WHEREAS, Executive Order No. 376 and Executive Order No. 93 as amended provide
for the creation of Project Monitoring Committee (PMC) at the provincial, city and municipal
levels;
WHEREAS, there is a need to organize the PMC to monitor and evaluate the
implementation of various local government projects funded from national government and local
government funds including foreign assisted project/s whether grant or loan;
WHEREAS, the PMC in the execution of its duties and functions shall develop an
overall Monitoring and evaluation system designed by National Economic Development
Authority (NEDA);
Members:
a. Provide a system for the integration, coordination, and linkage of all monitoring activities
in the municipality;
b. Process and provide up-to-date information on the overall status of project
implementation of each department for planning and decision making;
c. Identify problems/issues which impede project implementation for remedial actions and
to elevate unresolved issues and problems to the Office of the Mayor for resolution and
final action through the Office of the Mayor, as appropriate;
d. Provide information on lessons learned in project implementation for planning and
implementation of future similar projects;
e. Assess and ascertain whether projects implemented are supportive of provincial
development goals and plans as well as national development thrusts and priorities;
f. Present the consolidated Monitoring and Evaluation Report to provide the Local Chief
Executive (LCE) management information regarding the implementation of the
AURORA GEMS Development Agenda; and
g. Submit quarterly monitoring and evaluation report to the LCE for action.
Section 3. Meeting.
a. The PMC shall hold a regular quarterly meeting to discuss the problems and issues
affecting the implementation of various programs and projects and remedial actions to be
elevated to the management committee;
Section 4. Funding.
a. Funds for various PMC activities which include trainings, coordination, meetings, and
preparation of reports among others shall be allocated by the provincial government to
ensure the efficient operation of the committee.

WHEREAS, Article II, Section 11 of the 1987 Constitution of the Republic of the Philippines,
provides that the state values the dignity of every human person and guarantees full respect for
human rights;
WHEREAS, the Department of Interior and Local Government (DILG) and Commission on
Human Rights Joint Memorandum Circular No. 1 Series of 2014 with subject “Mainstreaming
Human Rights through Rule of Law and Access to Justice at the level of Provinces, Cities,
Municipalities and Barangays” mandates the establishment of Human Rights Action Center
(HRACs) in every province, city, and municipal LGU;
WHEREAS, the Municipality of Bamban , Tarlac recognizes the need for a Human Rights
Action Center that will ensure the performance of its duties to respect, protect and fulfill human
rights within jurisdiction;
Section 3. COMPOSITION OF HRAcT- The Human Rights Action Team (HRAcT) of the
Municipality of Bamban, Tarlac shall be composed of the following:

WHEREAS, the Department of the Interior and Local Government (DILG) developed the Local
Government Performance Management System (LGPMS), a web-based system that has the
ability to produce information on the state of local governance performance, and the state of
local development, using governance and development indicators;
WHEREAS, the LGPMS, for berivity, serves as a robust on-line national information system on
local government; and is a self-assessment, management and development tool that enable local
governments to determine their capabilities and limitations in the delivery of essential public
services;
WHEREAS, data on the five (5) areas of governance name: Administrative Governance; Social
Governance; Economic Governance; Environmental Governance and Valuing Fundamentals of
Good Governance is to be collected by the Municipal Planning and Development Office
(MPDO) from various line agencies of the local government using the Data Capture Forms
designed by the DILG and to be encoded on-line at the DILG-LGPMS website by the said office;
WHEREAS, DILG Memorandum Circular No. 2012-23, series of 2012, sets up the process for
the full implementation of LGPMS
1. Provide general guidelines in the formulation of the annual State of Local Governance
Report (SLGR);
2. Review, evaluate and make suggestions, comments and/or recommendations on every
report/output presented by the Technical Working Group (TWG) relative to the drafting
of the annual SLGR;
3. Commit human and financial resources for the activities to be done by the team in line
with the formulation of the SLGR;
4. Shall report the SLGR to stakeholders in a an exit conference

(DCF) from concerned line agencies of the City Government including CSO partner

there is a need to address the root causes of vulnerabilities to disasters, strengthening the
country’s institutional capacity for disaster risk reduction and management and building the
resilience of local communities to disasters including climate change impacts,

Municipal Disaster Coordinating Council shall henceforth be known as the Provincial, City, and

WHEREAS, the State condemns discrimination against women in all its forms and pursues by all
appropriate means and without delay the policy of eliminating discrimination against women in
keeping with the Convention of the Elimination of all Forms of Discrimination Against Women
(CEDAW) and other international instruments consistent with Philippine law.
WHEREAS, Joint Memorandum Circular No. 2010-2 is jointly issued by the Department of
Interior and Local Government (DILG), the Department of Social Welfare and Development
(DSWD), the Department of Health (DOH), the Department of Education (DepEd) and the
Philippine Commission on Women (PCW), pursuant to Section 12 D.2 of the Implementing
Rules and Regulations of RA9710.
Section 1. All Punong Barangay shall designate an area within the barangay hall for the
VAW desk. The Punong Barangay shall provide for the necessary furniture and fixtures such as,
but not limited to , table, chairs, separate filing cabinet and log book for record-keeping of cases.
Likewise, the Punong Barangay shall ensure the confidentiality of the case and privacy and
safety of the victim-survivor.
Section 2. The Punong Barangay should designate a VAW Desk Person who is trained in
gender-sensitive handling of cases; preferably a woman barangay kagawad or woman barangay
tanod.

WHEREAS, the State declares tourism as an indispensable element of the national economy and
an industry of national interest and importance, which must be harnessed as an engine of socio-
economic growth and cultural affirmation to generate investment, foreign exchange and
employment , and to continue to mold and enhanced sense of national pride of all Filipinos;
WHEREAS, pursuant to Republic Act No. 7160, otherwise known as the Local Government
Code of 1991, Local Government Units (LGUs) shall prepare, adopt, implement and monitor
their local tourism purposes;
WHEREAS, LGUs shall adopt the principle of sustainable tourism development in the
formulation of their local tourism development plans to give due regard to the conservation of
natural endowments and preservation of cultural heritage while according opportunity for local
communities to achieve a better quality of life;
Section 2. Functions and Duties of the Municipal Tourism Development Council. The
council shall have the following duties and functions:
a. Formulate a strategic plan or a framework plan to develop and enhance the tourism
potentials and tourism industry in the Muncipality of Bamban;
b. Coordinate every tourism events and programs in the community;
c. Formulate programs and recommendation to develop local tourism facilities and
attraction tapping local and outside resources and funds;
d. Assist in the regulation and supervision of tourism-oriented establishments thereby

Basic Functions
WHEREAS, Republic Act No. 9208 declares that the state shall give highest priority to
the enactment of measures and development of programs that will promote human dignity,
protect the people from violence and exploitation, eliminate trafficking in persons and mitigate
pressures for involuntary migration and servitude of persons to ensure their recovery,
rehabilitation, and reintegration.
WHEREAS, Republic Act No. 9262, underscores the commitment of the State on
safeguarding the dignity of women and children while guaranteeing full respect of their human
rights to protect them from violence and threats to their personal safety and security.
WHEREAS, Joint Memorandum Circular No. 2010-1 seeks to provide the basic
standards for establishing the local committees on anti-trafficking and VAWC.

WHEREAS, said natural disasters have always posed real danger to lives and well-being
of the residents of Bamban and their properties;
WHEREAS, pursuant to Republic Act No. 10121, the LDRRMC, is tasked to develop
policies and plans, and the implementation of actions and measures pertaining to all aspects of
disaster risk reduction and management, which includes good governance, risk assessment and
early warning, knowledge building and awareness raising, reducing underlying risk factors, and
preparedness for effective response and early recovery; and perform such duties and functions
for the general welfare of the city and its inhabitants;
WHEREAS, in order to safeguard, preserve and protect the lives, well-being and health
of the inhabitants of the Municipality as well as their properties and minimize the adverse
impacts of hazard and related disasters, the necessary mitigating measures should be employed;
This executive order establishes the guidelines as to when, where, how and who will be
evacuated, as well as, who will carry out the evacuation operation.
SECTION 2. DEFINITION OF TERMS.
a. Disaster
Shall mean a sudden event that seriously disrupts the functioning of a related events; or man-
made events such as but not limited to fire, hazardous material-related incidents, public
protests, acts of terrorism and other peace and order concerns; that cause human, material,
economic or environmental losses that exceed the community’s or society’s ability to cope
using its own resources;
b. Imminent danger
Shall mean the existence of an immediate threat which could reasonably be expected to cause
death or serious physical harm;
c. Evacuation
Temporary but rapid removal of all or part of particular population from building or certain
area wherein a disaster or emergency has been declared and is considered dangerous for
health or safety of the public, whether individually or in an organized manner, as a rescue or
precautionary measure;
d. Evacuation sites/centers
Shall mean all pre-identified public elementary and high school buildings, sports facilities
such as covered courts and auditoriums, barangay halls and other public or private facilities;
e. Forced evacuation
Shall mean an evacuation ordered as a resort when a disaster or emergency has been declared
and danger of loss of life is imminent, and conditions exist that critically imperil or endanger
the lives of those in a defined area;
f. Response team
Shall mean any concerted effort by two (2) or more agencies, public subsistence needs of
those people affected and in the restoration of public activities and facilities.
Shall mean individuals or group of people that face higher exposure to disaster risk and
poverty including but not limited to women, especially pregnant women, youth, children,
elderly, differently-able people, indigenous people, the disadvantaged families and
individuals living in high risk areas and danger zones.
SECTION 3. GUIDELINES ON DISASTER PREPAREDNESS AND MITIGATION.
3.1. Bamban Municipal Risk Reduction Management Council shall ensure that community-
based disaster risk reduction and management trainings to orient every resident on the
possible natural hazards, vulnerabilities, and climate change risk as well as knowledge
management activities on disaster risk reduction and information dissemination regarding
calamities and disasters, either natural or man-made, are conducted down to the barangay
and community levels.
3.2. Trainings, orientations and activities shall be discussed in a language understood by the
local residents.
3.3. The Bamban Municipal Risk Reduction Management Council and its counterpart in the
barangay levels shall also cause the posting of posters of trainings, orientations, activities
and information at the dissemination through other platforms of advertisement and social
media.
3.4. The time during the dry season as declared by the Philippine Atmospheric Geophysical
and Astronomical Services Administration (PAGASA), shall be maximized for the
conduct of these trainings, orientations, activities and information dissemination and shall
be made a regular basis, especially in the areas that are vulnerable to flooding, landslides
and other natural disasters or calamities.
4.1. The Municipal Mayor shall be the one to declare/approve the implementation of pre-
emptive evacuation. However, it shall be done only upon the recommendation of the
Municipal Disaster Risk Reduction and Management Officer and subsequent
concurrence and approval of the Municipal Disaster Risk Reduction Management
Council after due consultation/coordination/reference with the different government
agencies, such as but not limited to dam administrators, PAGASA, PHILVOCS,
NDRRMC, MMDRRMC, OCD and DILG when a disaster or emergency has been
declared or forecasted and the danger of loss of lives is imminent within the area of
jurisdiction of the Municipality of Bamban;
4.2. If possible, order for the pre-emptive evacuation must be thoroughly evaluated after
consultation with different government before the commencement of the pre-emptive
evacuation operation to give the affected individuals or groups to prepare their necessary
needs or belongings;
4.3. Vulnerable or marginalized groups in the identified danger-zones or areas that are to be
affected by the incoming typhoon or any other identified situation or event that may
cause a disaster shall be temporarily relocated to evacuation sites or centers;
4.4. Assistance from the private sector such as private school shall be secured if the situation
warrants. Particularly, temporary use of their sports facilities or auditorium may be
requested if the need arises and if the shortage of evaluation sites exists;
4.5. Barangay halls, 3S Centers, and outpost shall be designated as the pick-up point area in
areas far from a designated evacuation center. VCDRRMO shall take the lead in
preparing for, responding to, and recovering from the effects of any disaster based on the
criteria provided under rule 11, Section 1 of the Implementing Rules and Regulations of
REPUBLIC ACT 10121.
4.6. Transport Team vehicles to be used in transporting affected residents to evacuation sites
or centers shall have the necessary banners or signs/logos for immediate identification.
4.7. Enlist the assistance of the Municipal Chief of Police, Municipal Fire Marshall,
Municipal DRRMO-Rescue Team, AFP/Coastguard Reserve Groups or any Accredited
and enforcement of pre-emptive evacuation before
4.8. The Municipal Government of Bamban may mobilize individuals or organized volunteers
to augment their respective personnel and logistical requirements in the delivery of
disaster risk reduction programs and activities.
4.9. Strict enforcement of the pre-emptive measure shall be done in the area/s affected or to
be affected by the man-made or natural disaster. The barangay chief executive or any of
the barangay officials, who are more oriented to the affected or target area, as much as
possible, shall be responsible in guiding the response team composed of VCDRRMO
team, the PNP or any enforcement agency, local rescue teams or volunteers. The response
team shall make sure that no person has been left unaccounted in the area or allowed to
return in the affected area without an order issued to this effect.
4.10. Once the pre-emptive evacuation has commenced, priorities shall be given to the following;
b. differently-abled people
c. pregnant women and children, especially the orphan and unaccompanied children
d. indigenous people
4.11. Camp Management teams shall be on standby in the designated evacuation centers/sites
to monitor and provide services and necessary materials such as but not limited to
beddings, blankets, clothing, foods and medicines, to the evacuees in times of disasters
persons that needs immediate medical attention. In the aftermath of the calamity and/ or
man-made or natural disaster, the Municipal Government of Bamban shall extend any
assistance that can provide to victims for their rapid recovery.
4.12. Search and Rescue team must be equipped with proper trainings and other necessary
equipment suitable for a particular situation. The Municipal Government of Bamban may
provide additional equipments and paraphernalia to the response team as may be needed
to properly and effectively respond to the needs of those affected by the calamity and/or
man-made or natural disaster.
The Municipal Government of Bamban shall take full responsibilities for the
enhancement of volunteers and shall submit the list to the Office of the Civil Defense
through VCDRRMO for accreditation and inclusion in the database of community
disaster volunteers.
The Municipal Government of Bamban shall be responsible for providing insurance and
necessary benefits to any volunteers who dies or sustain injury while engaged in the any
activities defined in Republic Act. 10121 otherwise known as the Philippine Risk
Reduction Management Act 2010.
4.13. Residents shall only be allowed to return or go back to their homes upon the order of the
Municipal Mayor through recommendation by the VCDRRMC in consultation with
different government agencies concerned and field personnel, after it has been
determined that the danger no longer exist therein.
5.1. Forced Evacuation procedure will be restored to in cases where the forecasted impact of
disaster in within less than 4 hours or in any disaster incidents that have already
occurred.
5.2. If anyone from the vulnerable or marginalized groups does not adhere to the order of pre-
emptive evacuation and found within the danger or target area within the danger of target
area within the time frame (refer to no. 1) he/she may be forcibly taken over even
arrested if the situation warrants as a means of ensuring his/her safety.
5.3. Forced evacuation shall be carried out in a manner that is humane, respectful of the
dignity of a person, not using disproportionate force, without discrimination and with
conscious attention to the needs of vulnerable sectors such as children, women, the
elderly and person with disabilities;
5.4. Personnel and volunteers carrying out the forced evacuation shall make sure that all
measures are taken to inform the evacuees, in a manner and language that they can
understand, of the need for the evacuation, the lack of other alternative for their
evacuation;
5.5. Personnel and volunteers carrying out the force evacuation shall comply with other rules
being promulgated by the Commission on Human Rights (CHR) for the protection of
human rights of all persons is hereby adopted.
SECTION 6. PNP AND BFP
6.1. Bamban, as member of the Evacuation Response Team, shall maximize their resources in
assisting the members of Bamban Municipal Risk Reduction Management group,
barangay officials, rescue teams and community disaster volunteers during the
implementation of pre-emptive and forced evacuation, with the end view of maintaining
order and safety of the local residents throughout the process of evacuation operation.
6.2. They shall also take appropriate measures in safeguarding the belongings left behind and
brought along by the evacuated residents of the Municipality of Bamban.
SECTION 7. COORDINATION.
7.1. All emergency measures adopted shall be coordinative and collaborative effort between
the concerned Municipal Officials of Bamban, Bureau of Fire Protection (BFP) and
Philippine Police (PNP).
7.2. The VCDMRRMC shall take the lead in preparing for, responding to, and recovering
from the effects of any disaster, based on the criteria provided in Rule 11, Section 1 of
R.A 10121 Implementing Rules and Regulations.
7.3. The Evacuation Sector guidelines and flow of operation stated in the Contingency Plans
for Flood and Earthquake shall be followed.
Any non-compliance of this Executive Order shall be dealt with in accordance with DILG
Memorandum Circular No. 2012-35, which is made an integral part hereof as Annex “A”.
SECTION 9. EFFECTIVITY.
APPROVED.
WHEREAS, Section 1 of the Republic Act No. 7166 also known as an Act Providing for
Synchronized National and Local Elections and for Electoral Reforms, Authorizing
Appropriations. Therefore, and for other purposes states that there shall be simultaneous regular
elections for national and local officials once every three (3) years;
WHEREAS, the Synchronize National and Local Elections for the next term is scheduled on
May 9, 2016.
WHEREAS, DILG Memorandum Circular No. 2013-33 dated April 18, 2013 enjoined every
Provincial Governor, City Mayor and Municipal Mayor to create a Local Government Transition
Team;
Section 2. Composition: The Bamban Local Governance Transition Team shall be composed of
the following:

Section 3. Tasks and Responsibilities. The team shall ensure a smooth local governance
transition to the newly-elected or re-elected local officials on June 30, 2016. As such, the Team
shall:

WHEREAS, section 16 of Republic Act (RA) 7160, otherwise known as the Local
Government Code of 1991 mandates that Local Government Unit (LGUs) shall, within their
territorial jurisdictions, promote health and safety, improve public morals, maintain peace and
order and preserve the comfort and convenience of the people;
WHEREAS, the proliferation and use of illegal drugs slow down overall efforts aimed
to promoting productive family life, community peace and harmony and ultimately nation
building and national development;
WHEREAS, there is the need to revise the composition of the Municipal Peace and Order
Council (MPOC) to make it current and more responsive to our present situation;
WHEREAS, the principal mission of the MPOC will still be the preservation and maintenance
of peace and order within our community for the attainment of stability and unity among the
populace;
1. Implement policies on peace and order, develop a viable program to counter causes of
public disorder, and evaluate the effectiveness of these efforts.
2. Monitor the implementation of peace and order projects at the Municipal Level and the
operation of the Civilian Volunteer Self-Defenses Organizations and such other counter
insurgency programs and activities.
3. Make periodic assessment of the prevailing peace and order situation on their area of
responsibility and submit a report thereon with recommendation to the Chairman of the
National Peace and Order Committee (NPOC).
4. Receive complaints against government personnel, civilian or military and endorse the
same to the agency concerned and demand such agency to submit reports an action taken
thereof.
There shall be a Peace and Order Council Secretariat that will handle the administrative,
operational and technical activities of the MPOC. Specifically, the secretariat shall prepare plans
and programs for consideration of the councils, supervise, direct, monitor for the council on the
implementation of approved policies, programs and plans; undertakes liaising and coordination
of activities with appropriate agencies of the government and provide a forum for
interdisciplinary dialogue and deliberation of major issues and problems affecting peace and
order.

WHEREAS, Section 16 of the Local Government Code of 1991 provides that Local
Government Unit shall ensure and support the preservation and enrichment of Filipino culture;
WHEREAS, Section 447 ()5 (XVI), 458 (5) XVI, 468 (4) VIII of RA 7160 rest upon
local Sanggunian the power to establish local council whose purpose is the promotion of culture
and the arts;
WHEREAS, the council will plan for the promotion of the Filipino culture, instill
nationhood and cultural unity, raise the level of consciousness of the people on cultural unity,
raise the level of consciousness of the people on cultural values, conservation of historical and
cultural heritage and resources;
Section I There is hereby created a Municipal Culture and the Arts Council to be composed
of the following:
Section II The Municipal Culture and the Arts Council shall have the following functions:
a. Prepare an annual plan on culture and the arts to be integrated in the local
development plan;
b. Formulate programs and recommendations to develop local cultural and artistic
talents;
c. Ensure the protection preservation and conservation of the local, cultural and
historical heritage;
d. In coordination with the private sector, conduct cultural events such as cultural
festivals, competition, lectures, seminars, tours and symposiums, set up exhibits,
during fiesta and other related activities;
Section III The Municipal Culture and the Arts Council shall meet once every quarter or as
often as necessary.

EXECUTIVE ORDER NO. 25
SERIES OF 2016
WHEREAS, in compliance with Supreme Court En Banc Decision dated December 18,
2008 and En Banc Resolution dated February 5, 2011, all Provincial Governors and concerned
Mayors of Cities and Municipalities within the Manila Bay area are directed to organize the
Local Manila Bay Clean Up, Rehabilitation and Preservation Project Inspection, Inventory and
Monitoring Team.
Section 1. Composition. The Manila Bay Clean Up, Rehabilitation and Preservation
Project LGU Inspection, Inventory and Monitoring Team shall be composed of the following, to
wit;
Section 2. Duties and Responsibilities. The Manila Bay Clean Up, Rehabilitation and
Preservation Project LGU Inspection, Inventory and Monitoring Team shall have the following
duties and responsibilities:
1. Conduct inspection and inventory of all factories, commercial establishments and private
homes within the LGU;
2. Monitor the compliance of non-complying factories, commercial establishments and
private homes within the LGU;
3. Recommend the imposition of necessary sanctions and penalties to the Local Chief
Executives of all non-complying factories, commercial establishment and private homes
within the LGU;
4. Prepare and submit the following reports once every quarter.
a. Quarterly Key Performance Indicators (KPI) Compliance
b. MBCURP Form 1- Inventory and Inspection of Commercial Establishments,
Factories and Private Homes with Septic Tanks and Waste Water Treatment
Facilities
c. MBCURP FORM 2.1 – Solid Waste Management (for Cities and
Municipalities)
d. MBCURP FORM 2.2 – Solid Waste Management (for Barangays)
e. MBCURP FORM 3 – Informal Settler Families

EXECUTIVE ORDER NO. 26 SERIES OF 2016
WHEREAS, the Municipal Government has an on-going educational assistance program as one
of the various social welfare programs under the office of the Mayor (Lump sum Appropriation)
and Municipal Social Welfare Office (MSWO);
WHEREAS, there is a need to create a screening committee to accept, review and decide on the
applicants for this program;

EXECUTIVE ORDER NO. 27 SERIES OF 2015
WHEREAS, Republic Act 9710 (The Magna Carta of Women) affirms the role of women in
nation-building, promotes gender equality and identifies the various areas and concerns wherein
the right women should be upheld and protected;
WHEREAS, concerned government agencies such as the DILG, NEDA and DBM has come out
with institutional mechanisms to localize the implementation of RA 9710;
WHEREAS, one of the mechanisms contained in Joint Memorandum Circular 2013-01 is the
establishment of the Gender and Development Focal Point System (GFPS) in the LGU’s;
WHEREAS, corollary to the institutionalization of the Gender and Development Focal Point
System (GFPD) is the creation of the GFPS Executive Committee and the GFPS Technical
Working Group and the Secretariat in the LGU’s;
Section 1. The Gender and Development Focal Point System (GFPS) is hereby established in the
Municipality of Bamban;
Section 2. The GFPS Executive Committee is hereby created with the following composition;

The GFPS Executive Committee shall have the following duties and functions:
1. Appoint and convene the GFPS Technical Working Group and the Secretariat

policies, program, processes and procedure of the LGU based on the priority needs and
concerns of constituencies and employees, and the formulation of recommendation
including their implementation.
3. Assist in the formulation of new policies such as the GAD Code in advancing women’s
empowerment and gender equality;
4. Lead in setting up appropriate system and mechanisms to ensure the generation,
processing, review and uploading of sex performance-based and gender-responsive
planning and budgeting;
5. Coordination efforts of different division/offices/units of the LGU and advocate for the
integration of GAD perspective in all their and processes;

WHEREAS, Section 16, RA 7160 “General Welfare” states that every Local Government Unit
shall exercise the powers expressly granted to them for the general welfare of their inhabitants
like in the promotion of health and safety, preserve the comfort and convenience of their
inhabitants;
WHEREAS, Section 17, par. A.2. iii, RA 7160, “Basic Service” states that it shall provide
health services, which include the implementation of programs and projects on communicable
and non communicable disease control services, access to secondary and tertiary health services;
purchase of medicines, medical supplies, and equipment needed to carry out the services herein
enumerated;
WHEREAS, in support to the prevention and control of HIV/AIDS, RA 8504, entitled, The
Philippine AIDS Prevention and Control Act of 1998” was enacted to counter the threat of
HIV/AIDS epidemic by promulgating related necessary policies and strategies and to monitor the
implementation of this Act down to the local level;
WHEREAS, Local Government Units as front liners in the delivery of basic services shall also
create an organization which aims to prevent, mitigate and eradicate the conditions that fuel the
spread of HIV/AIDS;
SECTION II. FUNCTIONS AND DUTIES OF THE LOCAL AIDS COUNCIL. The Council
shall be the central Advisory, Planning and Policy-Making Body for the comprehensive and
integrated HIV/AIDS prevention and control program of the Municipality of Bamban.
a. Formulate policies and strategies for the prevention and control of HIV/AIDS and STD
like conduct of public awareness and education:
b. Prepare/develop HIV/AIDS prevention and control program and monitor its
implementation.
c. Identify and prepare remedies to problems in program implementation and coordination
and enhance local multi-sector response to HIV/AIDS concerns:
d. Propose related ordinances resolutions for approval of the sanggunian:
e. Recommend to the office of the Municipal Mayor the closure of any establishment found
to be violating the provisions of pertinent laws and ordinances: and
f. Coordinate and cooperate with national government and other organizations regarding
data collection, research and treatment modalities concerning HIV/AIDS.

WHEREAS, there shall be established a local health board in every province, city, or
municipality.
Section 1. Composition. The Local Health Board (LHB) shall be composed of the following:
Section 2. The functions of the Local Health Board shall be those enumerated under Section 102
of the Local Government Code of 1991, to wit;
1. To propose to the Sanggunian concerned, in accordance with the standards and criteria
set by the Department of Health, annual budgetary allocations for the operation and
maintenance of health facilities and services with the municipality, city, or province, as
the case may be;
2. To serve as an advisory committee to the Sanggunian fro, and application of, local
appropriations for public health purposes; and
3. Consistent with the technical and administrative standards of the Department of Health,
create committees, which shall advise local health agencies on matters such as, but not
limited to, personnel selection and promotion, bids and awards, grievance and
complaints, personnel discipline, budget, review, operations review and similar functions.

WHEREAS, as set in the 1987 Philippine Constitution and in the Local Government Code of
1991, it is the states policy to ensure that the territorial and political subdivisions of the State
enjoy genuine and meaningful local autonomy to enable them to attain their fullest development
as self-reliant community and make them more effective partners in the attainment of national
goals.
WHEREAS, Public Financial Management seeks to address the key challenges of controlling
government spending and making agencies operate efficiently and effectively.
WHEREAS, the Local Government of Bamban has no existing Public Financial Management
team. Thus the need to establish a PFM team to conduct a periodic evaluation of the LGU PFM
system.
Section 1. This Order shall be known and cited as the Public Management Team of the
Municipality of Bamban.
Section 2. It is hereby re-organized the Public Financial Management Team of the Municipality
of Bamban to be composed as follows:

1. Shall take the lead in advocating the rationale for and the benefits of conducting regular
PFM assessments.

EXECUTIVE ORDER NO. 31 SERIE S 2016
WHEREAS, the Pantawid Pamilyang Pilipino Program is a human development program of the
National Government that invests in health and education of poor households, particularly of
children aged 0-14 years old;
WHEREAS, this program provides cash assistance to the eligible poor households to support
their immediate needs and break intergenerational poverty cycle through human capital
investment;

WHEREAS, the Local Government Code mandates local government units to prepare a
Comprehensive Development Plan (CDP) that outlines the key aspirations, challenges and
concerns facing LGUs and a set of programs, projects and policies towards sustained socio-
economic development;
WHEREAS, the ELA process requires a team that will back up the chief executive in the various
preparatory, consultative and technical activities n order to come up with good quality and
acceptable outputs;
WHEREAS, the ELA sets the Local Government visions for the next three years, 2016-2019,
and provide a clear expression of the present administration a goal, objectives, strategic priorities
and programs that is consistent with the LGU ‘s vision and mission.

year LDIP, current year Executive Budget and AIP;
d. Assist the LCE in his presentation of the ELA to various stakeholders; and
e. Do other tasks required by the Local Chief Executive in order to produce the desired
outputs.
The ELA team shall work closely with the LDC as soon as it is reconstituted. The MDC
shall act as the reference group for the ELA Team and shall participate actively, through its
representative, in all stages of the ELA process.
The team may call upon the assistance of relevant units and/or LGU personnel, through
the respective department/unit heads, in the implementation of various activities. Everyone is
enjoined to participate in the various activities of the ELA.
SECTION 5. EFFECTIVITY
The ELA Team shall exercise its functions and duties effective immediately and until the
project closes.
WHEREAS, the Local Government Code of 1991 mandates the creation of a Local
Development Council, among other local special bodies, in every Municipality to assist in setting
the direction of economic and social development and coordinating development efforts within
its territorial jurisdiction;
WHEREAS, there is a need to reconstitute the Local Development Council in view of the change
in Municipal Administration;

The Executive Committee shall have the following powers, functions and responsibilities:
1. Ensure that the decisions of the Council are faithfully and effectively carried out;
2. Act on matters that need the immediate attention and/or action of the Council;
3. Formulate policies in accordance with the general principles laid down by the
Council; and
4. Act on other matters which the Council, by resolution, may so authorize.
SECTION 5. EFFECTIVITY
The LDC shall exercise its functions and duties effective immediately. Done at Bamban,
