ANIMALS ORDINANCE, 1953 IN exercise of the powers conferred by section 86 of the Animals Ordinance, 1953[17/1953 ], the Minister of Agriculture hereby makes the following Rules: Citation 1. These Rules may be cited as the Animals Rules, 1962. Interpretation 2. In these Rules unless the context otherwise requiresprescribed landing place means a place where animals and birds any be imported under the provisions of Rule 3; State Director means a Veterinary Officer of a State. (2) Animals or birds may be imported or exported by sea only at-

the Port of West Port, Klang; the Port of Lumut; the Port of Tanjung Pelepas; or the Port of Labuan. the Penang International Airport, Bayan Lepas; the Sultan Abdul Aziz Shah Airport, Subang; the Kuala Lumpur International Airport, Sepang; the Sultan Ismail Airport, Senai; or the Labuan International Airport.

(3) Animals or birds may be imported or exported by air only at-

(4) A State Director may, when issuing a licence to import animals or birds, by endorsement on such licence permit the landing of such animals or birds at a place other than a prescribed landing place. Quarantine 4. (1) Animals imported from any country, other than Singapore for the purpose of slaughter shall, unless they have undergone not less than ten days quarantine in a quarantine station in Singapore and are accompanied by a certificate from a veterinary authority in Singapore that such animals are free from disease, immediately on arrival enter a quarantine station at a prescribed landing place and there undergo quarantine for a period of not less than ten days and shall thereafter proceed direct to an abattoir or to another quarantine station and there remain until required for slaughter. (2) Cattle, sheep, goats or swine imported from Singapore for slaughter which were born there shall not be subject to quarantine at a prescribed landing place, except by special direction of the veterinary authority of the prescribed landing place, and shall be exempted from quarantine in the place to which they are consigned by the veterinary authority of the locality to which they are consigned. (3) Any dog or cat imported from a place other than Singapore. the United Kingdom, Eire, Northern Ireland, Australia, New Zealand, shall, immediately on arrival at a prescribed landing place, be placed in quarantine at a quarantine station at such landing place and shall there be vaccinated with an approved anti-rabies vaccine, be ear-tattooed and be detained in quarantine for a period of not less than thirty days immediately after such vaccination: Provided that if the dog or cat is less than three months old at the time of arrival it shall remain in quarantine until it shall attain that age whereupon it shall be vaccinated and remain a further thirty days after vaccination. In the case of a dog it shall also be ear-tattooed at the time of vaccination.

(4) No animal shall be released from a quarantine station except upon a certificate from the veterinary officer in charge of the quarantine station that the animal is free from disease. (5) The veterinary authority of the prescribed landing place may, subject to any directions that may be issued by the Director General, exempt any animal from the provisions of this rule. Transshipment in Singapore 5. Any animal or bird transshipped in Singapore for onward dispatch to the States of Malaya shall be transshipped under veterinary supervision and shall be accompanied by a certificate of health from a veterinary authority in Singapore. Licences and certificates 7. (1) Licences and certificates issued under the provisions of the Ordinance or of these Rules shall be in the forms as set out in the Schedule to these Rules. (2) A licence to import or export shall be valid only for such period as may be specified therein:

Provided that the State Director concerned may for special reasons extend the period of validity of any licence by endorsement thereon for a period not exceeding thirty days. 8. Notwithstanding any of the provisions contained in this Rule the Director General of Veterinary Services may issue a permit to import any animal or bird or the carcase thereof, for any special purpose, from' any country or place, subject to such conditions as he may see fit to impose. 9. Penalty Any person contravening any of these Rules shall be liable to a fine of one hundred dollars for any one offence, or, in the case of a continuing offence, the sum of twenty dollars for every day during which the offence continues. 10. All rules or regulations made under the Diseases of Animals Enactment of the Federated Malay States and in force immediately prior to the coming into force of these Rules are hereby revoked. _________
