I. Introduction
The Philippines, an archipelagic country in Southeast Asia is singled out by the Ocean
Conservancy as one of five countries from where majority of plastics originates. Plastic is now
one of the country’s top pollutants of canals, rivers, and other waterways. Littering, the act of
throwing waste products everywhere and letting it lie around places has been a habit practiced
by many Filipinos. Khevin Yu (Greenpeace Climate & Energy Campaigner) urged companies
in the Philippines to do away with single-use packaging and instead introduce ecologically-
sound, long-term innovations that will help alleviate the mounting plastic pollution problem.
Plastic pollution has become a multifaceted challenge that encompasses many environmental
ills from polluting our oceans, to promotion of unhealthy diets, to fueling climate change. Robert
Ace Barber asserted that plastic pollution has been choking waterways across the country and
worsens disaster particularly during rainy season. Colon Street, the oldest street in the
Philippines, is one of the places that is affected by plastic pollution. The street is filled with
small businesses and people because of the universities and commercial establishments in
the area. The street is known to have a clogged drainage and insufficient drainage outfall. The
people’s way of disposing plastics in the area has become a problem. Littering is one of the
common act that is being done in the area. The improper disposal of plastic waste affects: (1)
human health wherein toxic chemicals are being leach out of plastic and are found in the blood
and tissue of nearly all of human beings. Several studies have shown that the exposure to
plastic pollution links to cancer, birth defects, impaired immunity, endocrine disruption and
other ailments. (2) spoils the groundwater wherein plastics are drain out and flows downstream
into rivers, (3) threatens wildlife where in many stray animals end up eating plastic bags and
bottles as a mistake for food that can cause their death, and (4) during the rainy season, the

plastic waste that has fallen on the road gets washed away into the nearby water reservoirs,
canals, and drains leading to their choking up and overflowing.
All around us, we are surrounded by millions of plastic wastes that can ruin our
surrounding especially the harmful effects it brings to the human health. Just like in Colon
people are consuming too much plastic that can desolate the place. Hence this proposal
aims to:
a. reduce plastic wastes in offering new perspectives to a broader audience and make a
contribution to the current social discourse
b. promoting recycling of plastics rather than keeping it stagnant
The Manufacturer is Cebu Plastic Scrub Buyer, they are committed to serving our
environment's natural resources as well as community with their plastic recycling needs. They
salvage plastic scraps because this is an important part of maintaining efficiency and
protecting the environment of Cebu. Their mission is to simply facilitate the recycling and reuse
the scrap plastic locally so they won't see manufacturing companies importing plastics which
will add the hazards to the environment of our beloved Cebu. The manufacturer will help our
company to manage plastic material waste in an environmentally responsible manner. To our
partner agency, they would help us find volunteers so the project that we have been proposed
will be successful and to the local municipality officials, they would help us in imposing policy
and a seminar about disposal plastic waste.
Mr. Plastic wheel is different from the common garbage truck that you will see roaming
around the road. Mr. Plastic wheel is a garbage truck that would collect plastics and recycle it
after while the ordinary garbage truck, they are designed to collect the solid waste and throw
it after in one place. That's why Plastic wheel is much more effective because it really help our
environment reduce plastic waste. Mr. Plastic wheel is the best solution since it can save our
mother earth especially in the Colon, Cebu City that they may avoid he occurrence of any
calamities and health problems.

IV. Methodology
To be able to achieve the solution about the plastic pollution in Colon, Cebu City, the
proponents would like to install “Mr. Plastic Wheel" that will be roaming around in the areas of
Colon. In addition, the proponents will be creating a public Service Announcement in a form
of a video that will help the team encourage the people to reduce their plastic wastes.
Invitation and Meetings. An invitation about the meeting will be sent to the local
municipality authorities, to Travel Right Tourguiding Services and other travel agencies located
In Cebu City, which the company perceive them as potential investors of this project, and lastly,
the Cebu Plastic Scrub buyer as the team’s chosen manufacturer in producing Eco bags and
slippers made of plastic wastes. The sending of invitation will be done on the last week of May.
The team will personally deliver these invitations to them. The meeting will be held to
Lakwatsa's headquarters at Lahug on the first week of June. In this meeting, the team will be
discussing the evident and emerging environmental issue of plastic pollution together with its
proposed solution. The proponents will also present the benefits and the beneficiaries of the
installment of Mr. Plastic Wheel as well as its estimated cost. The estimated costs will be
explained by Lakwatsa's finance manager, Nathalie Aclan and asking them to help install the
Mr. Plastic Wheel by providing financial assistance since it is a costly project and Lakwatsa is
still a developing business so the budget for the installment is not enough if the company will
solely take all the financial responsibilities. A sufficient budget will likely to install Mr. Plastic
Wheel successfully and effectively.
Promotion and Advertising. A Public Service Announcement video about the effects of
plastic pollution will be uploaded in Lakwatsa's social media accounts and website during the
third week of May to widely and easily disseminate awareness about plastic wastes. It will
serve as one of the promotional and advertising tools that Lakwatsa will be using to attract
volunteers. The editing and shooting of the PSA video will be done on the second week of
May. The shooting location will be in University of San Carlos Talamban Campus and some
areas of Colon. The video will be less than one minute and be viewed for the first time during
the oral presentation on May 15, 2019. Also, the company will make efforts in designing
tarpaulins and distributing flyers about the negative effects and the company's call-to-action
tagline, "Plastic Pollution is a Clue, Stop it before it suffocates you." These flyers will be given
to the people of Colon to encourage them to cooperate and participate in this project by
minimizing and segregating their plastic wastes so that it will be easier for the volunteers to
gather these wastes and would save up a lot of time compared to wastes that are not
segregated.

During the installment
Assuming that the meeting was successful and there is enough money collected, the money
will be allocated for the purchase of a garbage truck that will serve as a plastic wheel. The
purchase schedule is estimated to be on the third week of June. Then, the team will hire a
driver to operate the garbage truck in collecting the plastic wastes in Colon Street. Moreover,
the team will gather volunteers to help operate Mr. Plastic Wheel.
V. PROPOSED SCHEDULE
The information should be disseminated for at least three months prior to the scheduled
installment of Mr. Plastic Wheel. This will be enough to encourage the people in Colon, Cebu
City to participate on the said project that will be led by Lakwatsa Travel and Tours in
partnership with the different travel agencies and local government authorities. The Gantt
Chart below shows the schedule of the activities before, after, and during the installment of
Mr. Plastic Wheel.

VI. Call to Action
Lakwatsa Travel and Tours encourages the population of people in Cebu City
specifically in Colon to minimize the use of plastic products to help eradicate or lessen
the plastic pollution in the area to create a sustainable environment. Lakwatsa invites
the people of Colon as well as the local government officials and Lakwatsa's partner
travel agencies to actively participate and cooperate in this project. The company
would like to remind that, “Plastic Pollution is a clue, Stop it before it
suffocates you.”
