On behalf of every one in the Uttar Pradesh Technical University (UPTU), I welcome you all
on the occasion of the 11th Annual Convocation of the University.
It is my proud privilege to welcome His Excellency, The Governor of Uttar Pradesh and the
Chancellor of Uttar Pradesh Technical University, Respected Shri B. L. Joshi Ji. We are very
grateful to His Excellency for presiding over the convocation ceremony. Sir, your presence
amongst us on this auspicious occasion is a great source of encouragement for us all but
specially for the graduating students.
We are honored to have Honourable Dr. Sam Pitroda ji, one of the most distinguished
thinkers, innovator and a visionary planner amongst us today as the Chief Guest and we are
grateful to him for having agreed to bestow his blessings upon the graduating students and
deliver the convocation address, in spite of, his extremely busy schedule. I welcome you Sir
to the Eleventh Convocation ceremony of Uttar Pradesh Technical University and I am
confident that your presence here will inspire the graduating students and give us a
direction in our mission of achieving excellence in the field of technical education.
The presence of Shri Ram Sakal Gurjar ji, the Honourable, Minister of State, Technical
Education on the dais is a matter of pride for us and while welcoming Shri Gurjar ji, I record
my indebtedness to him for his support in taking this University on the desired growth path.
I feel very happy to extend a very cordial welcome to the members of the Executive Council,
the Academic Council, the Finance Committee, the Examination Committee, Deans of the
Faculty of Architecture and Institute of Engineering and Technology, Lucknow,
Chairpersons, Directors and faculty members of affiliated Institutes, alumni, graduates of
the year, other distinguished guests, students, parents and members of the media. I extend
a very warm and cordial welcome to each and every one of you.

The convocation is a solemn occasion of a University to charge the graduating students with
a pledge to dedicate them to the profession they choose and to the cause of human
development. This is also an occasion to take stock of the balance sheet of the University for
the year that has gone by and to unveil the plans for the year to come.
Before the beginning of the year, we had organized a capability building workshop in order
to understand the gap areas that existed at the institution level as well as at the University
level. With the help of the Chairpersons and Directors of various affiliated institutions, it was
possible to draw out a path forward. The major areas on which we decided to focus there
after included: (i) outreach programs with the assistance of DST, Govt. of India (ii) revision of
syllabus (iii) linkages with the ICT companies and iv) capability building projects for skill
development and employability.
I am glad to report that several of our institutes were awarded projects called INSPIRE
sponsored by DST. Through such programs, the out reach of the University with the
prospective students, prospective entrants to the University has been established. The
impact of such programs would be seen during the admissions for the next year's session.
The admissions of UPSEE 2013 were conducted with a lot of improvements in the process
of admissions making it simpler and student-friendly by adopting the ICT tools. Unlike in the
past, counseling for the admissions was done by a large number of institutions. As a result of
this, we were successful in creating a large number of institutes as the state-of-the-art nodal
centers of the University for this purpose. For the year 2014, we plan to extend this list of
nodal centres. The complete counseling process will be made on-line but with some
improvements in the procedure based on the lessons learnt and as per the suggestions of
the chairpersons of institutions. It will be finalized soon, in consultation with chairpersons of
institutions.
We must mention here that we will have to be more prudent in our process of admissions for
the session 2014-15 by ensuring that the time schedule should be such that the students
find the whole exercise simple starting from filling the applications till the counseling,
immediately after the results are out. We must give enough time for the institutions to fill the
vacant seats at their level and this time we will ensure this. Whatever the factors causing
delays in this regard, the aim would be to eliminate them this time. Institutes would be
involved in the whole process from the begining itself and their capability would also be
utilized at all stages of admissions. The complete plan of actions would be ready by the end
of January 2014.
During the year, MoUs were signed with organizations such as NITTTR, CMC, Liqvid
eLearning Services Pvt. Ltd. and Dragon Fly Education Pvt Ltd. We are also in the process
of finalizing MoUs with Microsoft, Cambridge English, McGraw Hill, Wiley, Intel, Pearson

Education etc. MoUs will also be signed with Universities outside India especially from USA.
The aim of these MoUs will be to bring advantages of the state-of-the-art-of-technology and
the state-of-the-art-of-knowledge to all the institutions of UPTU. It is hoped that all this will
help to create an eco-system where it will be easy for institutes to acquire accreditation in
line with the Washington Accord signed by the Government of India for enhancing the
quality of education in the country.
For the growth of the University, it is essential that centers of excellence are created in the
premises of the University. While these centers would be set up in the new campus of the
University, once it is constructed, efforts are being made to create facilities in the premises
of its constituent college's i.e. Institute of Engineering & Technology and Faculty of
Architecture, Lucknow.
Availing this opportunity I would like to present before you a report on the activities,
achievements and initiatives taken by Uttar Pradesh Technical University from the time the
last Convocation of the GBTU that was held on 5thJanuary, 2013.

1. The University
The Uttar Pradesh Technical University (UPTU) was established by the Government of UP
vide Act no. 1248(2) XVII-V-1-1(KA)-19-2000 (Uttar Pradesh Pravidhik Vishwavidyalaya
Adhiniyam Sankhya 23 of 2000) on 8th May, 2000 for imparting multi-disciplinary quality
technical education, keeping pace with the fast changing scenario. With the setting up of
this University, Institutions imparting BTech/ BPharm/ BArch/ BHMCT/ BFAD/ MBA/ MCA/
MTech/ MPharm etc.and PhD programs in the State were affiliated to this University. A
decision was taken as per the Government Gazette No. 236(2)/LXXIX-V-1-10-1(Ka) 6-2010
dated 16-02-2010) to: a) rename the university as 'Gautam Buddh Technical University
(GBTU), Lucknow' and b) create a new University 'Mahamaya Technical University (MTU),
Noida'. In the year 2013, the MTU and GBTU were merged to form UPTU (UP Government
Notification No. 3324/16-1-2013-1(3)/2009 dated Oct. 31, 2013). Today, all the affiliated-
Institutes offering programs of Engineering, Management, Pharmacy, Architecture etc. and
located across the State are under one University i.e. UPTU. The number of institutes of
UPTU and their enrollment capacity (course-wise) for the session 2013-14 are given in
Table 1.

2. Faculty and Constituent Colleges
In order to create centers of academic excellence in the technical education in the state, the
Government of Uttar Pradesh took a major initiative of making Lucknow College of
Architecture, Lucknow as a Faculty of Architecture and Institute of Engineering and
Technology, Lucknow as a constituent college of the University. The aim was to develop
them as centers of excellence of technical education. The University is making all the efforts
towards achieving this goal. Later on, four more colleges, under a special component sub-
plan to upgrade the engineering education targeting mainly the students of scheduled
castes by reserving 70% seats for scheduled caste and scheduled tribes, 15% seats for
OBC and the rest 15% seats for general candidates were also made constituent colleges of
UPTU. These institutions namely (i) Manyavar Kanshi Ram Engineering College of
Information Technology, Ambedkar Nagar (ii) Manyavar Kanshi Ram Engineering College
of Information Technology, Azamgarh (iii) Dr. Bhim Rao Ambedkar Engineering College of
Information Technology, Banda and (iv) Dr. Bhim Rao Ambedkar Engineering College of
Information Technology, Bijnor, became the constituent colleges of the University.
3. Affiliated Institutes
There are 663 Institutes affiliated to UPTU.The data presented in Table 1 shows that the
University caters to almost all the programs of Engineering and management essential for
the industry. Plus there is an emphasis on the post graduate programs which is the key
feature of quality improvement in technical education. It needs to be mentioned that the
intake capacity of the University makes it as one of the leading Universities in the country. It
is a matter of pride for the University that its affiliated Institutes have been growing both
organically as well as inorganically. There are regions like Lucknow, Ghaziabad, Meerut
Kanpur are the ones where there is high density of institutes but the institutes have been
located even in the far-flung areas of the State as can be seen from the Figure 1. It may be
noted that there are still several districts where either there is none or the density of
institutes is low.
There are 300 institutions of BTech, 98 institutions of BPharm, 117 institutions of MCA, 429
institutions of MBA, 19 institutions of MAM, 23 institutions of BArch, 03 institutions of
BHMCT, 03 institutions of BFAD and one institution of BFA. The University focuses more on
the post-graduate programs mainly to enhance its capability alongside its capacity of
technical education with enhanced emphasis on problem solving. Today, there are 86
institutions of MTech and 60 institutions of MPharm and this list has been growing with time.
In near future, the session for Master's programs would also be matching with that of the
graduate programs. The PhD programs in different disciplines are also being run at various
associated organisations including R & D organizations and Universities within the State

and outside. It may be seen from Table 2 as well as from Figure 2 to 7 that the number of
affiliated institutions has been growing in almost all the programs. From the data presented
here it is evident that the number of institutes in the western UP is much more than that in
the eastern part in almost all the areas. The density of institutions in the latter case is
therefore much higher. Further, the programs where the number of institutions is relatively
very high are of: the key programs of the University e.g. BTech, BArch, MTech, MCA and
MBA.

4. Academic Activities
Academic Programs
For ensuring the quality of all of its programs, University has 16 Board of Studies, which
meet regularly to make necessary modifications in the curriculum, in view of the
technological advancements and as per the needs of the changing industrial trends. Since
its inception, in the year 2000, the syllabus of the University has undergone four major
revisions, in order to make the programs output-based and up-to-date as per global
industrial and technological requirements. In addition, there have been minor revisions on a
regular basis to envisage the latest developments on the subject. The latest revision has
been implemented from the session 2013-14.
Process Automation
University has been known for maintaining its academic calendar, holding the end semester
examinations always in time. Thanks to the seriousness with which the faculty performs,
complete operations are conducted as per the scheduled plan. A necessary ICT tools are
also being employed for facilitation of the process, besides ensuring the operations error-
free and of desired transparency. For example, making extensive use of technologies such
as optical mark reading (OMR) and web applications for submission of marks etc., in order
to facilitate fast and error-free result processing has been a routine affair in the University.
Online enrolment is being used to facilitate the affiliated colleges to do less paper work and
creating the database electronically. The digitization of the data base of all the students of
the University would also be undertaken to ensure trouble-free management of archives
and timely response from the University. This will be the focus area for the next year.
Faculty Development
For academic advancement of the faculty members in various affiliated institutions,
especially to build capability of outcome-based education, the University is again planning
to introduce MTech (Modular) programs in different disciplines: Computer Science,
Electronics Engineering, Electrical Engineering, Civil Engineering and Mechanical
Engineering. Taking note of the acute shortage of qualified faculty members in the discipline
of pharmacy being faced by the colleges, the University has already started offering Master
of Pharmacy program with specialization in different fields. A large number of affiliated
Institutions have started offering such programs and that has already become the strength
of the University. In the same way, the University has also approved MTech programs in Civil
Engineering, Electrical Engineering and Electronics Engineering Departments of Institute
of Engineering and Technology, Lucknow.
The focus has been on introducing various post-graduate programs (MTech and MPharm)
so that the graduates coming out of the University will not have to go out of the State for
higher degrees. This has begun to show an overall improvement in quality of education in all
institutions of UPTU.
Number of Graduating Students
A total of 54351 students passing out in the session 2012-13 shall be conferred their
degrees in this convocation. The data of passing out students for various courses are given
in the figures 8 to16.

From the data of various degrees awarded during the last four years, it is evident that while
BArch, BPharm, MBA, MTech and MPharm programs have been registering a good growth,
however, there has been a decline in BTech, BHMCT, MCA and PhD programs of the
University. There is nationwide phenomenon of decline in admission and pass out
engineering graduates and postgraduates; however, UPTU has done still better in this
regard. University has identified BPharm, MPharm and MTech programs as the ones with
high growth potential. Steps are being made to achieve the growth in all the programs where
there exists potential.
PhD Program
The University has been running the PhD program in different discipline of the science,
engineering, technology, pharmacy and management. This is mainly to provide the faculty
of various institutes of the University an opportunity to pursue research for valorization of
their expertise in different fields. Through this program, University has been successful in
creating linkages with various Institutions including R & D centers, Universities etc. within
the State and outside. As on date, 275 PhDs have been awarded in different disciplines. The
number of PhDs awarded during the year 2012-13 is 44. The emphasis here has been on
the novelty and innovation while selecting the topics for PhD theses.
R & D Collaboration
The University has taken the initiative of joining a UN organization of research and
Technology known as WAITRO. By way of this, all the institutes of University have come in
direct contact with the 180 R & T organizations (members of WAITRO) from 86 countries.
This will be useful in obtaining the collaborative projects involving institutions of UPTU and
those of WAITRO. University has also got registered with the European framework program
for collaborative research, thanks to the membership of WAITRO. Dr. RK Khandal, VC,
UPTU Lucknow was elected last year as the president of WAITRO for the period of 2 years
2013-15.

Research Activities, Awards and Recognitions
The faculty members of the affiliated institutions, faculty of architecture and Institute of
Engineering and Technology are actively engaged in high end research. The students
registered for PhD program are regularly monitored by the sixteen Research Degree
Committees (RDCs) in various disciplines on a biennial basis through progress review
presentations in the University. Further, University has a University Research Committee
(URC) consisting of all the conveners of various RDC's under chairmanship of the Vice
Chancellor. The role of URC is to suggest, the various ways through which the goal of
quality research as well as improved monitoring of research work can be achieved in the
University.
1. 1. More than 200 research publications including articles and book chapters
were published during 2011-2013 by the faculty members of the Institute of
Engineering and Technology Lucknow (see Appendix-A). The faculty members
of the affiliated institutions have also published many research articles and
books (Appendix-B).
2. Uttar Pradesh Technical University at present has 539 registered PhD scholars
in the major areas of Engineering, Architecture, Pharmacy, Applied Sciences,
Management and Pharmacy. In 2013, around 1100 applications were received
by the University for Admission in PhD programmes in various disciplines. All the
recipients of PhD degrees in this convocation are listed in Appendix-C. The
notable research work out of the PhD degrees being awarded in this convocation
is listed in Appendix-D.
3. The meritorious students of different groups of disciplines are being awarded
Gold and Silver medals every year. The list of all recipients of Gold and Silver
medals for the session 2012-13 is given in Appendix-C.
State Entrance Examination (SEE)
UP State Entrance Examination (UPSEE 2013) for admissions to BTech/ BPharm/
BFAD/BArch/ BHMCT/ IInd year BTech/ IInd year BPharm/ MBA/ MAM/ MCA, was
conducted by the University. The counseling for admissions to these programs was done
online at 129 counseling centers in the state for the convenience of applicants.
Admission Intake
A total of 210885 seats were available in the colleges affiliated to Uttar Pradesh Technical
University, Lucknow (Erstwhile GBTU and MTU) for admissions to BTech/ BPharm/ BArch/
BHMCT/ BFAD/ BFA/MAM/MArch/MBA/ MCA/ MTech and MPharm courses in the session
2013-2014. A total of 141153 seats were available for BTech, 8280 for BPharm, 1840 for

BArch, 60 for BFA, 1110 for Hotel Management and Catering Technology, 180 for Fashion
and Apparel Design, 1080 for MAM, 18 for MArch, 41730 for MBA, 8360 for MCA, 4557 for
MTech and 2517 for MPharm. The status of intake, available in various programs is given in
the figures 17-23.
Out of the total number of 114199 students enrolled in all programs like BTech/ BPharm/
BArch/ BHMCT/ BFAD/ MBA/ MAM/ March/ MCA for the session 2013-2014, the
distribution is: 76281 in BTech, 6670 in BPharm, 821 in B Arch, 719 in Hotel Management
and Catering Technology, 125 in Fashion and Apparel Design, 25793 in MBA and 2502 in
MCA.

The admission data of the year 2013 were analysed and what emerged from this was
shared, in the form of a report, with all the Chairpersons and Directors of the institutions, for
the purpose of taking corrective measures, for the future. What is evident from this report is
the fact that the number of students opting for the entrance exam has not been growing.
There has been a steady decline in the number of students: a) appearing for the exam, b)
coming for counselling and then c) turning up for admissions. The issue that would have to
be addressed, therefore, is to have the outreach of the University improved so that more
number of students appear for the exams. Decline in the admissions in engineening and
management programs has been a phenomenon of concern for all in those associated with
technical education in the country in the recent times. Fortunately for us in Uttar Pradesh
Technical University, the trends are much better than what is seen elsewhere in the country.
The data of 2013 suggest that a decline trend has been arrested and we are hopeful that the
situation must improve and admissions will register a positive growth, in times to come. I am
sure the program INSPIRE would help us achieve this.
It may be noted from the data that the decline in admissions was more in the case of the
institutions in the western region than those in the eastern region. Comparing the figures
with those of the last year, what is interesting to note here is that while there were a large
number of institutes reporting a decline in admissions, there were a significant number of
them showing a positive growth! For example, in B. Tech program, there are 42% of the
institutes recorded a good growth while 11% of them registered no change. This means
47% of them showed a decline in admissions. In the case of MBA 52% of the institiutes
showed positive growth while 17% of them showed no change. This means in MBA the
decline was seen only in the case of 31% of the institutes. The encouraging data pertain to
the programs of BArch and BPharm where the institutes registering growth amount to 65%
and 66% respectively. The salient points of this analysis are as stated below: A significantly
high fraction of them registered no change in the number of students admitted. This is
valuable information for us in our decision making, for future. We would try to learn from
those who had better figures of admissions and see if we could make all others to adopt the
same practices and approaches. In order to understand the report on the data better, the
salient points of the report are mentioned here for perusal of readers:
(1) Are the admissions down in comparison to last year?
General perception is that the admissions are down by anywhere between 15% to 20% in
almost every college of eastern as well as Western regions of U.P. compare to the last year
figures. We have heard some of the chairpersons of the institute expressing such
sentiments during discussions in the recent times.
Referring to the data presented in Table 3, one may note that the total number of students
admitted this year including lateral entry is down only by 9.96%; the decline is more in the
case of BTech.and MCA programs. There has been an increase in almost all other
programs. Looking at the trends elsewhere in other Universities as well as in the institutes
like IIT, NIT in the country, where the figures are down by much higher percentages
compared to the last year figures.

Here, it may be noted that the term EQUAL means that the enrolment of students in those
institutes for the session 2013-14 is equal to the figures of session 2012-13 or up to 10%
less. Also, to be noted is the fact that MAM, a five year integrated course, eventhough
introduced this year has also shown encouraging results.
Based on the above discussion, one will have to address following questions, while making
strategies for future?
1. How some institutes have been registering growth where as others have shown a
negative trend and why this trend is more prominent in the case of the institutes in the
western part than those in the eastern part of the state.

(2) Are the figures of admissions down in all of the institutes?
Looking at the data presented in the Table 4, it is evident that the institutes (given in
percentage of the total number of institutes) who have registered a growth in enrollment of
students, over the last year, far exceed those registering a decline. This answers the
question while eliminating any possibility of wrong perceptions on this matter.

2. The question as to how do we achieve the desired growth for 2014-15, can perhaps
be better answered then. What special measures were taken by those institutes
reversing the trend of a decline by improving their enrolment figures compared with
last year?
We would try to learn from those who had better figures of admissions and see if we could
make all others to adopt the same practices and approaches. Moreover, we will also focus
on the programs that are showing rising demand.
There is a caution here when we are to analyse the enrolment data. Often, we compare the
enrolment data with the data of approved capacity of intake and that would not be the
appropriate way because the approved intake is considering the future prospects. A
comparispon done with the last year's enrolment would provide better assessment of
growth. Considering this thus, the UPTU has a bright future, as far as the growth prospects
are concerned.
What has been seen is that while a large number of students are going out of UP, there is a
flow of students from the nearby states like Bihar, Jharkhand etc. into UP. That is why the
figures of admissions in UPTU are comparatively better than many of the technical
Universities in Southeren and Western parts of India. While noting this, one must remember
that all the leads obtained from this report must be used for the decision-making, for the
future. In this regard, it will be worthwhile mentioning here that we will have to think of
conducting our exams in the nearby states as well. Further, we will have to seek changes in
our policy of eligibility criteria by allowing students coming from outside of UP. So many
seats remaining vacant in the University, it is good enough a justification for this.
5. UPTU, Noida Campus
Noida campus consists of a five storied high-tech building is equipped with modern facilities
and infrastructure required for teaching and learning, conduction of conferences/ seminars/
workshops, such as, modern classrooms, conference hall and space for setting up of
specialized laboratories along with some facilities for boarding. This campus would be
dedicated to serve as the hub for various activities of capability building in UPTU. The
project on Virtualization of Technical Education would also be executed from there. The
campus will be used for various academic activities especially related to faculty
development, conduction of MTech programs and continuing education programs, besides
establishing a modern digital library.
The virtualization project has just been commissioned and during the year 2014, it will be in
full operation catering to the needs of all affiliated institutes of UPTU.
6. UPTU, Jankipuram, Lucknow Campus
The construction work of Jankipuram campus of UPTU was held up for over a year after it
began in July 2011at 32 acres of land at Jankipuram Extension, Lucknow. In the first phase,
it is planned to construct a 10 storied building for academic purposes and an 8 storied
building for administrative purposes. This campus would be used to start several of PG
programs and to set up centers of excellence in research and innovation in various

emerging fields of engineering and technology. A fiber optic LAN will provide the Internet
connectivity to every corner of the campus. This will be additionally supported by the
wireless connectivity. The campus is planned to comply the GREEN CAMPUS standards.
There will a modern STP system in place and water based cooling will be used for the
central air-conditioning of the building to conserve energy. The University is planning to shift
to its own campus having facilities essential for the smooth operations of the University.

The aim would be to establish capability to develop projects in collaboration with the
research centers in the developed world. Following two centers of excellence would be set
up on: a) Novel Materials and Nano Composites with focus on development of
technologies and materials meant for applications such as photochemical conversions for
energy from solar light, aviation, automobiles, green buildings etc. and b) Radiation
Processing Technology for exploiting the advantages of this technology for various
industrial products and materials. The centers will be equipped with all modern amenities
and facilities for collaborative research projects for novel processes and technologies.

7. Financial Position of University
Introduction
UPTU is a self-financed University. The details of the receipts and expenditure incurred in
the financial year 2012-13 are given in Table 5.
From the data, it is evident that the University has been successful in generating resources
for its future growth, in different areas, from examination, development and enrolment fees
etc. Faculty of Architecture, Institute of Engineering & Technology and the four newly
created constituent colleges should be the centers of excellence for the University. The
resources generated by the University would be utilized towards making all these
constituent institutes as the role model of technical education in the state. It has been
realized that the resources of the University must be invested in creating state-of-the-art-of-
research base of the University to make itself sustainable mainly through earnings from the
research and innovation.

Govt. of Uttar Pradesh had sanctioned 44 positions of officers and staff. Government further

Corpus Fund for Future Liabilities for Staff
The University has created a corpus fund of Rs.19 crores for meeting all the future financial
liabilities of its employees. The point here is that the University has not been able to create a
stable organization structure and this is one of the bottlenecks in the growth path of UPTU. It
is high time that the organization structure is put in place, if the University plans to establish
itself as the leading one in technical education. It will be the endeavour to accomplish this
task during the year 2014.
Student Welfare Fund
The University has created a Student Welfare Fund' since 2002-03 for extending financial
support either to students whose parents expire or to the parents whose wards (bonafide
students) expire. In this scheme, a compensation of Rs.1.00 lakh is made to the concerned
student or parent in the event of accidental death of parent or student respectively. In case
of accidental death of parent, the ward who is a bonafide student of University is also
entitled for a further exemption of tuition fee and examination fee. No compensation is
admissible to parents, in case of natural death of their wards (bonafide students). In this
scheme, a compensation of Rs. 50,000/- and tuition fee exemption is also admissible to the
students in the event of natural death of the guardian supporting the student. During April,
2012 to March, 2013 the expenditure made from this fund is given in Table 6.

9. Strategic Planning Group
It has been felt that there is a need for setting up of a strategic planning group comprising of
eminent personalities from the field of engineering, technology and management. The
strategy planning group will be constituted soon mainly to prepare a vision document of the
University and to prepare guidelines for the University to achieve academic excellence in
the field of technical education. It will be a think tank with the following mandate:
Prepare a vision document which the University can adopt as the benchmark for all
its future endeavours. All the activities should be to realize the vision set for the
University.
Evolve strategies and prepare road maps to nurture and sustain excellence of
University's own set-ups (Faculty of Architecture and Institute of Engineering &
Technology) and its affiliated institutions.
To develop technology enabled management and systems for improved quality,
academic productivity and enhanced effectiveness as well as efficiency and
reduced response time.
To identify future technological areas that need nurturing in University's own set-ups
as well as affiliating institutions
10. Virtualization of Technical Education
An ambitious centrally sponsored plan scheme, namely, National Mission on Education
through Information and Communication Technology (NMNICT), is being administered by
the Department of Higher Education, Ministry of Human Resource Development,
Government of India. The scheme has three major objectives: connectivity, e-content
generation, and providing low cost access-cum-computing devices to the institutions. A
project named Virtualization of Technical Education has been commissioned during 2013.
It is planned to put the project in full operation to provide e-contents of various technical
programs especially in the subjects which the students find hard to understand and grasp.
These e-contents will be disseminated through audio-video centers at each academic
department of the 14 nodal centers of the project. The recording of lectures by eminent
experts beginning from next semester is aimed to be completed recording the key topics
during 2014.
11. Quality Enhancement Programme
Question Bank
In future, the development of question bank for each subject would be the key task for
examination control. It is planned to have question papers from each of the teachers of all
affiliated institutes.
Faculty Audit
The University has taken a decision for faculty audit at affiliated institutions. The faculty
audit at the institution will be carried out by a committee approved by academic council. All
the institutions are now required to furnish the details of the faculty members under
mandatory disclosure.

Under the Quality Enhancement Reforms many initiatives were taken to address subtle
issues related with Examination process of the University leading to Examination Reforms.
The efforts made towards Examination reforms are listed below.
Challenge Evaluation
In order to bring transparency in examination and evaluation process, UPTU has started a
scheme of Challenge Evaluation. Under this scheme a student is allowed to get his answer
script reevaluated. If the marks on reevaluation are within 5% of the marks given earlier
there will be no change in marks. If the difference is more than 5% then the marks would be
changed. Further, in future, the answer sheet of the challenge evaluation would be put on
the web site of the University.
Rationalization of Sessional Marks
The University has taken initiative to rationalize sessional marks submitted by colleges /
institutions to be proportionate to marks obtained by the students in the theory examination.
This will eliminate the discrepancy of sessional and theory marks obtained by the students.
The Institutions have been further advised to maintain the unbiased approach and
quantitative way of giving sessional marks.
Online Enrollment Process
In order to provide various checks at different level, the University has implemented an
Online Enrollment Process. This facility helps the University and Institutions to reduce the
lengthy paper work and avoids manual intervention eliminating the possibility of any
misappropriation of any type.
12. New Initiative
Teaching Research Fellow Scheme
The University has decided to revive the Teaching Research Fellow Scheme with the aim to
provide assistance to the teaching fraternity. The teaching research fellowship will mainly
target the government engineering colleges facing acute shortage of teachers. The
selection of the fellows would be same as for PhD candidates depending on requirement in
various disciplines. Selected candidates will carry out his research along with the teaching.
The fellow will be given fellowship by the university for a maximum period of five years. The
amount of fellowship given to them will be equal to the salary of an assistant professor.
Honorary Visiting Professor Scheme
The University has decided to empanel eminent people both from the industry and
academics as honorary faculty for various colleges in order to let students know the
practical side of the subject they are studying. The purpose of the scheme is to help colleges
situated in remote areas to disseminate the expertise in different disciplines and also work
as bridge between colleges and industry. Retired teachers or engineers with over 20 years
of experience will be preferred as honorary faculty.
Initiative for Doctoral studies
The system of submission and evaluation of doctoral thesis has been formalized by
designing a well defined system. This conforms to the international standards. The
admissions to the doctoral studies are now done through a written admission test
conducted online separately for each field of study followed by a personal interview strictly

as per the guidelines of the University Grant Commission. This will on the one hand bring
transparency into the admission process and on the other hand it will ensure that only the
talented students get admission to the research program. Further, the selection of research
topic followed by rigorous monitoring of research work would be given more emphasis
which ultimately would improve the quality of the doctoral studies.
Initiative for MTech/ MPharm Studies
The admission process for MTech and MPharm admissions has been formalized by
conducting a centralized counseling thus making the admission system fully transparent,
efficient and Hassel free. An academic calendar for MTech and MPharm programs has
been finalized and followed to streamline the academic business. For the year 2014, new
MTech programs would be introduced besides targeting to maximize on enrollment of
MTech students.
Innovation in Counselling Process (UPSEE 2013)
In Uttar Pradesh State Engineering Entrance Examination (UPSEE) 2013 counselling,
University modified the counselling process to address the issues/problems/challenges
faced by the applicants, Institutes as well as University. The University invited applications
from all the Engineering Institutions affiliated to it in the State for being considered as a
counselling Centre. After screening the applications of the Engineering Institutions, the
University designated 129 Institutions as Counselling centres for verification of original
documents/certificates, answering the queries of the applicants and making available
support for filling the choice list. These counselling centres were spread in such a way that
they covered almost every part of the State.
Benefits of Innovation to:
(i) Applicants
Applicants were given freedom to choose one among these larger number of counselling
centres as per their convenience (normally at least one centre is located at a walking
distance from their residence) for verification of original documents and collection of One
Time Password (OTP) to be used for the rest of the Counselling process. The secret OTP
got delivered on the registered mobile number of the applicant as soon as he/she got his/her
document verified. There was no longer any waiting in the queue for verification of
documents and collection of OTP. For the submission of choices, applicants were given
freedom to fill their choices online from their home or any other place of their convenience
including a Counselling centre using the One Time Password (OTP). Applicants were
allowed to fill as many choices as they want now for 8 days instead of much shorter time
provided earlier. Contrary to the earlier process, now applicants were able decide and
submit their choices in presence of their parents, near and dears. Providing more time to
applicants for filling up their choice list and freedom for consulting their parents and friends,
increased the satisfaction level of applicants and their parents. Applicants did not have to go
to Counselling centres for collecting their allotment letters, now allotment letters are also
being delivered to them online. Therefore, the entire Counselling process became painless
and transparent for applicants. This time, an applicant had to pay Rs 500 only once towards
Counselling fee for all rounds of Counselling. Interestingly, designated Counselling centres
being one of the affiliated Institutions of the University, therefore, they did the document
verification of applicants free of cost. Earlier, each applicant had to spend on an average Rs
10000 towards Journey and fooding and lodging for participation in the Counselling process
in the City of designated Counselling centre. Due to this innovation, the financial burdens on

applicants towards participation in the Counselling process had been reduced to 98%.
Nearly 60000 applicant participated in the Counselling process of UPSEE 2013, therefore,
Society would have got the relief from the financial burden of more than Rs 60 Crores this
year due to such a useful Innovation. The marginal increase in the reporting of applicants
through UPSEE 2013, demonstrated that the Society had started accepting this innovation.
Once this Innovation shall be used in its full potential in near future, it is expected to provide
relief from the financial burden to a tune of projected Rs 150 Crores per year and it will serve
large section of the Society in UP.
(ii) Institutes/ Edupreneurs
The Counselling process earlier used to engage the Institutes infrastructure for nearly 40
days and during this period, the academic focus of the Institutes used to get entirely shifted,
however, this year teaching and research practices were properly held parallel to the
Counselling process. There was no crowd at the Counselling centres, therefore the
question of its management did not arise. Moreover, the teaching and teaching supporting
staffs of the Institute were performing all their duties comfortably. More Institutes got
opportunity to build their image in the Society and had better visibility for their Institutes.
Earlier, majority of the Institutes used to remain in isolation from the counselling process.
However, involving large number of Institutes as verification centre and providing them
opportunity to work as choice filing centres resulted in the enhancement of trust among
them and University. This innovation shall help edupreneurs to focus more towards quality
teaching and research and build the reputation of their Institute through output of quality
manpower which are employable and further build linkages with industries, reputed
research organisations and foreign Universities.
(iii) University
The Counselling process previously used to engage University officials very heavily for
nearly 40 days. This time as most of the steps of the Counselling process is being done
online through a Computer server, which, required very less physical interaction of the
applicants with the University and therefore the engagements of the University officials had
been significantly reduced. The University is highly encouraged with this innovation,
because, in the first year itself, nearly 10% more reporting of applicants to Counselling
centres had been observed.
(iv) State of UP
This is a very useful innovation and has provided a lot of convenience to 60000 admission
aspirants to various engineering courses in the State and provided them relief from burden
of estimated expenditure of more than Rs 60 Crores. In near future once large section of the
Society shall understand this innovation and start taking advantage of it, there shall be a
financial relief to the Society to a tune of projected Rs 150 Crores per year in the State of UP.
(v) Country
The results of this innovation clearly demonstrated that it had been widely accepted by the
Society. However, in the near future there would be more beneficiary in the Country. The
other States in the Country too used to admit engineering students through State Entrance
Examinations and Counselling. If the model of Uttar Pradesh Technical University,
Lucknow, became useful in other States, it has the potential to provide more convenience to
larger section of the Society and also provide relief to the Society from the huge financial
burden.

Initiatives for Capacity and Capability Building
Memorandums of Understanding
UPTU and CMC Limited (A Tata Enterprise) in order to bridge the gap between
the requirement of trained IT manpower as per the industry standards and the
current skill set of available resources, have entered in to an MoU. The activities
shall begin at IET, UPTU, Lucknow.

UPTU and M/s Liqvid eLearning Services Pvt. Ltd. have entered into a MoU to
improve the English speaking skills of the students of the University. Pilot project
shall be conducted at IET, UPTU, Lucknow for 500 students.

UPTU and dragonFly Education Pvt Ltd have entered in to an MoU to conduct a pilot
project of Master Class Solutions consisting of Teaching Assessment Learning
model. Initially, this project shall be implemented at IET, UPTU, Lucknow. Based on
the experience of the pilot project, the program shall be extended to the other
affiliated Institutions of the University.

between NITTTR and the University for faculty development. NITTR has
established a Virtual Training Studio at NOIDA campus of the University and another

UPTU shall implement the INSPIRE program of DST, Government of India to
improve soft skills of the students and promote sports culture in the University.
A Center of Excellence of Microsoft is going to be established at IET, UPTU
Lucknow. A MoU in this regard is to be signed soon.
Workshop Organized
Industry Academia Interaction over dinner meet was organized by IET, UPTU,
Lucknow on February 13, 2013 under TEQIP Phase-II assisted by World Bank to
provide an opportunity for developing better linkages between University and
Industries.
A National Workshop on Innovation Roadmap 2020 for UP; A Brain Storming
Session was organized by State Innovation Council, UP (SInCUP), at Yojana
Bhavan, Lucknow on July 24, 2013 to foster innovations in State of Uttar Pradesh.

A workshop on Human Values was organized by the University in the month of
December 2013 to help students appreciate complimentarily between values and
skills to help sustained happiness and prosperity and to facilitate holistic perspective
among students toward life. The workshop highlighted plausible implication of such
a holistic understanding in terms of human ethical conduct, trustful and mutually
satisfying human behavior and mutually enriching interaction with nature.
A National workshop on Industry Academia Interaction for Innovation and Quality
Technical Education: A Path Forward for 2020 was organized by IET, UPTU,
Lucknow under TEQIP Phase-II on September 04, 2013.

organized by AKWL in academic partnership with IET, UPTU Lucknow at Indira
Gandhi Pratisthan, Lucknow on October 19, 2013 to stimulate the eco system for

states of the country.

13. Plagiarism
The University has policy of zero tolerance towards the cases of plagiarism. In its
endeavor to formalize the policy and dealing mechanism of the plagiarism cases an
exhaustive policy document has been prepared and put before the consideration of the
Academic Council. The council has constituted a high level committee to make a final
recommendation on the draft policy for the consideration of the Academic Council. The
university plans to come up with a rational, precise and formal plagiarism policy by the end
of this academic year. The procurement of software for this purpose is also being
considered.
14. Faculty of Architecture
Faculty of Architecture of Uttar Pradesh Technical University is located on a six acre site, at
a walking distance from the city center of Hazrat Ganj. It started as a part of Government
College of Arts & Crafts in 1912 and is one of the oldest in the country. The College got
separated from Government College of Arts and Crafts in 1976. Till the academic session of
1999-2000, the College was running a 5-year degree course leading to a Bachelor's degree
in Architecture, affiliated to Lucknow University for award of the Bachelor' degree.
However, since academic session 2000-2001, as per the decision of the Government,
similar to all other technical institutions of the State, it got affiliated to U.P. Technical
University for all academic matters. Thereafter, the college got the status of Faculty of
Architecture of Uttar Pradesh Technical University, Lucknow.
The faculty, since its inception, has acquired a reputation of its studio-based curriculum
providing a balanced understanding of architecture and a stimulating environment for
creativity.
The faculty has a well-stocked library with approximately 14000 books and journals, a
computer laboratory and good hostel facilities for girls and boys. The Faculty members are

actively engaged in high end research and sponsored consultancy projects. The College
has started a post-graduate course for the award of Master of Architecture along with a
master's degree course in Urban Development and Planning which is already approved by
the academic council.
A team of 40 students went to represent Faculty of Architecture, UPTU at the Zonal NASA
(National Association of Students of Architecture) convention, 2013 and they secured
overall first prize, Ruben's Trophy (Displaying students' class works)-First Prize, Cultural
trophy- Second Prize, Main Design I-First Prize, Main Design II-Second Prize, Landscape
DesignFirst Prize, Interior Design-First Prize.
A team of four students went from the Faculty of Architecture, UPTU at the annual fest of IIT
Roorkee 'Cognizance 2013' and they secured Second Prize in Bamboo Tech. Architectural
Design Competition. Entries of three students were published in the Indian Architects and
Builders magazine in the month of February, May and July, 2013. A team of two students
participated in Archumen, 2013 a national level Quiz Competition held in Banglore on 8th
November, 2013 and secured 3rd prize.
Another feather in the cap was added when the faculty successfully hosted and brought to
grand conclusion, the Lucknow chapter of Canberra's centenary celebrations in honor of Ar.
Walter Burley Griffin on 26th September, 2012. The event christened Capital Visions, was a
huge success and saw visiting foreign dignitaries Prof. Christopher Vernon from the
University of Canberra and Dr. David Headon, a cultural advisor and renowned historian
delivered addresses and presentations. All of the architectural who's who of Lucknow were
present and it was one of the biggest architecture related events ever organized in the city.
The general body meeting of Faculty of Architecture held on 9th and 10th November, 2013
was one of the most splendid events that took place in the year. More than 300 alumni
turned up for the event from all over the nation and even from abroad. The two days events
comprised of lectures and seminars, exhibitions and showcases of the works of students as
well as alumni.

2. Prof. Vandana Sehgal specializes in architectural theory has been awarded the
Ph.D. for her topic Abstract Ideas in Architecture: The Idea of Infinite in 20th century
Architecture. She is also an acclaimed artist with solo painting exhibitions and book
illustrations to her credit, Also an author of papers in national architecture journals.
3. Ritu Gulati specialises in Energy Efficient Architecture, has been registered with
Griha as Evaluator and Trainer. She has been eminent panelist on talks on energy
efficiency and sustainability and delivered special lectures for Centre of Science
Environment, U.P. Jal Nigam, Lucknow Development Authority besides National
Architectural Journals viz. Inside Outside and Architect Interiors. She has published
papers in national refereed journals and conventions of Indian Institute of Architects
and Indian Institute of Interior Designers. She worked on energy efficiency for
doctoral and research on Housing Neighborhoods and Role of Materials and
Technology both In Traditional and Modern Chairs submitted as minors for the
doctoral. She is the winner of best guide for sustainable thesis and Birla Yuva Ratna
international award.
Training & Placement
Training and placement cell of the institute has been extremely active and committed to the
cause of students. Hundred percent students of the faculty are placed after passing out and
work in esteemed organizations both nationally and internationally. Students prefer to either
initiate their own professional consultancy or work under experienced professionals before
venturing on their own. Training in the VIIth semester attempts to expose them to the best
minds nationally and internationally that assists them find appropriate placement before
they pass out
15. Institute of Engineering and Technology (IET)
Institute of Engineering and Technology Lucknow (also known as IET Lucknow) was
established in the year 1984. The Institute became constituent college of U. P. Technical
University in the year 2008 and since 2012 Institute has been accorded the status of
Autonomous Institution by the UGC. The institute offers, BTech, MTech, MCA, MBA and
PhD programmes.
Institute has well qualified and highly motivated faculty.

Training & Placement cell continuously strives to help students in pursuing their career
goals by acquiring employment-seeking skills and ultimately to attain desired employment.
This is accomplished through building a strong partnership amongst students, alumni,
faculty members and industries. Along with a rigorous academic schedule, we place a great
emphasis on all-round development of our students. Aptitude Tests, Group Discussions,
Personal Interviews and Personality Development workshop give students exposure to
various requirements of industries and train them in every aspect. Care is taken to ensure
that equal opportunity is given to all. The Training & Placement Cell works towards
recognizing the core competencies of students. It works through a close knot organization
and has a structure which conveys information to the students at the fastest possible rate.
The cell provides the best of the facilities for conducting the recruitment programmes. A
systematized coordination is extended by the cell to enable the recruited students to play
their rolls of their respective organizations.
The Institute of Engineering & Technology Lucknow and TATA Consultancy Ltd. have
entered into a MoU for student and faculty development program. In this endeavor, a
student development seminar on "Digital Enterprise - Confluence of Social Media, Big Data,
Mobility and Analytics" was organized by TCS at our Institute. Ericsson trains students of
Electronics & Communication and Instrumentation branches under its University relation

program named EMPOWER. Through EMPOWER, Ericsson maintains relationship with
students and Universities in 3 phases. CONNECT Internship opportunities at Ericsson for
students, EXCEL - Telecom training opportunity to students and CAREER Job
opportunities with Ericsson through the Trainee Program.
It is designed to give students the maximum exposure possible and keep them involved with
Ericsson for an entire year. During the session 2012-13 the CONNECT phase of the
EMPOWER training program for the selected 80 students was conducted. The EMPOWER
program for 2013-14 batch is scheduled in January 2014. Over the years, the T&P cell has
maintained symbiotic, vibrant and purposeful relationship with Industries across the country
and as a result, has built up an impressive placement record both in terms of percentage of
registered students placed, as well as the number of companies visiting the campus. A total
of 129 students were placed during campus interviews from the 2013 passing out batch,
even before they have appeared for their final semester exams. The names of some of the
eminent companies that recruited our students are TCS, Adobe systems, Tata Chemicals,
L&T, Honda Cars India Ltd., Bajaj Energy, New Gen Software, Impetus Infotech, KEC
International Ltd. etc to name a few. T&P cell also help many aspiring students to participate
in various pool campuses in which colleges from all over U.P. are invited to participate.
Placement of the 2013-14 batch is on, 60 students have already been placed in TCS. Tata
chemicals and Bajaj Energy is scheduled to visit campus in January 2014. Some more
companies e.g. Hindalco Industries, L&T, KEC-RPG, Honda Cars, Samsung etc are
expected to visit in coming months. A summary of Discipline wise placement statistics for
the year 2012-13 is given in Table 7.

Research Profile of IET, Lucknow
More than two hundred research articles and books of faculty members of Institute of
Engineering and Technology were published. A list of published research articles and books
are given in the Appendix-A.
16. Progress of Affiliated Institutions
The progress made by the affiliated institutions, mostly in private sector, is significant and
extremely encouraging. Faculty members of private institutions have made a very good
progress in terms of writing research papers, books and articles. The placement records
from some of the institutions are very encouraging. A brief report on achievements of the
institutions in the private sector is given Appendix-B.
We have witnessed an increase in the number of new colleges over past one year. In
today's Convocation a total 44349 B.Tech., 2332 B. Pharm., 209 B.Arch., 250 BHMCT,
5670 MBA, 1245 MCA, 167 M.Tech., 96 M.Pharm. students and 43 PhD scholars will be
awarded degrees. 15 Gold Medals and 15 Silver Medals will be awarded to the toppers of
different courses to recognize and honor excellence.
The growth of the University is ascribed mainly to the contributions from its affiliated
Institutes. It is heartening to observe that the new Institutes are coming up with new lease of
momentum to the existing growth rate while conforming to the guidelines and norms of
AICTE. This is happening, mainly because of the inspiration that the new edupreneurs get
from the success stories of the new Institutes. The good development is the team spirit with
which all the Institutes have been working together taking University along in all matters
related to the improvements in quality of education. A system of having better coordination
by way of holding workshops and meetings involving Institutions and University has been
worked out. Several capability building projects would be undertaken jointly by the
Institutions and University.
My heartiest congratulations to all the recipients of degrees and winners of medals and
prizes. I am confident that you will definitely contribute to the process of national
development to improve the quality of life of our people and thus, bring glory to your alma
mater, the State and the Country. My best wishes to you all to become the torch bearers of
innovation and value creation. May you all excel in your chosen profession!

Dr. Sam Pitroda is an internationally respected development thinker, policy maker, telecom
inventor and entrepreneur who has spent over four decades in Information and
Communications Technology and related human and national developments initiatives.
Credited with having laid the foundation of Indias technology and telecommunications
revolution in the 1980s, Dr. Pitroda has been a leading campaigner to help bridge the global
digital divide.
During his tenure as Adviser to Prime Minister Rajiv Gandhi in the 1980s Dr. Pitroda headed
six technology missions related to telecommunications, water, literacy, immunization, dairy
and oil seeds. He was also the founder and first chairman of Indias Telecom Commission.
In these roles, he helped revolutionise Indias development policies and philosophies with a
focus on access to technology as the key to social change.
Dr. Pitroda was Chairman of India's National Knowledge Commission (2005-2009), an
advisory body to the Prime Minister of India, set up to provide a blueprint for reform of the
knowledge related institutions and infrastructure in the country. The Commission has
offered a series of recommendations on various aspects of the knowledge paradigm to help
India meet the challenges of the 21st century.
He is currently Adviser to the Prime Minister of India on Public Information Infrastructure and
Innovations and has undertaken the ambitious task of providing a plan for creating digital
infrastructure in the country for enhancing governance and improving delivery of public
services. He is also the Chairman of the National Innovation Council (NInC) which is

for improving delivery of justice. Dr. Pitroda is also the Chairman of the Smart Grid Task
Force set up under the aegis of the Ministry of Power, Government of India. He has also
been appointed one of the founding Commissioners of the United Nations Broadband
Commission for Digital Development. He is also part of an Empowered Committee on the
promotion of semiconductor wafer fabrication manufacturing units in India constituted by
Ministry of Communication and Information Technology. He also headed the Expert Group
on the Modernisation of Railways which submitted its report in 2012. He has recently also
been appointed as Chairman of an Expert Committee set up to review the functioning of
Prasar Bharati by the Ministry of Information and Broadcasting.
He holds close to 100 worldwide patents and has published and lectured widely in the US,
Europe, Latin America and Asia.
