When you travel by airplane, roughly speaking, baggage which you carry is divided into two types. One is carry-on baggage and the other is checked baggage.
'Carry-on baggage' is the baggage that you have or carry on the cabin of an aircraft. 'Checked baggage' is the baggage like a suitcase that you would check at the airline's
counter before your boarding.
Under the Civil Aeronautics Act in Japan, Dangerous goods are defined as explosive materials, flammable items and any other goods that are liable to injure persons or to damage
objects. The Act prohibits the transport of those dangerous goods by air and the carriage of such goods on board as carry-on baggage. However, among such goods, there are
certain goods which you may be allowed to carry as carry-on baggage and/or checked baggage in case they meet certain quantitative limitations. Besides, some sharp objects such
as knives may not be allowed to take on board as carry-on baggage for the reason that it may be used as weapons for hijacking and terrorist activities.
The list below picks up items that passengers often inquire of airlines whether they should carry them on the cabin or check them in at the counter. Please check this list when
you pack up your belongings on your travel.
At airports, airlines perform security check before your boarding for your safe travel. Please inform airline staff at the counter or the security checkpoint in case you carry
dangerous goods.
Please pay attention to the following:
1.In general
○ The list below is based on the Civil Aeronautics Act, security-related rules provided by the International Civil Aviation Organization (ICAO), and some other related regulations .
○ In spite of the item listed, there are cases of additional rules by airlines, so it is recommended to ask airlines whether your concerned item is categorized as a dangerous good
and about other details.
○ Please note that other countries may have additional rules and restrictions on dangerous goods in international flights. You should check with your airline for more information.
○ The item permitted as carry-on or checked baggage are for personal use only.
2.The items that can be used as weapons for hijacking and terrorist activities
○ This restriction is also applied to the tools, sporting goods and self defense items that can be used as weapons for hijacking and terrorist activities.
○ The imitations and similarities of each dangerous good are included.
○ It may be determined that even the carriage of an item which is permitted on the list would be prohibited because the item is categorized as a weapon due to its characteristics,
such as materials, strength and shape.
○ It may be determined that the carriage of an item which is not on the list would be prohibited because the item is categorized as a weapon due to its characteristics, such as
the materials, strength and shape.
○ Please note that the Act for Controlling the Possession of Firearms or Swords and Other Such Weapons and other laws may prohibit you from possessing certain items.
3.Dangerous goods except for the above items
○ Even an item listed below, it may be determined that you would be allowed to bring it in case the Safety Data Sheets (SDS) or other documents issued by manufacturers
characterize it as non dangerous good.
○ Even if Liquids, Aerosols and Gels (LAGs) are permitted to carry as carry-on baggage on the list, an additional restriction is applied to international flights.
