Recently, President Rodrigo Roa Duterte fulfilled the pillar and cornerstone of his social

10931 or the Universal Access to Quality Tertiary Education Act of 2016. Wherein it gives Filipino
students the access to tertiary education by providing them free tuition and other school fees. This
act is only catered to state universities and colleges, local universities and colleges and state-run
