SUCCESS REGISTERED
• Reviewed all processes with the objective of
identifying ways of removing wastage and improving
overall performance (e.g. all construction contracts)

• Formulated a new Corporate Strategic Plan


which articulates how the organization will create
value and the performance management in pursuit of
excellence

Success….

• In-house designs for 550km of


paved roads for their rehabilitation
• In-house Feasibility Studies for
398km of Oil Roads
• Completed construction of 338km
– added to the paved road stock
• Completed construction of 10 new
bridges
• Maintained 70% of the road
network in Fair to Good condition

KEY CHALLENGES
o Processes
Very rigid Government budgeting framework which
does not promote operating in business-like
manner

o Procurement process which is lengthy and


susceptible to corruption and unscrupulous
providers

o Land Acquisition process, much of which is in


the hands of other Government agencies and the
affected persons – affects contracts

• Skewed Funding Policy


90% of Budget on development
while only 7% is on
maintenance. Increases the
maintenance backlog and
degrades the level of services

• Corruption

• Encroachment on the road reserve


and misuse of the roadways
• Contract Implementation
With the large % of the budget disbursed
through contracts, it is important that
UNRA gets a good grip of project /
contract management

• Lack of capacity by contractors
• Dependence on foreign
consultants and contractors

Turn into a performance-based organisation
Development of a Core Competence development
programme
Process improvement – Quality Management Systems
Development of in-house capacity to design, construct
and supervise projects
Research and Development
Robust Change Management
Intensified, continuous stakeholder engagement- UIPE,
UACE, UNABCEC etc.
