ENVIRONEMENTAL PUBLIC HEARING REPORT ON

“GREEN LINE BUS RAPID TRANSIT SYSTEM”

1. INTRODUCTION/BACKGROUND:
Karachi Strategic Development Plan-2020 set highlight on development of urban transport sector. In
2009, JICA started Karachi Transport Improvement Plan(KTIP). This plan consist of 9 major Mass
Transit Corridors having total length of 193 km included Bus and Rail based solution.
Green Line Project starts from KESC Power House Chowrangi to Surjani then move towards Nagan
Chowrangi then move along Sharah-e-Sher Shah Suri and then proceeding towards Lasbella Chowk.
Now route turn toward Business Recorder Road and move upto Guru Mandar. From this point, route
turn to M. A. Jinnah Road, then Numaish and reaches at final destination Municipal Park( Aurangzeb
Park). Green Line BRT project is categorized in Schedule-II under subsection E i.e Transport, as per
SEPA regulations 2014.

2. IMPACT AND MITIGATIONS IN PRE CONSTRUCTION, CONSTRUCTION


AND OPERATIONAL PHASE:

2.1 IMPACTS AND MITIGATIONS IN PRECONSTRUCTION PHASE:


First thing was to identify the physical impacts in preconstruction phase. The detail design will be
implemented during preconstruction stage. There is no physical impact at detailed design stage.
During this period, the ambient physical environment will be changed due to industrial development
or population increase or other urban development.

Second was to identify the sensitive receivers. The location of the residences, mosques, schools,
hospitals and civic cultural and other heritage sites has been reviewed. Some of the structures are
close but on a safe distance to BRT corridors that there will be potential impacts in the construction
stage from disturbance, noise and dust.

2.1.1 ISSUE OF ELECTRIC PYLONS FROM POWER HOUSE TO NAGAN


CHOWRANGI:
From Nagan Chowrangi to the end of Route Alignment i.e. KESC Power House Chowrangi, huge
Electricity pylons run along the alignment covering the entire median. Therefore, an inner lane in each
direction will be acquired from the main carriageway to run as BRT lane.

Following are the impacts due to this issue in preconstruction phase:

 Pedestrian bridges constructed to access the bridges will be elevated. Therefore it is a chance
that they may contact with HTLs.

• From 4K to Nagan Chowragi, Water transmission travelling under the median and needs to
relocated.

• Huge cost is involved for the relocation of these Pylons and HTLs

MITIGATIONS:

Two mitigations were proposed to tackle with issue of electric pylons:

1. To go for grade separation.

2. Another alternative is to shift the BRT line from center to left side of the road and being
elevated as there is a lot of space available for elevated BRT development with negligible
disturbance of social settings.

2.2 IMPACTS AND MITIGATIONS IN CONSTRUCTION PHASE:


AMBIENT AIR: Air quality will affected from equipment mobilization, material handling and
excavation, mitigated by regular sprinkling of water and maintenance of equipment.
NOISE AND VIBRATION: Noise and vibrations will be generated from construction activity and
equipment use, mitigated by advanced BRT construction techniques
WATER QUALITY: Water quality will be effected from surface runoff generated from site and
labour camps, mitigated by proper construction techniques for proper drainage and construction
of discharge.
SOLID WASTE: Soil contamination can be caused due to excavated soil, construction debris and
also the domestic waste, mitigated by proper waste management programme implemented in both
construction and operational phases
LAND USE AND TOPOGRAPHY: Minor and non significant impact
SOCIO ECONOMY: Positive impact due generation of job opportunities and project will also
contribute in aesthetic profile of city
2.3 IMPACTS AND MITGATIONS IN OPERATIONAL PHASE:

AMBIENT AIR: Particulate and gaseous emissions from vehicles, mitigated by vehicle emission
control and green belt
NOISE AND VIBRATION: Use of new generation vehicles and no negative impact
WATER QUALITY: Discharge of sewage and storm water, mitigated by WTP at bus depot
SOCIO ECONOMY: Positive impact
TRAFFIC PATTERN: Positive impact on traffic due to mode shift from private vehicles to BRT.

3.Q/A SESSION:
Q1: How will you tackle the problems of flyover along the route as the structure is elevated? (Govt.
body)
A: First flyover along the route is at the Nagan Chowrangi and before that Fly over, BRT will run at
grade from Nagan to 5 STAR Chowrangi.
Q2: How the academic activities won’t get disturb during construction work?(Academia)
A: The heavy equipment use and pouring welding will take place at night times as the school timings
along the route are usually end at afternoons
Q3: How the emissions will be controlled in operation phase? What does it mean by vibration in
operational phase parameters assessment? ( Academia)
A: New generation vehicles will be used with low emissions and green belt will become part of
project, Vibrations means the vibration generated by vehicles use in BRT it’s negligible.
Q4: How the residents will be informed regarding change of route and traffic management
plan?(Media)
A: The traffic will not be diverted in peak hours and information regarding the alternative routes will
be provided through print and electronic media mainly traffic will be diverted to the service roads
along the main roads and road signs will be placed.
Q5: How the accommodation will be provided to the loss of public property during construction along
the route?(Media)
A: Mostly demolished structures are the existing stations of old Green Bus Service these are steel

structures and no residential or public property was there at the BRT route.
Q6: What will happen if any accident happen or any emergency occur in bus at elevated
portion?(NGO)
A:BRT runs on ITS plus it has exclusive route both of these things minimizes the chances of any
accident a lot if there is any emergency basic first aid will be available in each bus it has fire exits
plus stations are at 500m chainage with elevators to allow speedy exit.
Q7: How will you deal with storm water accumulation at route? (NGO)
A: BRT route has very efficient drainage system with adequate slope that will drain storm water
through slopes provided rather going for any mechanical method.
Q8: What will the fair of BRT and how long we have to wait for next bus if we miss a bus? (General
Public)
A: Fair from Surjani to Sadar will be 50 PKR but government can give subcity to students and
government employees, time headway of BRT will be 90 seconds if you miss a bus next bus will
arrive just after 90 seconds.
Q9: Why don’t you go for underground BRT system?
A: Underground utilities needs to be relocated and very high cost is associated with this relocation.
