    Dear Mayor Rosal:

    Greetings of peace!

    Bicol Kpop League (BKL) has been hosting and promoting Kpop (Korean Pop) conventions and
    talent shows for the past years, such as Annyeong Bicol 1.0, held last September 22, 2013,
    version 2.0 held last December 30, 2013, both of which has been supported by the Provincial
    Government of Albay, and recently, KCON 3 last September 17, 2016. This year, BKL will be
    holding its fourth Kpop Convention dubbed as Annyeong Bicol: KCON 4 on October 21, 2017,
    Saturday.

    This event aims to showcase the talents of our young Albayanos, as they take part in friendly
    competition, with the prime purpose of developing the skills of every participant and providing
    entertainment to those who would attend. The proceeds of this event shall benefit the non-profit
    organization, Feed Hungry Minds, a public library which aims to develop the love for reading in
    young minds. FHM also conducts feeding programs, extends scholarship to students, free
    tutorials and livelihood seminars for young adults, among others.

    In this regard, we are asking your good office to help us make this event happen. We are
    soliciting funds for the prizes to be given away in the contest proper and in the games to be
    played for the enjoyment of those who will attend. The following are the proposed prizes for the
    talent competition:

    Champion Php 5, 000.00


    1st Runner Up Php 2, 000.00
    2nd Runner Up Php 1, 000.00
