2. In the Government Order first cited, orders were issued revising the pay
scales of the State Government Employees and Teachers by replacing the existing
system of Pay Band and Grade Pay by a new system of level based Pay Matrix in a
manner similar to that adopted by the Government of India for its employees
notionally w.e.f. 01-01-2016 with monetary benefit from 01-10-2017.
3. In the Government Order second cited, orders were issued to the effect that
all the categories of employees who have filed court cases and drawing higher pay
scales / pension by virtue of court orders have been permitted to migrate to the
revised pay structure based on the pay ordered in G.O.Ms.No.242, Finance
(Pay Cell) Department, dated:22-07-2013 which was issued based on the
recommendations of the Pay Grievance Redressal Cell. Such employees shall
exercise option to revise their pay in the above manner or to continue to draw the
pay, pension drawn by them presently based on the interim order of the court
whichever is financially advantageous to them. Whatever may be the option
exercised by the employees, the same shall be subject to the outcome of the final
verdict in the court cases pending in both Hon’ble High Court and Supreme Court
and appropriate orders issued thereon by Government.
4. In the Government Letter third cited, orders were issued to all Head of
Departments to draw and disburse monthly salary in the new pay structure from the
month of November 2017 along with the arrears for the month of October 2017 on or
before 20-11-2017 based on the options exercised by the employees concerned to
migrate to the revised pay structure.
6. As per Rule 6(2) of the Tamil Nadu Revised Pay Rules, 2017 every
employee shall have to exercise option to come over to the revised pay structure
within 3 months from the date of coming into force of the above rules on a date
advantageous to the employees concerned as classified under sub-rule (1) of the
above Rules. If such option is not exercised within the time specified, such
Government employee shall be deemed to have opted to migrate to the revised pay
structure w.e.f. 01-01-2016. As the above time limit expires on 10-01-2018 and

considering the writ petitions filed by the above associations, I am to request all the
Head of Departments concerned not to insist upon the employees who have filed writ
petitions to exercise their option till the receipt of the final verdict in the abovesaid
writ petitions.
