VA053 Summary of Car Park Management System New Clinical Services Building
Equipment
Variation has been submitted for the purposes of ordering the long lead time S&B car park management system
equipment. The current pricing allows for the supply and final termination of (3) entry points and (3) exit points to
milestone 6 car park areas. Also included are (2) off pay stations proposed for installation in the new CSB
basement car park and the components necessary for CCTV, intercoms and head end operations.
Allowance has also been made for (2) off access control gates to the northern lane way between the school and
the existing multi deck car park. These are gates that have been discussed during user development of the
milestone 6 road network.
S&B car park management equipment selected is in accordance with the specifications provided via projectweb
correspondence No 42434.
The current quoted lead time is 12 weeks for the supply of S&B equipment with a further 2 weeks for the
installation of equipment and testing and verification.
Performance Clarification
During reviews of the technical requirements market feedback was that, requirement for stored value card
integration utilising the Johnson Controls Mifare card cannot be achieved. For this reason there is no card reader
specified for the pay stations.
The system will be integrated into the Johnson Controls security system to allow control of different pass card
user groups. For example groups can have limited access Monday to Friday 7am to 7pm and denied access at
other times. Typically to cost this to users the management system can log access to permit payroll and others to
debit staff for use but as noted above stored value is a problem.
The Johnson Controls Mifare weigand interface has been provided within the S&B exit and entry stations to
permit the staff to use their security access cards to enter and exit car park areas. This will be based on pass
card user group noted above.
The intercom system will be different system to the Jacques System currently being installed into the new CSB.
The pricing allows for an interface allowance to permit the car park equipment to dial a digital phone so that it
can handover to security station digital phone. With the VOIP system this can be programmed to have the ability
to answer the intercom at any digital handset. The intercom supplied has functionality to allow car park operators
to pop up integrate intercoms and CCTV units installed with the car park systems.
No provision has been made for help points at the pay stations these can be added but would attract an
additional net trade cost of $999 per pay station.
Exclusions
Subsequent variation will need to be submitted to cover the fibre optic network and power field cabling to support
the car park systems. BLL are currently developing this with our electrical contractors. We are finalising
placement of conduits, network devices, power supply points and co-ordinating compliance of the network
elements with the car park management system requirements. This co-ordination will permit efficiencies in
conduit placement and also power distribution locations through the expansion of trenching paths and supply
points already planned for milestone 6 rather than providing entirely new pathways. Also excluded are all
bollards, mifare card reader supply which will be by electrical contractor, CCTV mounting poles, civil works and
sundry builders works items such as concrete plinths and saw cuts to pavements for the installation of loop
items.
In addition to the above, the extents of the network were discussed with Jeremy Wilson and Hicham Dagher.
During these discussions it was instructed that BLL provide network to support the milestone 6 works including
links to the car park office. The east campus works will be priced separately. Network will be scalable to allow
addition of the east campus network. Similarly the car park system will be scalable to permit the addition of the
entry points to the eastern campus.

installation of Car Parking Equipment for the Liverpool Hospital.

Statement of Compliance
All network, cabling, power and civil works have been excluded form the TMA proposal price.
Store value card integration. Currently S&B is not able to support the SVC feature on the
Johnsons Control Mifare card. All other integration for this card can be achieved via the
weigand interface boards that have been supplied for each entry and exit station. No allowance
to install a Johnson Mifare reader on the APS has been allowed for.
Integration with Johnson Controls and S&B via weigand interface will allow for control of
different passcard user groups. For example groups can have limited access to Monday
Friday 7am 7pm and be denied access at all other times.
Commend intercom system has been provided for in the TMA proposal. This will allow for the
full image pop up integration with the Ness CCTV and the full complaince and integration with
the IPG control room at Randwick.
We have not used the recommened Jacques intercom.
There is an option for the Commend SIP inteface to allow diversion to the hospital digital phone
system. This will provide the hospital the ability to answer the intercom at any digital handset.
Exclusions
As outlined in our equipment overview, our proposal to you is to install a Scheidt & Bachmann Barcode
Parking System at the Liverpool Hospital Car Park. The reliability of Scheidt & Bachmann Parking
Systems ensures their ability to perform in high volume commercial and retail car parks. Scheidt &
Bachmann Parking equipment is used throughout Australia and worldwide. With more than 20,000

Hospital (NSW), Monash Clayton Hospital (VIC), Peter Mac Cancer Centre (VIC), Prince Charles

Systems currently in operation.

Bachmanns fully qualified Engineers will provide assistance with the installation and on-going
maintenance of the parking equipment. Our Training Officers, Engineers and Technicians will be
available to ensure your Scheidt & Bachmann Parking Equipment operates smoothly and efficiently
from Day One.
The outline of the equipment below has been based on the specification and functionality requested. I
have provided an operational overview of the equipment to be supplied below.
Operational Overview
We have included the following in the specification for the Liverpool Hospital Car Park.
Barrier Gate
The AS32 Barrier Gate is constructed in stainless steel and aluminium and is
finished in powder coating yellow (RAL 1003). The unit incorporates a direct
coupled motor and gearbox that allows continuous barrier arm motion with a 90degree movement in less than 1.5 seconds. The AS32 Barrier Gate also has a
safety feature that stops downward movement if an object is hit. In addition, the
articulated arms provided have a weak link function that prevents damage to the
Barrier Gate. All loops and detectors will be included as required.
Entry Station
The PGL30/B Entry Station offers a secure yet flexible operating environment. The Entry Station has
the following features which will allow the optimal operation of your site:
Will issue a thermal printed barcode ticket in 1.6 seconds. One of the
quickest on the market. Thermal barcode tickets are more cost effective and
environmentally friendly than Magnetic Stripe tickets. There are no ribbons or
ink required in the system to print the necessary information.
Rugged construction in stainless steel and aluminium, and finished in powder
coating yellow as standard.
A 4 line 20 character LCD for increased customer service.
Ticket storage of up to 5000 tickets with additional space for a second box.
A Commend intercom station for the highest level of customer assistance.

Exit Station
The PL30/B Exit Station will accept all valid casual barcode tickets including validated tickets and has
