SYNOPSIS OF CRASH

On 5-22-2019 shortly before 01:00 in the morning, a BMW driven by Hunter Hatloy was
traveling eastbound on 79th St NE when he observed an individual, Matthew Hilton,
standing in the middle of the road holding a rifle. Hatloy swerved to the left to avoid
striking Hilton. As Hatloy attempted to regain control of his vehicle, he observed another
individual, Kami Leland, on the road and made a maneuver to avoid striking Leland.
Hatloy struck Leland with the front right portion of his vehicle. Due to the circumstances,
Hatloy continued driving until he felt safe and then called 9-1-1. Leland was found lying
at the bottom of the north ditch and was eventually pronounced dead.
DESCRIPTION OF SCENE

Roadway: 79th St NE is a gravel road allowing traffic to flow east and west. It is a
straight and flat stretch of road. This crash occurred just to the west of where 79th St.
NE intersects with 159th Ave NE. The speed limit on this road is 55 mph.
Weather: According to weather underground, the weather at the time of the crash was
overcast skies with light rain. The temperature was 47 degrees Fahrenheit with east,
northeast winds at 20 mph with gusts as high as 31 mph. The visibility was unlimited.

RECONSTRUCTION ANALYSIS
Through my analysis I want to calculate a speed on the pedestrian, Kammi Leland, after
she was struck by the BMW. I am relying on the evidence at the scene to make this
calculation. There wasn’t a mark left in the gravel when she was struck, but the cover
for the passenger side mirror that Kammi struck was laying up on the roadway. It is
likely that the mirror would have traveled a little way to the east after the collision due to
the inertia of the vehicle at the time of the crash.
I measured the distance between mirror found on the roadway and the center of mass
of Kammi’s body at final rest to be 26.4 feet. I used the Searle throw equation to find a
minimum and maximum speed of Kammi’s body after being impacted by the BMW. This
equation gives a range of possible body projection after impact between 0 and 45
degrees. A body will rarely be able to be projected above 45 degrees because there
typically aren’t any vehicle parts that will launch it at a higher angle. After calculations
using this equation, I determined a range of speeds of Kammi’s body after impact
between 19 to 24 mph. Note: the values below are velocities in feet/sec and not in mph.
From classes I have taken, I learned that most pedestrians have a launch angle
between 6.5 to 17 degrees, which would obviously fall in the minimum/maximum range.

Using the speeds from the Kammi’s body after impact, I was able to estimate the speed
of the BMW at impact. In some instances, a pedestrian can obtain almost all the speed
of the vehicle depending on the locations of the centers of mass of the vehicle and
pedestrian at impact. However, in this case Kammi’s centers of mass was above the
vehicles and she was vaulted off the passenger side of the vehicle. When pedestrians
are vaulted in this manner, they can’t absorb all the vehicles speed due to the
deflection. Testing done shows that pedestrians in these cases can pick up
approximately 80% of the vehicles speed. Using the numbers calculated above from
Kammi’s speed after impact, I calculated a speed range of the BMW between 24 to 31
mph.

The speeds I calculated on the BMW are lower than what the driver, Hunter Hatloy, told
investigating officers he was driving. As I stated earlier in the report, the calculations
completed were based on the evidence at the scene. The evidence found at the scene
gives a conservative speed estimate because it is based on debris. However, the mirror
debris would be close to the area of impact and would yield speed calculations close to
what occurred. The account that Hunter Hatloy gave regarding his speed at the time of
the crash according to the case report, 30 to 40 mph, falls in line with what I was able to
calculate.
