    EXECUTIVE ORDER 007


    Series of 2019

    ORGANIZING THE BIDS AND AWARDS COMMITTEE

    WHEREAS, RA 9184, otherwise known as GOVERNMENT PROCUREMENT REFORM ACT


    specifically states that the BIDS AND AWARDS COMMITTEE (BAC) shall conduct bid evaluation
    for the Procurement of Good and Infrastructure;

    WHEREFORE, I, JOANN M. UGALI, Punong Barangay of Barangay San Vicente, Sta. Maria,
    Pangasinan, by virtue of the powers vested in me, do hereby organize the Bids and Awards Committee
    (BAC) composed of not less than 5 but not more than 7 members.

    Section 1. COMPOSITION:

    Section 2. FUNCTIONS:
    1. Attend the various procurement activities.
    2. Prepare and submit a report to the LCE, whether the BAC complied with the prescribed
    procurement proceedings.
    3. Submit a report to the Office of the Ombudsman if the BAC failed to follow the prescribed
    bidding procedures.
    4. Sign the Abstract of Bids if the correct bid evaluation procedures were followed.
    5. Sign the post- qualification summary report if the correct and complete post-qualification
    procedures were followed.

    Section 3. QUOROM:

    A majority of the total BAC members shall constitute a quorum for the transaction of business as
    long as the chairperson of Vice-Chairperson is present. The decision of a majority of the quorum shall be
    valid and binding as an act of the BAC provided, however, that the Chairperson or, in his absence, the
    vice Chairperson, shall vote in case of a tie.

    Section 4: MEETINGS:

    The chairperson, or in his absence, the Vice Chairperson, shall preside at all meetings of the
    BAC.

    This Executive Order shall take effect immediately.
