This Specification has been prepared by the Controller, Controllerate of Quality
Assurance, (Materials), Kanpur to govern manufacture and Quality Assurance (QA)
requirements and packaging for Inhibitor Auto Rust and Scale to JSS:6850-22 against
Defence requirements.

This Specification is based on Controllerate of Quality Assurance, (Materials),
Kanpur, Departmental Specification No. CQA (M)/SS/128.

This Specification or any pattern, drawings or other information issued in
connection therewith should only be used for specific enquiries, tenders, or order placed by
Competent Authority under the Ministry of Defence and must not be used for any other
purpose whatsoever, without the sanction of Director General of Quality Assurance.

Quality Assurance Authority for this store is the Controller, Controllerate of
Quality Assurance, (Materials), Kanpur.

Enquiries relating to this specification, drawings or samples should be referred to
the Controller, Controllerate of Quality Assurance, (Materials), Kanpur, or the QA Officer
duly authorised to act on his behalf.

SCOPE
1.1
The specification covers the requirements and packaging for Inhibitor Auto Rust
and Scale suitable for prevention of corrosion and scale formation in the cooling system and
radiator internal combustion engines (e.g. A & B Vehicles and T 54 and T- 55 Tanks) and for
cooling system of engines having aluminium alloy cylinder heads also.

QUALITY
3.1
Materials used for the manufacture of stores shall be of the highest grade and shall
conform to the latest relevant specifications.

4.1
500 ml material shall be packed in clear and dry narrow mouth glass bottles having
screw stoppered Bakelite/ pilfer proof aluminium cap with airtight polythene plug. Cap shall
be firmly sealed with cellulose adhesive tape.
4.2
The packing shall be clearly marked with Consignees address and necessary
details for easy identification of the stores by the Consignee.
4.3
Additional requirement, if any shall be specified in the contract by the purchasing
authority.

A Label Printed with the following shall be affixed to each bottle and rendered
waterproof by waxing or transparent cellulose adhesive tape:(i)

5.2.1 All box shall be legibly and indelibly marked on top and on one of the

6.0
PRE-INSPECTION OF STORES/CONSIGNMENTS
6.1
Manufacturers/ Contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required specification by
carrying out a thorough pre-inspection of each lot before actually tendering the same for
inspection to the Quality Assurance Officer nominated under the terms of the contract. A
declaration by the contractor that necessary pre-inspection has been carried out on the stores
tendered will be submitted along with the challan. The declaration will also indicate the
method followed in crying out pre-inspection showing the features checked /tested and will
have the certificate attached to the challan / declaration.
6.2
If the Quality Assurance Officer finds that pre-inspection of the consignment as
required above has not been carried out, the consignment is liable for rejection.
6.3
The store shall be inspected at the supplier premises for satisfactory performance
and proper packaging before despatch to the destination.
7.0
QUALITY ASSURANCE
7.1
The contractor shall extend to the Quality Assurance Authority or his authorised
representative, free of cost all reasonable facilities for inspection and testing of stores for
satisfying themselves that the stores are manufactured in accordance with this specification
and for this purpose shall have free access to the contractors or sub-contractors premises at
all times during the contact. The contractor shall notify to the Quality Assurance Authority of
all sub-contracts placed by him and provide inspection facilities for all stores so subcontracted.
7.2
No deviation shall be accepted from governing specification without concurrence
in writing of the Quality Assurance Authority. The contractor shall remain responsible for
quality /quantity in any fabrication done by the sub-contractors.
8.0
WARRANTY
8.1
The stores supplied shall bear a warranty as per contract. In absence of such clause
the following clause shall apply.
8.2
The stores supplied against this specification shall be deemed to have a warranty of
the contractor against defective material and performance for a period of 12 months from the
date of receipt of stores by the consignee. During the period, if any of the stores is found to
be defective by the consignee, the same will be replaced by the supplier, free of any charge at
the consignees end but not later than 3 months on receipt of such information.

Sampling plan and criteria of conformity shall be as per Specification No.
IND/SL/8900 (a) for Sampling Plans and Procedures for Inspection of Material Stores.
