The administration announced a target of 10 projects.
PROJECT These included Light Railway Transit (LRT) and Metro Rail
Transit (MRT) extension, new airports and terminals in Bohol,
Pampanga, Laguindingan, Puerto Princesa and Daraga, a road
linking North and South Luzon Expressways, and a water supply
project in Manila.
But the government has so far awarded only five projects since
2010. These include:
 PPP School Infrastructure Phase 1
 PPP for School Infrastructure Phase 2
 Modernization of Philippine Orthopedic Center
 Daang Hari-SLEX Link Road
 NAIA Expressway
Aquino created the no ‘wang-wang’ policy, strengthening the
implementation of Presidential Decree No. 96. The term ‘wang-
wang’ is a street lingo for blaring sirens. Presidential Decree
No. 96 was issued on January 13, 1973 by former President
Ferdinand Marcos, regulating the use of sirens, bells, whistles,
horns and other similar devices only to motor vehicles
designated for the use of the President, Vice President, Senate
President, House Speaker, Chief Justice, Philippine National
Police, Armed Forces of the Philippines, National Bureau of
Investigation, Land Transportation Office, Bureau of Fire
Protection and ambulances.
The performance of the Philippine economy in 2012 and
ECONOMIC in the first quarter of 2013 indicates that it is moving along a
DEVELOPMENT higher growth direction. The gross domestic product (GDP)
(GDP) grew by an average of 6.5 percent up to 2015. Because of the
election year spending in 2016, the growth rate of 6.5 percent
could even be exceeded. However, world economic conditions
continue to be uncertain and volatile, and less optimism is
warranted. With the population growth rate of around two
percent per year during this period, per capita output has
grown by 4.5 percent. This is a substantial record of per capita
growth for a sustained period in Philippine economic history.
Such record of growth in current years has been outstanding in
the context of East and Southeast Asia. The Philippine
performance marks a bright spot in a fairly depressed
economic world in this decade.
From the 3.6 percent growth recorded in 2011, the Philippines’
GDP grew by 6.8 percent in 2012 and by 7.8 percent in the first
quarter of 2013.

In the first quarter of this year, the Philippines again pulled a


feat – it was crowned the fastest growing in Asia as it hit 6.9%
INFLATION growth. The general reaction at home? No fireworks;
champagne bottles remained corked – the 6.9% economic
growth just narrowly exceeded market expectations.

The poverty rate only dropped by a little over than one percent
POVERTY LEVEL since 2006. “Poverty remains at high levels of 19.7 percent, a
miniscule improvement compared to the 21 percent [recorded]
by the [National Statistics Coordination Board] in 2006. In
short, in eight years, we have reduced poverty by only a little
more than one percent,” Zamora said in the House plenary.The
annual GDP growth rates under the Aquino administration are
7.6 percent in 2010, 3.7 percent in 2011, 6.8 percent in 2012,
and 7.2 percent in 2013.

INTERNATIONAL TRADE

The administration’s plan for universal health care hopes to


HEALTH provide financial protection to citizens y expansion in the
national Health Insurance enrollment, improve hospitals,
health clinic facilities, provide the poor with health care, and
increase medical support employment. Under this plan, there
would be employment opportunities for individuals with
degrees, experience, or doctor, nurse, and pharmacy
technician training.

As of fall 2010, 892 rural health units and 99 government


hospitals don’t qualify for accreditation by PhilHealth. The
quality of the facilities has also affected infant mortality rate,
however, a concentration on this issue has reduced the
instanced of maternal and infant mortality.
During Aquino's first State of the Nation Address (SONA),
EDUCATION Aquino announced his intention to reform the education
system in the Philippines by shifting to K–12 education, a 12-
year basic education cycle. K–12 education is used in the
United States, Canada, and Australia.
