Project Title: Partnership with LTFRB thru PUV DAT for the recruitment of Drivers

Rationale:

The Office of Transportation Cooperatives (OTC) is an attached agency of the Department of Transportation
(DOTr), mandated to govern the promotion, organization, accreditation, regulation, supervision and
development of Transport Cooperatives (TCs).

The Public Utility Vehicle Modernization Program (PUVMP), the biggest non-infrastructure program of the
DOTr made to reform the public land transportation system in the country, has been implemented since it
was inked in 2017. During the initial implementation of PUVMP, we asked some TCs regarding the problems
they have been encountering with the PUVMP. We discovered that one of which is the insufficiency of the
drivers of these TCs to operate their modernized units which discourages more profits.

Being a program partner of the PUVMP envisioned to have a restructured, modern, well managed, and
environmentally sustainable transport sector where drivers and operators have stable, sufficient and
dignified livelihood, this office would like to coordinate with the LTFRB to incorporate the hiring of drivers
in their Public Utility Vehicle Drivers’ Academy Training (PUV DAT) Program through the advertisement of
TCs that are in need of drivers.

In this regard, we are looking into having coordination activities with LTFRB for the recruitment of drivers
for TCs considering that they have this PUV DAT that offers one-day training seminar on LTFRB Policies,
Road Safety, Road Rage and Anger Management, Traffic Signs and Road Pavements and Kagandahang Asal.

Problem Identification:

1. Lack of Drivers.
2. Unforeseen Effects on Operations and Income due to unexpected quitting of Drivers. (!!!)
3. Drivers Lack of Knowledge on LTFRB Policies, Road Safety, Road Rage and Anger Management,
Traffic Signs and Road Pavements and Good Grooming. OR Driver’s Lack of Theoretical Knowledge
and Professional Trainings.

Statutory and/or Legal Basis:

1. Department Order No. 2017-011 (Re: Omnibus Guidelines on the Planning and Identification of
Public Road Transportation Services and Franchise Issuance) or the Public Utility Vehicle
Modernization Program (PUVMP)
2. Memorandum Circular No. 2017-013; Drivers Academy Program

Project Objectives:
1. To partner with LTFRB for the advertisement of hiring of drivers.
2. To provide TCs with disciplined and trained drivers (whenever needed).
3. To help TCs utilize their modern PUV units to generate more profits.

Project Methodology:

The following list will be the project methodology of this concept paper:

1. Coordinate with the LTFRB to talk about the proposed concept.


2. Coordinate with TCs in need of drivers to send a report to OTC regarding the number of drivers
needed, address of their office, and salary of drivers (if needed) and to update the OTC regularly.
3. Furnish the LTFRB the mentioned report from TCs to be presented in PUV DAT.
4. Inform the LTFRB that the inclusion of this concept is pure advertisement and that attendees in PUV
DAT are still advised to proceed to the given office address for the actual hiring process.

The following are the desired outcome of this Concept paper:

1. An easy and accessible hiring of Drivers for TCs.


2. Help TCs generate more income through the more active transport operations caused by additional
drivers.
