Good news! The Department of Education (DepEd) has reopened its Senior High School
Voucher Program (SHS VP), which means more senior high school students can avail of
the financial assistance provided by the government.
The application is from May 1-15, 2017 only, which means you have to complete the
requirements and send in your papers online (they won't accept hard copy submissions.)
ASAP!
Create an Account
o Go to ovap.deped.gov.ph and click "Apply Now".
o Provide a working email address and a password.
o Click the link that will be sent through email to activate the account.
Answer the Application Form
o Login to ovap.deped.gov.ph
o Fill up the form
o After successful completion of the form, check your email to download and print the
Confirmation Slip
Submit the Supporting Documents
o Follow the instructions on the Confirmation Slip on how to submit the needed
supporting documents.
o The email address where the documents must be sent is
voucher.application@fape.org.ph
o Monitor your OVAP account to see the status of your document submission, only those
that have.
o "Complete" status will be included in the processing of applications.

ANNOUNCEMENT
Please be informed that the Senior High School Voucher Program applications for incoming Grade
11 students in SY 2019-2020 is not yet open. We apologize for the delay but the Department of
Education is working to open the application period as soon as possible. For the meantime, please
be reminded of the following:
only current Grade 10 students in private schools who are not ESC Grantees may apply
current Grade 10 students in public schools and Grade 10 ESC Grantees in private schools
are automatically qualified thus they do not need to apply
current ALS students may apply but their acceptance to the Voucher Program is primarily
dependent on passing the ALS Accreditation and Equivalency Test
Announcements on the opening of SHS VP applications will be made through the PEAC
(peac.org.ph) and DepEd (deped.gov.ph) websites and other channels.
Understanding DepEd’s Senior High School Voucher
Program
The SHS voucher program lets them gain first-rate teaching fit for their needs and goals at a
marked-down price. Students won’t get cash, but instead a voucher certificate as DepEd
remits the payment right to their chosen school. Further, they must show proof and other
required papers for enrollment. Hence, based on scope, students may claim up to 50% to
100% discount on school fees.
Based on Application
Grade 10 completers from non-DepEd/private junior high schools not under the ESC
program
In a recent update, Alternative Learning System (ALS) graduates that pass the
Accreditation and Equivalency (A&E Test) and the Philippine Education Placement Test
(PEPT) may qualify for the program.
Who Gets the SHS Voucher Program?
Students of non-DepEd/private schools, local universities and colleges or LUC and state
universities and colleges or SUC offering the SHS program, and Tech-Voc schools get
vouchers. In contrast, DepEd/public senior high school students don’t get vouchers
because they don’t pay fees.
Discount Percentage
100% of voucher total – Students from DepEd/public JHS who will enroll at a non-
DepEd/private SHS or Tech-Voc institution
80% of voucher total – ESC grantees from non-DepEd/private JHS who will enroll at a
non-DepEd/private SHS or Tech-Voc institution
50% of voucher total – voucher recipients who will enroll at LUCs and SUCs, regardless
if they come from public or private JHS
1. Fill in the application forms and confirmation slip. You can download the forms and slip
at the Online Voucher Application Portal on http://ovap.deped.gov.ph.
2. Submit the forms, slip, and other papers: two 2×2 ID picture; PSA birth certificate; grade
10 report card photocopy; parent/guardian’s employment certificate; parent/guardian’s
latest income tax return, exemption, or unemployment certificate; and scholarship
certificate (if any) to the Private Education Assistance Committee. In addition, you may
send them by email to application@fape.org.ph.
3. Then, check the passer’s name or the qualified voucher recipient (QVR) on the portal.
4. Download and print the approved QVR certificate and show it during enrollment at a
school of your choice.
