This study is also one of the outcomes of valuable, continuous

Jaipur. His support and constant help has made this study
possible. I am grateful for his invaluable support. At the outset
of 15 days short project study, I take this most awaited
moment to express my sincere and heartfelt gratitude to Indian
Red Cross Society, Bihar for giving me the opportunity to do
such a competent project, I am left with no words to express
my thanks for its gracious favors and valuable experiences.

It gives me immense pleasure to express a very special thanks


to my corporate guide Ms. Vandana Singh, DM Coordinator, for
his constant guidance and encouragement during the project
due to which I was able to complete my project. Her presence
by my side acted as a fountain of confidence that helped me to
work with zeal for the success of this project.

EXECUTIVE SUMMARY

The 15 days Winter Internship at Red Cross Society, starting


from was a much needed learning experience. IRCS which has
work for humanitarian organization and protect human life.

The society is providing relief in times of disaster like flood,


earthquake, drought, etc and also providing medical facility of
vulnerable people.

The Society having Youth and Junior volunteering programmes.


The Society is closely associated with the St John Ambulance in
India.
INTRODUCTION

The Indian Red Cross is a voluntary humanitarian organization having a


network of over 1100 branches throughout the country, providing
relief in times of disasters/emergencies and promotes health & care of
the vulnerable people and communities. It is a leading member of the
largest independent humanitarian organization in the world, the
International Red Cross & Red Crescent Movement. The movement
has three main components, the International Committee of Red Cross
(ICRC), 187 National Societies and International Federation of Red
Cross and Red Crescent Societies.

Indian Red Cross Society (IRCS) was established in 1920 under the
Indian Red Cross Society Act and incorporated under Parliament Act
XV of 1920. The act was last amended in 1992 and of rules were
formed in 1994.
VISION AND MISSION

VISION

To improve the lives of vulnerable people in India and internationally


by mobilising the power of humanity.

MISSION

 The Mission of the Indian Red Cross Society is to prevent and


alleviate suffering with complete impartiality, making no
discrimination as to nationality, race, sex, religious beliefs,
language, class or political opinions.

 To be a leading humanitarian organisation in India, improving the


lives of vulnerable people through services delivered and
promotion of humanitarian laws.

 To promote the Fundamental Principles of the Movement and


the International Humanitarian Law in order to inculcate
humanitarian ideals among the population, and in particular
among children and youth.
Origin of Indian Red Cross Society
During the first world war in 1914, India had no organization for relief
services to the affected soldiers, except a branch of the St. John
Ambulance Association and by a Joint Committee of the British Red
Cross. Later, a branch of the same Committee was started to
undertake the much needed relief services in collaboration with the
St. John Ambulance Association in aid of the soldiers as well as civilian
sufferers of the horrors of that great war. A bill to constitute the
Indian Red Cross Society, Independent of the British Red Cross, was
introduced in the Indian Legislative Council on 3rd March 1920 by Sir
Claude Hill, member of the Viceroy's Executive Council who was also
Chairman of the Joint war Committee in India . The Bill was passed on
17th March 1920 and became Act XV of 1920 with the assent of the
Governor General on the 20th March 1920 .

On 7th June 1920 , fifty members were formally nominated to


constitute the Indian Red Cross Society and the first Managing Body
was elected from among them with Sir Malcolm Hailey as Chairman.

Indian Red Cross Society is a member of the International Federation


of Red Cross and Red Crescent Movement. Relations between the IRCS
and the India Delegation of the Federation are strong.
Indian Red Cross Society has partnership with National Red Cross and
Red Crescent Societies, St. John Ambulance, International Federation
of Red Cross and Red Crescent Movement (IFRC), International
Committee of the Red Cross (ICRC ), Multinational firms. Individuals
and others in supporting IRCS activities. It also coordinates with Indian
Government and other agencies.
AIMS AND OBJECTIVES OF INDIAN RED CROSS SOCIETY

Aims and Objectives as laid down in the Indian Red Cross Society Act -
Act XV of 1920 as amended, which are reproduced here below :

The State Branch shall work for the realisation of these Aims and
Objects and for promoting such other purposes as may be consistent
with the Aims and Objects of the State Branch and of the Indian Red
Cross Society.

 Aid to the sick and wounded members of the Armed Forces of


the Union in accordance with the terms and spirit of the Geneva
Conventions of 12th August, 1949 and discharge of other
obligations devolving upon the Society under the Conventions as
the recognised auxiliary of the Armed Forces Medical Services.
 Aid to the demobilised sick and wounded members of the Armed
Forces of the Union.
 Maternity and Child Welfare.
 Junior / Youth Red Cross.
 Nursing and ambulance work.
 Provision of relief for the mitigation of suffering caused by
epidemics, earthquakes, famines, floods and other disasters,
whether in India or outside and Rehabilitation of Victims.
 The establishment and maintenance of peace among all nations
in accordance with the decisions of the International Red Cross
Organisation.
 The representation of the Society on or at International or other
Committees formed for furthering objects similar to those of the
Society.
 The improvement of health, prevention of diseases and
mitigation of suffering and such other cognate objects as may be
approved by the Society from time to time. And such other allied
activities.
National Structure of IRCS
The Honourable President of India is the President of the IRCS and the
Honourable Minister of Health and Family Welfare is the Chairman
who is nominated by the Honourable President.

The Secretary General is the Chief Executive of the Society. The


National Managing Body of the IRCS is responsible for governance and
supervises the functions of the Society which include:

• Delivering emergency relief during natural and man-made disasters


• Working together with communities in psychosocial rehabilitation
• Training communities in disaster preparedness
• Ensuring availability of water and providing sanitation services
• Providing first aid training
• Protecting civilian life by disseminating Geneva Conventions
• Providing services for serving and ex-soldiers
• Reuniting families separated by disaster and conflicts
• Conducting awareness programmes for HIV/AIDS
• Delivering community welfare programmes
• Promoting voluntary blood donation to provide safe blood
• Junior and Youth Red Cross

The Governors, Lt. Governors/Administrators are the President of the


State / Union Territory (UT) branches and the District Magistrate the
President of the district branches of the Society.

The conduct of the state and district branches is as per the Uniform
Rules for the State and District Branches. The IRCS follows the federal
structure where state and UT branches are independent
administrative and financial entities. However the state branches
exercise control over the district branches.

The National Headquarters of the Indian Red Cross Society is situated


in New Delhi. The premises house the Disaster management Centre
and the offices of the Partner National Societies.
