2. Item wise technical comments/queries are invited for the defects remarked DO by RHQ (NW) on the defect list enclosed. Please Note that only technical comments/queries need to be forwarded and no Budgetary Cost is to be forwarded. Forwarding of budgetary offer will disqualify the concerned yard from the tender. 3. Conduct of Refit: The refit is to be undertaken at West Coast only and preferably in Gujarat. The refit is tentatively scheduled to commence in the month of Apr 2013 for period of 120 days. 4. The conduct of refit including other general conditions, payment terms etc. will be governed in accordance with provision of chapter 14 and standard conditions of contract as per Appendix H of DPM-09, available at MoD (GoI) website www.mod.nic.in for ready reference. 5. For details of defects on machinery and ships Hull, you are requested to contact The District Technical Officer, Porbandar, (Tele No.0286-2241794) to ascertain availability of ship in harbour and clearance to visit the ship. 6. It is intimated that a Request for Information Conference (RFIC) will be held at Coast Guard Regional Headquarters (NW), Gandhinagar, Gujarat or at alternate locations to discuss/clarify the scope of work and to bring all the participating yards at par. It may be noted that the date and place of RFI Conference will be intimated by CGRHQ (NW) at a later date. The work package as finalized during the RFIC will eventually become SOW (scope of work) as part of RFP. 7. You are also requested to depute your reps to the ship for meeting with Commanding Officer/Executive Officer/Technical Officer in order to assess the defect wise work package physically prior submitting technical comments/queries. 8. It is also desired that suitable reps may be deputed for attending the RFIC on receiving intimation from CGRHQ (NW). Alternatively, a communication may be sent to CGRHQ (NW) that you would accept the work as finalized during RFIC. 9. It may be noted that RFP/Tender Enquiry will be issued to all those yards who have not conveyed their unwillingness to undertake the refit in accordance with provisions of DPM-09, irrespective of whether they attend RFIC or not. As such if you do not wish to undertake the refit you should communicate it in writing before the RFIC takes place.

It is requested that your technical comments/queries for the defect list serials remarked DO by CGRHQ (NW) as per enclosure be forwarded to Coast Guard Region (NW), Gandhinagar, with one copy each to CGDHQ-1 Porbandar and ICGS Vijit at the addresses given below by 12 Feb 2013. 11. The yards are also requested to intimate this Headquarters regarding refits of any other ICG ships being undertaken presently/likely to be undertaken shortly.

DL SL DESCRIPTION REMARKS RHQ(NW) REMARKS DRY DOCKING AND ALLIED SERVICES HA-1001 Pre refit and Post refit trials to be carried out along with PAC/OEM Rep and report with specific recommendations to be rendered. DO. All the PAC/ OEM firms to be embarked onboard for PRT HA-1002 Ship is to be docked in both versions as per the approved docking plan and berthing services to be provided. Prior docking of ship, joint inspection of keel blocks with overseeing team and ships staff to be carried out. Yard's office fax facility will be used for fax in/out by ship, if not held with CGRPT HA-1008 One Staff car, one Scorpio / Innova and two mini bus (30 seater) to be provided during the entire refit on all days (including holidays) and one three toner truck twice a week for fresh ration, store collection etc. and as and when required for survey. Timings and mileage for transport to be for duration of 12 hrs and 120 kms. DO Transport to be provided as follows:- (i) One Mini Bus (30 Seater) (ii)One car for ship (iii) One car for CGRPS/Overseeing Team (iv) One three tonner truck three trip per week from ship to railway station/any other place for collection of stores
HA-1009 Garbage clearance facility to be provided twice a day
Ship to segregate organic/inorganic garbage and hand over to yard for disposal. HA-1010 Shore crane facility to be provided as and when required.
DO HA-1011 Shore galley and cooking facilities including gas burners and cooking gas to be provided when ships galley becomes non-operational. DO HA-1012 Provision of 03 nos A/C office space / Portable cabins with office accessories near dry dock. Size 12 x 16 feet each. Each office to have four office Tables, ten chairs and one water dispenser each. Office to have electrical peripherals for fitment of computers, printers and Xerox machine. One fridge to be provided in each office. DO HA-1016 Accommodation for Captain, 12 Officers ,40 SOs/Sr. sailors and 50 Jr. sailors to be provided whenever the ship is considered uninhabitable as per TEC. DO HA-1017 12 Blowers (Industrial marine blowers) to be provided for effective ventilation when ships A/C, Ventilation system remains non-operational. DO HA-1018 Yard to carryout test by authorized agency and issue gas free certificate for all fuel / AVCAT/ Lub oil tanks prior man entry and hot work. DO
HA-1019 10 portable fire extinguishers each of CO2 9 Kg. AFFF 9 ltrs and DCP 5 to be provided during servicing of onboard portable/major fire fitting equipments in addition to those extinguishers provided with the fire sentries.
DELETE UNDER WATER WORK PACKAGES HA-1020 Clean entire under water area including boot top by HP fresh water jet soon after docking to remove marine growth (pressure 3000 PSI). DO. All fasteners and locking pins are to be of SS-316 material. No. of sea chest grating-22 nos. Painting of grating included in yard scope of work. HA-1021 Remove, scrap and clean all sea chest, eddy plates, rope guards, sea tubes, rudders, shaft brackets, stabilizer fins, propellers, bow thruster tunnel with propellers and adjacent areas. All nuts, bolts, lock wires of underwater fittings to be renewed. HA-1022 Ultrasonic survey and scanning of underwater hull & boot top area including all U/W appendages is to be jointly carried out by class surveyor, OEM/PAC firm reps, CGRPT, Ships Staff and Yard Reps paying particular attention to hull plating, shafts and brackets, intermediate couplings, shaft coating, plating below machinery compartments and bow thruster tunnel. Area deteriorated beyond permissible limit is to be cropped and renewed as per surveyors recommendations. Yard to cater for 2000 UTG points and 03 ton steel renewal. Yard to provide 05 copies survey report, UTG report and details of steel renewal. Degutting/regutting and in-way jobs including insulation / lagging renewal to be included. DO. Yard to cater for 1500 UTG points and 01 ton of steel renewal. Steel grade: IS2062 grade B. Thickness of keel plate: 12 mm, Strake A,B,C: 10 mm, balance strake: 08 mm HA-1023 Renew all zinc anodes if consumed more than 50%. Anodes not renewed to be wire brushed thoroughly DO HA-1024 Remove, clean and examine all sea chest gratings (Total-22 Nos). Renew if damaged. DO CLEANING ONLY. RENEWAL UNDER DFPR HA-1025 Spot blasting of damaged under water and boot top areas including U/W appendages (areas where tie coats is damaged) to be carried out to SA 2.5 as recommended by surveyor / paint Rep. (Yard to cater for blasting of 30 % of the total area). Touch up painting to be carried out as per CGHQ policy letter for entire under water hull and boot top areas including U/W appendages. Yard to cater for full scheme painting (05 coats) by airless spray under supervision of paint rep for the 30 % blasted area and one coat A/F paint for entire under water and boot top. HA-1026 Drain out and clean the bilges, limber holes of AER, FER, Fin Stabilizer compartment, Bow thruster compartment, Log Compartment, naval store, PC store, Magazine Compartment, ASP and paint store. Examine the structure by class surveyor paying particular attention to bilges, longitudinal, transverse stiffeners and welded joints for any buckling and deterioration. Renew / repair as recommended by surveyors. DO. Steel Renewal included in HA 1022
HA-1027 Chipping, cleaning and complete survey / hammer test to be carried out by class surveyor and take UTG readings at 1000 points of underwater internal structure. Area deteriorated beyond permissible limit is to be cropped and renewed as per surveyors recommendations. Degutting / regutting and in- way jobs including insulation / lagging renewal to be included. SS HA-1030 Draught marks to be cleaned and painted as per approved paint scheme. Paint yard supply. DO. Paint yard supply HA-1031 10 nos under water GM storm valves and 01 no EVAC /STP overboard discharge valve to be overhauled, pressure tested up to 5 Kg / cm2 and refitted. Size-65 NB. DO. All consumable spares yard supply except spindle and body. HA-1032 Remove and check 26 nos under water plugs and their fastenings for wear and tear. Renew the defective ones and reseal the plugs. Hose test to be carried out and inspection report to be rendered. DO inspection only. Specific defect if any, to be undertaken as AWRF. HA-1033 Breakage sight reading to be undertaken on three occasions i.e. before dry docking, at dry dock and after undocking. Necessary precautionary measures to be taken to avoid deformation of keel, deck, hull during docking. Stern drop arresting arrangement to be made and stern drop to be measured.

Carry out 100% survey by class surveyor and repaint the tanks 01 full coat Sigmaguard EHB/Sigma Guard 720 Grey. Paint yard supply. (Existing paint scheme M/s Sigma paints). Yard to provide empty tank for storage of foam capacity 10 KL. COVERED IN HA 1044 HA-1043 Carry out 100 % survey by class surveyor paying particular attention to shell plating of ships sides, super structure, mast, and weather decks. Carry out NDT survey by taking 500 UTG points. Plates deteriorated beyond permissible limit to be cropped and renewed as per surveyors recommendations. Cater for 01 ton of steel renewal. Degutting / re-gutting including in-way jobs and insulation/lagging renewal to be included.
DTNR HA-1044 Entire shipside, super structure and mast to be cleaned, scrape the loose / peeled off paint and touch up painting to be carried out with 01 full coat final paint by airless spray as per the approved paint scheme. Paint yard supply. Total area-3200 sq Mtr. Approx. (Existing paint scheme M/s Sigma paints). Indian Coast Guard in Hindi and English, blue band and visual call sign to be painted as per drawing. DO including high pressure f/w washing for cleaning. Yard to undertake touch up painting scheme as per CGHQ policy letter No. SA/0100/Hull/ policy dated 26 Apr 06. Paint CG Supply. Total Cleaning Area: 5600 sqm, Total Painting Area: 3200 sqm HA-1045 Internal funnel area to be cleaned, scrape the loose / peeled off paint and be carried out with 01 full coat final paint by airless spray of Sigmarine Alumunium HR 500/Sigma Thern (Approx area 700 sq mts) DO. Paint CG Supply HA-1045 Entire weather exposed deck and weather deck fittings to be cleaned, scraped the loose / peeled off DO. Yard to undertake touch up paint paint and touch up painting to be carried out with 01 full coat final paint by airless spray as per the approved paint scheme. Paint yard supply. HA-1047 Entire Helo Hangar and Helo deck including deck below the harpoon grid to be cleaned, scraped the loose / peeled off paint and touch up painting to be carried out with 01 full coat inter guard non skid epoxy NCD 1437 olive green paint as per the approved paint scheme. Paint yard supply. Total area- 400 sq Mtr. Approx. (Existing paint scheme M/s Akzo Noble paints). Deck landing markings and call sign to be painted as per drawing.
DO HA-1048 Overhauling of RAS/FAS fittings and gears (06 Nos).
DO. Material yard supply ANCHOR AND CHAIN CABLE ARRANGEMENT HA-1049 Both the anchors and entire chain cables to be removed and lay down on dock floor / jetty and thoroughly washed by high pressure fresh water jet to remove the salt deposits and rusts. DO HA-1050 Clean, chip and copper grid blasting of 02 nos anchors, entire chain cables and all other accessories. Carryout gauging of chain cables, bottle screw slip, Blake slip and riding slip and readings to be recorded. Both the anchors and entire chain cables including all accessories to be surveyed by class surveyor and be replaced if dia of the chain reduced beyond 10%. Report / recommendation also to be submitted. Total length of cables 15 shackles, Size 34 mm. DO as per surveyor recommendation. Chain cables to be interchanged from inboard to outboard and marshalling with casing wire to be undertaken as per SS guidance. HA-1051 Remove and dismantle 21 nos lug less (Kenter) joining shackles, pins and stoppers, lubricate and replace them. Inter change end to end of chain cable and chain cable shot markings to be carried out. DO only lubrication, and survey. HA-1052 Anchors, hawse pipe, naval pipe and entire chain cables including all accessories to be chipped to bare metal and painted as per approved paint scheme. Paint yard supply. (Existing paint scheme M/s Sigma paints). DO. Paint Yard supply HA-1053 Both cable ramps to be dismantled, scrapped, buffed, renewed Stainless steel nuts with bolts and painted as per approved paint scheme. Area- 10 Sq. mtr. Paint yard supply. Paint yard supply HA-1054 Carryout load testing of 02 nos Cable Clench (29.5 tons) 04 nos Deck eyes for bottle screw and blake (14.3 tons) and 02 Nos anchor strops (02 tons, 16 mm Dia, 6x36 construction, length 02 Mtr each). DO. Carry out NDT for 04 Nos deck eyes. 02 nos anchor strops to be supplied by yard with load test certificate
HA-1055 Both the cable lockers to be cleaned and remove portable perforated plates. Examine / survey structure by class surveyor paying particular attention in vicinity of cable clench, ships side behind protection plates and bars, junction between plating and horizontal stiffeners. Both cable lockers to be scrapped and touch up painting to be carried out with Sigma universal primer and 01 full coat Sigma Emaline 3000 Black. Area 140 Sq. Mtr. Approx. Ensure that the inboard end of the cable is properly secured to the cable clench. DO. Yard to undertake painting (Touch up). Area-140 sq mtr. Paint yard supply. ANCHOR CAPSTAN (QTY- 02 NOS), MAKE- M/S GRSE (KOL), TYPE SINGLE HEAD, UNDER SERIALUNG ELECTRIC DRIVE.
HA-1055 Dismantle and overhaul gear box, cable holder gypsy, warping drum, manual clutching and declutching mechanism, manual brake, bush and shaft. All grease nipple to be renewed. If bearings and bushes found defective to be renewed. Spares yard supply. DO. Oil CG supply. Spares as per standard RFIC minutes.
