceased with an axe, while A11 and A16 hacked the deceased with hunting sickles, the accused also hurled country made bombs, and brutally killed the deceased, when A15 aimed the gun towards the persons who were present along with the deceased and then absconded from the spot. 3. Cr.No. 4/2007 U/s 147,148,326,324,307,302 r/w 149 IPC of Mudigubba PS: On 4.2.2007 in Kodavandlapalli village, Mudigubba Mandal and reported in the PS on the same day at 7 PM, wherein the accused Avula Ramana Reddy and others formed them selves in to an un lawful assembly armed with hunting sickles, sticks attacked the complainant Vadla Ramana Chari, s/o Narayanappa and his supporter Katla Osurappa, Kodavandlapalli village and his family members and hacked them with hunting sickles, and beating with stones and caused instantaneous death of Katla Osurappa infli8cting severe injuries as well as injuries to others with intent to kill them due to previous enmity with regard dispute over FP Store of Kondavandlapalli village. 2008: Nil

1. Dharmavaram Rural PS. Cr.No. 45/2009 u/s 302 r/w 34 IPC : On 02.05.2009 at about 11.30 AM at Sathyasai Nagar, Pothukunta, Dharmavaram Mandal, in which the accused Gadiputi Gangadhar and 6 others of Obulanayanipalli village formed themselves into an unlawful assembly, armed with deadly weapons, attacked and hacked the deceased Amara Kesavaiah s/o Ganganna, 51 Yrs., of Dharmavaram town to death. This is due to ill-feelings between accused and deceased. On 25.05.2009 all the accused were arrested and sent for remand. Case was charged on 27.07.2009 and it is PT vide PRC. 33/2009. 2. Peddapappur PS Cr.No. 44/2009 u/s 143, 147, 148, 324, 307, 302 r/w 149 IPC: On 15.06.2009 at about 5.30 PM near Thimmanacheruvu village, in which the accused Komali Raghunatha Reddy and 17 others of Reddipalli village formed themselves into an unlawful assembly, armed with deadly weapons, followed the deceased Reddammagri Nallapa Reddy s/o Late Nagi Reddy, 50 Yrs., r/o Devuni Uppalapadu village and 2 others in Tata sumo, attacked and beat them with sticks and daggers and murdered the deceased R.Nallapa Reddy and attempted on the lives of his associates. This is due to Political rivalry. Out of 18 accused, 14 accused were arrested on 23.06.2009 and 28.06.2009 respectively and sent for remand. A-1 surrendered in the Court on 29.06.2009 and A-14 to 16 surrendered in the Court on 06.07.2009. Case was charged on 19.09.2009, but not taken on file. 3. Mudigubba PS Cr.No. 89/2009 u/s 147, 148, 307, 302 r/w 149 IPC: Occurred on 06.1.2009 at about 7 AM between Dorigallu Indukur village, in which the accused P.Ram Mohan Reddy s/o Venkata Reddy and 13 others of Indukur village formed themselves into an unlawful assembly, armed with deadly weapons, came in a tractor, dashed against the Dorigallu Sreenivasa Reddy, 43 Yrs., s/o D.Saibhushan Reddy while he was proceeding along with Beldari Pullaiah by motor cycle. As a result of which both of them fell down. After that accused chased and hacked Dorigallu Sreenivasa Reddy to death. This is due to village supremacy and faction rivalry in the village. Out of 14 accused, 12 accused were arrested and sent for remand. Case is UI for arrest of A-3 Obi Reddy, A-12 Chandra Sekhar Reddy and for want of RFSL report. Political Murders: 4. Tadipatri town PS. Cr. No. 148/2009 u/s 147,148,302 r/w 149 IPC : Occurred on 24.07.2009 at about 7.45 AM at C.B.road, Tadipatri town, in which the accused Kakarla Ranganath s/o Late Chinna Peddaiah and 8 others of Husainpuram, Tadipatri town formed themselves into an unlawful assembly, armed with deadly weapons, attacked and hacked the deceased Kakarla Rangaiah, 50 Yrs., s/o K.Rangappa of same village to death. This is due to old grudges and rivalry between both the families since 15 years. Accused were arrested and sent for remand. Case was charged on 20.10.2009 and it is PT vide PRC. 35/2009.Out of 9 accused, 6 accused were arrested and sent for remand. Case is UI for arrest of A3, A-7 to A-9. Case is UI for want of PM certificate. 5. Tadipatri town PS. Cr.No. 149/2009 u/s 147,148,302 r/w 149 IPC: Occurred on 24.07.2009 at 10 AM at Naidu Electrical Rewinding shop, Tadipatri town, in which the accused Vennam Sreerami Reddy s/o Nagi Reddy, 46 Yrs., and 7 others of Chalavemula village formed themselves into an unlawful assembly, armed with deadly weapons, attacked and hacked the deceased Pamireddi Obula Reddy s/o P.Kullai Reddy, 57 Yrs., r/o Chalavemula village and caused injuries while he was getting his motor cycle repair. The injured deceased succumbed to injuries at Govt. Hospital,

Tadipatri. This is due to old grudges for village supremacy. All the accused were arrested on 27.07.2009 and sent for remand. Case was charged on 19.10.2009, PRC is awaited. 2010: 1. Anantapur I Town P.S Cr.No.411/10 U/s 147, 148, 324, 307, 302 r/w 149 IPC: On 11.10.10 at about 3.00 PM at Rupa Garden Restaurant, situated near Sreekantam Circle, Anantapur town wherein the accused R.Madhava Reddy and 4 others of Devuni Uppalapadu village, Peddapappur Mandal armed with hunting sickles attacked the deceased K.Raghunatha Reddy, Reddipalli village, Pedda Pappur Mandal and S.Chandra Sekhar Reddy while they were having lunch. K.Raghunatha Reddy died on the spot while S.Chandra Sekhar Reddy sustained severe bleeding injuries. There are illfeelings between one K. Rambhupal Reddy, elder brother of K. Raghunatha Reddy (deceased) and R. Nagireddy of Devuni Uppalapadu village, Pedda Pappur mandal since the Panchayat Elections held in the year 2006. On 6-82006 K. Rambhupal Reddy was murdered by the group of Nagi Reddy vide Cr. No. 39/06 of Pedda Pappur P.S. In retaliation to the murder of K. Rambhupal Reddy on 15-6-2009 R.Nallapu Reddy belonging to Nagi Reddy group was murdered by the group of K. Rambhupal Reddy vide Cr. No. 44/09 of Peddapappur P.S. The present murder of K. Raghunatha Reddy occurred on 11-10-2010 is the retaliation to the murder of R.Nallapu Reddy. The deceased K. Raghunatha Reddy is A-1 in the murder case of R.Nallapu Reddy. On 22.10.10 the accused A-1, A-3 and A-4 surrendered in the court of AJFCM, Anantapur. Case is UI for arrest of A-2 and A-5. 2011: 1. P.S:On 22-02-2011 in between 6 PM and 6.30 p.m. at D.No. 12-224, Sai Nagar, Anantapur wherein the accused Chintakayala Vinay Kumar @ Vinay @ Vinnu, S/o C.Nagaraju (A-5), Begili Chandrasekhar @ Chandra, S/o Late B.Narayanappa (A-6), Bodula Ramanjaneyulu @ Ramanji @ Ramu, S/o Late Togarakunta Prabhakar (A-7), Chintakalayala Vinod Kumar @ Vinod, S/o Late C.Nagaraju (A-8) all are residents of Thagarakunta Village, Kanagani Palli Mandal and Nagendra @ Devara Nagendra, S/o Chinna Linganna, Native of Maddelalchervu Village, Kanaganapalli Mandal (A-9) armed with Fire Arms trespassed into the house bearing D.No. 12-224, Sai Nagar, Anantapur and opened fire against the deceased Thogarakunta Konda Reddy and caused his instantaneous death and escaped from the spot by threatening the complainant and other inmates that they would kill them also. 2. Cr.No.59/2011 u/s 147, 148, 307, 302, 120(b) r/w 149 IPC, Sec. 25(1) (B)(b) of arms Act, 1959 of K.G Palli PS: on 15.09.2011 one Dasari Sathyamaiah preferred a complaint stating that on 15.09.2011 while one Dasari Narasimhulu, Dasari Anjaneyulu and one Padmavathi were proceeding to Anantapur on a motorbike from their village to get the surgery to the said Padmavathi as she delivered recently and while they were proceeding along with the baby aged about 15 days and while they were proceeding near Indiramma Colony, near Parthana School, the sumo of the Kamireddypalli Sudhakar Reddy has overtook them and dashed against the motorbike, due to which the same was dragged to a distance of 15 feet and due to that the motorcyclist and two pillion riders including a small baby fell on the ground and then Kamireddypalli Sudhakar Reddy along with 10 others got down from the Sumo by arming with hunting sickles and further Sudhakar Reddy hacked

on the face of Dasari Narasimhulu and others hacked them indiscriminately and then one Anil Kumar, Dasari Sathyamaiah went and requested them not to kill them, but the above persons threatened them also due to which they ran away.

NOTE ON EXTREMISM CPI (Maoist) Group was active since early 70s in Anantapur district. There are some traditional strong holds for Maoists like Ramagiri, Kanaganipalli, Uravakonda, and Kuderu Mandals. Lowest rain fall, Poor Industrial growth, rural poverty and agricultural backwardness provided a fertile ground for leftwing extremists to exploit. As a result Maoists enlisted a number of people from backward communities from rural areas. The Maoists cleverly utilized the peace talks period for their numerical as well as logistic improvement. In January 2005 the number of U.G. cadre in Anantapur district is 83 and by the end of the year 2006 it was reduced to zero due to the systematic and sustained measures taken up by the district Police. Strategy adopted: a) Minimizing the recruitment by providing skill based training and employment with assistance of DRDA. b) Pre-empting the agitation propaganda strategy of CPI (Maoists) by counter propaganda c) Pre-emptive strikes and spreading the intelligence network d) Encouraging surrenders and Rehabilitation to the surrendered cadre. e) Neutralizing the militant network. All the top cadre of CPI Maoists of Rayalaseema Division was wiped out in the exchange of fires occurred at Sundupalli and Badvel Police Station limits of Kadapa district in the year 2006. Six Maoists hailing from Anantapur district are working in A.O.B. and other States. Maoists lost their militant base in Anantapur district. Almost all the militants were either arrested or surrendered. However combing operations and area domination exercises are regularly being conducted to check the militancy. Police Station wise militant / surrender / arrested extremist list was supplied to concerned SIs, CIs and SDPOs with instructions to keep a constant watch on their activities and to submit weekly report on the status.

However, a watch is being kept on the group. d) A.P State Human Rights Forum: The members of Andhra Pradesh State Human Rights Forum U/L Sri P.Sudhakar, District President of Human Rights Forum, Abdul Rasool, Its District Secy., organized 3rd State Conference at the Function Hall, Police Welfare Complex, Anantapur, for two days on 02.10.2009 and 03.10.2009. In their conference they mainly expressed their concern over the present emerging issues in the State such as unemployment, scarcity of fodder and seeds, floods, etc. and also in the Country such as Central Government move to tackle the Maoists issue at certain States. The death of Valluri Venkatarao @ Masthan Rao @ M.R and Ramachandra the Central committee Members in Vijayanagaram and Guntur districts in the year 2009 severely hampered the revival of Maoists activities in Rayalaseema. At present the APCLC, RWA (VIRASAM), OPDR and HRF are working together to unite the people against the proposed Special Economic Zone at Hindupur, Kadiri and Military Test Firing Range at Kambadur PS limits. Latest strategy adopted by the Anantapur Police: The APCLC is trying its level best to revive the Maoists and regained the last grounds in Rayalaseema. The leaders are actively forging alliances with likeminded groups viz. Janasakthi, OPDR, Red flag, Naxalbary North Division, Liberation, etc. and planning to organize joint struggles against the SEZs. In this connection they are recruiting new members without proper vetting. Anantapur Police are concentrating on infiltration into the ranks of all the cover and mass organizations of the left wing extremists. Systematic collection of evidence against the activists who are in Govt. services by secret photography and videography. Exposing the secret cadre working in APCLC, etc. in public and media. Identifying the villages where the APCLC cadre are trying to enlist the people against the Govt. Frequent visits by police officers to such villages, conducting meetings with the village representatives and exposing the ulterior motives of the left wing groups.
