Plot:
Under a street light behind Arkham, a merciless Jason Todd (Red Hood) stood above the broken
vigilante of Gotham. Having had enough of Batman’s methods, Jason finally snapped. He took
out his trusty gun, pointed it towards his father like figure and shot him in the head and ended
the caped crusader’s life. Having had enough of the thugs of Gotham, Jason carried Bruce’s
body all the way to the bat signal, where he hanged Batman’s heavy body on it and shined it
across the city, signifying the end of the Bat and the birth of a new vigilante in Gotham, and
under his watch no criminal would walk again.
This news soon went viral all around the world which caused a lot of the world’s superheroes
who were close to Bruce to appear to investigate. Another person that this news reached was
The Joker. Upon hearing this, his smile faded away. He snapped in a completely different way.
He quickly came back from hiding and started to contact all mobsters and gangs. Within a week
The Clown Prince of Crime managed to bring all of Gotham’s thugs on his side. He brought in a
lot of military assets for his men, who were willing to serve the man to death out of the sheer
fear he had caused them. Using all of his assets Joker ordered his men to take over Gotham city,
and achieved all that very quickly. During all of this Joker had also armed his men with different
weapon arsenals and techniques to hit the weaknesses of a lot of super powered foes, that he
got by the help of Alfred Pennyworth, who was helping The Clown for some reason. Moreover,
as they took over, Joker ordered his men not to kill a lot of people that were on his list, he
asked his men to incapacitate them and transport them to Gotham’s Court. After taking over
Joker sealed off all exits, from where one could enter Gotham and telecasted news throughout
the world that Gotham was under new management and if anyone were to try to enter or leave
he would blow the entire city up. As an example he made a bomb in a hospital go off, just to let
everyone know this was not a bluff.
The Joker asks the people of Gotham to carry on with their everyday life activities as he would
come to a conclusion of what to do with Gotham within the next 3 days.
The next day all the people who were in Joker’s list are all seated inside Gotham’s Court sacks
on their heads. Joker asks his cronies to take the bag of their heads. Joker explains that all these
people present here have a collar, which possess a miniature bomb, if they do anything that

Joker finds unpleasant, he’ll blow them up. He also goes on to explain that all the super
powered people present have been immobilized using their weaknesses temporarily, so it’s no
use trying to use them.
The Joker explains that all of the people gathered here today are here for one thing only, to
discuss the future of Gotham, he adds that he wants to do this in order to build a proper
Gotham City in honor of the late Batsy. However, he also tells them that failure to come up with
a middle ground could result in catastrophic events, and he might just have to blow some
buildings away to raise a sense of urgency in you all. Then he later reveals that the decision to
barricade Gotham from the outside world is simple, they did not help us when we needed it the
most and we do not need it now, the people of Gotham that matter in my eyes decide what’s
best for Gotham. Finally, he reveals the people that are there to help him when he goes outside
the room to run “errands”. So he reveals Alfred Pennyworth, Barbara Gordon and Red Hood. All
of them are there for their own reasoning. Except Red Hood, who doesn’t know why he’s there
in the first place. He believes that Joker is transpiring something against Gotham and has put
them all in this one place to get them out of the way.
A lot of questions need answering, the real reason why Joker assembled them? What did he
mean by errands? Why is Red Hood alive and by Joker’s side? Why is Barbara Gordon sitting
with the Joker and why is Harley Quinn sitting with the rest? Why is Alfred helping The Clown?
Are Red Hood and Joker working together or do they have different plans? And amongst all of
this, where is Superman?
A lot needs to be answered as the fate of Gotham hangs in the balance, and the committee
begins with Joker going outside to run errands and the Red Hood trying to warn everyone else.

Joker intends on having civilized conversation, hence using Batman’s database has
successfully immobilized every one of their gadgets and superpowers. In other words,
no one can use their special techniques unless THE CLOWN allows it (This applies to
everyone at the Dias as well, except for The Joker)
Standard MUN procedures will be followed in the committee, however this will be
treated as a Crisis committee and you are expected to come up with solutions to the
crisis’ given to you on the spot. Therefore, you are not supposed to be bringing in
possession papers for this committee.
The committee is open for any sort of action that a delegate might want to take, but it
has to get the go signal from one of the committee directors, in certain times of the

committee you could even try to outsmart the Dias and really put the committee on its
head. The possibilities of what you can do are endless.
Catwoman:
Catwoman, the costumed alias persona of Selina Kyle, is a cat burglar with an on-again, off-
again, romantic relationship with Batman. She is shown as a woman who is very strong-
willed, independent and morally dubious.
She is in a very unstable state at the moment. She hasn’t coped well with the death of
Batman. With Jason a few feet away from her, she desperately wants to get her hands on
him and make him pay. However, with the predicament that she’s in right now, she decides
put that matter aside and actually do something for Gotham, in order to carry on Bruce’s
legacy. Within the committee she plans on keeping everything that Batman has taught her
and use it to shape Gotham for the better, but she also wants nothing to do with The Red
Hood and will not listen to whatever the man has to say.
Dick Grayson:
As the first Robin, Dick Grayson was the most famous sidekick in all of fiction. As he
ventured forth on his own, he formed the Teen Titans and became their leader. When the
boy became a man, he became the independent hero known as Nightwing.
The death of a father figure, that’s what Dick, considers this to be. But staying true to what
Batman had taught him, he decides not to delve upon the past and keep moving forward.
Dick plans on doing whatever he can for Gotham, no matter whatever it takes. He’s cautious
of the Joker right now, as he suspects something much bigger is about to play out. However,
the biggest thing that is distracting the former Robin is Alfred and why has he aligned with
The Clown.
Harley Quinn:
Harleen Quinzel was a psychiatric resident at Arkham Asylum, where she met the
incarcerated Joker. Falling in love with her patient, she conspired to break him out of prison
and eventually became his lover and loyal sidekick, Harley Quinn.
As expected of Harley, she does not seem to care about what happens to Gotham.

However, even in her insane state, she cannot help but wonder why is she not standing
beside Joker, and why has Barbara seemingly taken her place. Nevertheless, she still plans
on doing what the Joker might find amusing, but a few steps in the wrong direction might
just make her lose faith in Mr.J.
Poison Ivy:
A brilliant botanical biochemist, Pamela Isley is a fervent eco-terrorist out to save the
world's plant life by any means necessary. She often finds herself at odds with Batman,
though they have, on occasion, fought on the same side.
Poison Ivy does not really care all too much about what’s happening in Gotham as of late or
for its people. However, she believes this might be a wonderful chance to fight for plant life.
Her aim is to help the committee forge a new path for Gotham, but also make sure that she
gets what she wants.
Scarecrow:
Utilizing a fear-inducing gas known as fear toxin, Jonathan Crane preys upon the people of
Gotham City as the villainous Scarecrow.
Scarecrow is always in it for scarecrow. Driven by revenge, his aim is to end the Bat’s legacy.
His aim is to work for a Gotham that can assure him a good life and also make sure that he
gets his revenge on Batman and all his associates, so he plans to please the Joker and try to
work the Bat family out of Gotham.
James Gordon:
James Gordon is one of Batman's first supporters, helping him fight against crime and
corruption in Gotham City. He eventually rose to the rank of Commissioner in the Gotham
City Police Department, and continues to be one of Batman's greatest allies.
Gordon is a man that is broken. First he loses one of his closest allies and now he sees his
daughter deep within the dark side. His resolve is weak and the commissioner sees no
future for Gotham. In this state of helplessness, Gordon just wants one thing, his daughter,
and no matter what he’s willing to get her back.

Harvey Dent:
Formerly the D.A. of Gotham City, Harvey Dent was an ally of Batman and Commissioner
Gordon until he had acid thrown onto the left side of his face by a mob boss, scarring him
for life. The incident drove Harvey insane and he became Two-Face, obsessed with chance
and always carrying a double-headed coin, which he flips to determine his every decision.
Harvey sees both sides of the issue. He wants to believe that The Joker wants to do
something for the betterment of Gotham, but he also realizes that all of this might just be a
ruse. Harvey aims to use his little left since of morality to come to a decision that might help
Gotham, but the route he might take to do so, is all dependent on a coin flip.
Ra’s Al Ghul:
Ra's al Ghul, whose name translates to "The Demon's Head" in Arabic, is the centuries-old
leader of the League of Assassins. He sees humanity as a cancer poisoning the Earth, and
seeks to eliminate most of them in order to stave off environmental disaster. He has clashed
frequently with Batman, whom he hoped to make his successor.
With Batman gone, he sees this as an opportunity. Ra’s al Ghul hopes to make The Joker see
his way. He believes that this might be the first time The Clown is acting with him being in a
stable state of mind. He hopes to make The Joker realize the faults of the human race and
work with him to exterminate human kind from Gotham City.
Mr. Freeze:
After his wife became terminally ill, Dr. Victor Fries devoted his life to saving her and used
cryogenics to freeze her to get time to find a cure. After being attacked by his boss Ferris
Boyle and exposed to some of his chemicals, Fries could only survive in sub-zero
temperatures and built a special suit to keep himself alive, becoming Mr Freeze.
Mr. Freeze is a simple person. He’s willing to lend Gotham a hand in its time of need, but
wants to make sure that he gets perfect conditions afterwards to conduct his research.
Penguin:
Intelligent, rich and sophisticated; Oswald Cobblepot puts up a gentlemanly front, but
behind closed doors he is the angered, power hungry criminal known as The Penguin. He

Tim Drake:
At the age of nine, Timothy Drake cleverly deduced the identities of Batman and Robin.
Four years later, after the death of Jason Todd, Tim convinced Batman that he should be the
new Robin. Eventually resigning from the role, he is now Red Robin.
Perhaps the most cunning of all of Batman’s protégé’s, Tim might be devastated by the loss
of the Dark Knight, but if there’s one thing he knows, it’s to stay calm and try to solve things
for the betterment of the people of Gotham, and that’s exactly what he plans to do. He
suspects that Jason might have sold his soul to the dark side so is not paying close attention
to him. He plans to keep playing along but also try to come up with a way to get some sort
of assistance or communication with the outside world. All in all his main effort is to drag
this along as peacefully as possible until he finally gets his moment to break through.
Another thing that he wants to get done is to get Alfred back to his senses, as he believes
that might be the key.
Deadshot:
Deadshot is one of the world's greatest assassins, known for his expert marksmanship and
near perfect track record. He is one of the core members of the Suicide Squad.
A man rarely fazed by anything, Deadshot even through all this chaos looks to just complete
his mission and move on. His main aim is to assist Amanda Waller and Black Mask fulfills
their goals of world control. He looks to be the mole inside the other factions of the
committee and bring people to their side.
Talia Al Ghul:
Talia is the daughter of Ra's al Ghul and the heir to his world-wide criminal empire. She has
been both lover and mortal enemy to Batman, and is the mother of Damian Wayne, the

Deathstroke:
Genetically engineered to surpass all human limits, Slade Wilson was once a soldier but now
works as one of the most feared assassins in the DC Universe. He has frequently clashed
with the Teen Titans, Batman, the Justice League, Green Arrow, and even gods!
A man with unknown motives but devastatingly outrageous skills, Deathstroke is here for
one purpose only, to defy the Bat family and their ideologies. He hopes to create a world
that is rid of their ideology and works as a proper balance between dark and light.
Lucius Fox:
Lucius Fox is the current CEO and President of Wayne Enterprises and a sought after
businessman all over the corporate world. He is a skilled engineer and has designed many of
Batman's gadgets and vehicles.
Being the backbone of Gotham’s economy, Fox is a worried man. Without him the city is
basically shut down from a economical standpoint and adding the grief of losing Bruce to
this, Fox is a confused and broken man who was going to look for Alfred for assistance, but
with him turned to the darkside, Fox sees little hope and looks to follow in the Butlers
footsteps and try to help the Clown achieve whatever he wants.
Black Mask:
A ruthless Gotham mob boss and leader of the False Face Society known for his extreme
hatred for Bruce Wayne and sadistic talent for torturing his victims.
He considers this to be a chance to get rid of the filth of Wayne enterprises from Gotham
and start a economical revolution in the city, with him at its top. Him and Amanda Waller
hope to work to achieve just that.

Damian Wayne:
Damian Wayne is the son of Bruce Wayne and Talia al Ghul. Trained by the League of
Assassins all his life, Damian joined his father’s side in the war against crime by becoming
the fifth Robin.
The death of his father, left him in great agony and despair, but more importantly, it made
him think whether his father just too idealistic, and that his grandfather was right all this
time. Caught in a dilemma Damian looks to listen to sides, his mother and grandfather and
the bat family in order to come to a decision for Gotham. Also, Damian’s blood rages on as
he wants to kill Jason right now as well as Alfred who has aligned himself with The Clown
after all his service.
The Riddler:
Edward Nigma is a villain obsessed with riddles, puzzles, and brain teasers, who took the
alias of the Riddler to commit crimes. Riddler frequently tries to outsmart Gotham's hero
Batman, but is always defeated by the Dark Knight.
Considering this entire mess to be one big puzzle, Riddler considers this a challenge, to
prove why he is the king of riddles. He looks to help every one crack this case.
Wonder Woman:
The princess of the Amazons, armed with powers of a god, Wonder Woman is one of Earth's
most powerful defenders of peace and equality and a member of the Justice League. She is
often considered an archetype for the comic book superheroine. She stands for Love, peace,
and above all else, truth! Her original origin depicted her as a clay figure brought to life by
the gods, but in recent years she has been depicted as the daughter of Zeus and the
Amazon queen Hippolyta.
A person that is awfully close to Batman, the news of his demise made her awfully
distraught, due to which she came running in to see what had become of her friends
beloved city. Upon realizing now what is happening, Wonder Woman for the first time sees
herself backed up against a corner and powerless. But, even in these conditions, she strives
to make the truth come out. She hopes to work with Bat Family to get the truth of this
situation and then try to solve this entire issue.

Flash:
Having discovered his mother murdered and his father blamed for the act, forensic scientist
Barry Allen sought to clear his father's name and find the real killer. After being doused in
chemicals and struck by lightning, Barry was granted the gift of super-speed. Now he
protects his hometown of Central City as The Flash, the fastest man alive and founding
member of the Justice League.
The effect of this was so huge on the Flash that he even considered tapping into the speed
force and preventing this from happening, but from past experiences he knew this is never
a smart idea and decided to not do so. Right now Barry is just a man at the edge of his seat,
trying to keep his friends legacy alive, by any means necessary.
Black Canary:
Dinah Lance was born into a family of crime fighters; her mother was a vigilante and her
father is a cop. She grew up with the company of heroes, and after years of training,
followed in her parent's footsteps by assuming the costume, identity, and legacy of her
mother Dinah Drake, the Black Canary.
Another close ally of the Bat from Justice League, she hopes to avenge the Bat and get his
legacy to live on forever through this summit.
Cassandra Cain:
The daughter of two notorious assassins, David Cain and Lady Shiva, Cassandra left her
father as a child after she killed a man and saw his pain and fear while he died. After saving
Commissioner Gordon's life, she became the new Batgirl with Batman and Oracle's blessing,
and was later adopted by Bruce Wayne. Later still, she gave the role of Batgirl to her friend
Stephanie Brown, and became Black Bat.
A person that understood Batman’s ideology the best, after being able to witness what
death actually felt like. With her memory of the Bat living on strong, she plans to avenge
Bruce, by having Jason’s head and wants to make Alfred reconsider his actions, but all in all
her aim is to do what is best ofr Gotham and carry out Gotham’s legacy.

Green Lantern:
With the ability to overcome great fear and harness the power of will, test-pilot Hal Jordan
was chosen to be the Green Lantern of Sector 2814 inheriting the ring of the dying alien
Green Lantern, Abin Sur. He later on went to creating his own power ring from his own will
power. Through sheer will power and determination, Hal has established an impressive
record of heroism across the galaxy with the help of his fellow Green Lanterns as well as his
peers in the Justice League.
Like his fellow JL companions, lantern wants to crack this mystery as soon as possible and
then move on to create a Gotham according to what Batman wanted. However, unlike
everyone else, Hal can’t help but think of one thing. Where is Superman amongst all this
carnage and he believes that might be a major key.
Stephanie Brown:
Stephanie Brown is the Cluemaster's daughter. She becomes the Spoiler to "spoil" her
father's criminal plots, and dated Tim Drake while he was Robin. Steph temporarily
becomes Robin when Tim is forced to quit by his father. Later, she briefly resumes being
Spoiler before Cassandra Cain decides to pass her the mantle of Batgirl.
Another Bat family member that has been devastated due to the tragic death of Bruce,
Stephanie looks to help Tim Drake in his quest to prolong this summit without any serious
damage occurring and try to find a way to communicate with the outside world.
Carmine Falcone:
Carmine “The Roman” Falcone was the head of organized crime in Gotham City during the
early years of Bruce Wayne’s return to Gotham. He inherited the empire from his father
Vincent Falcone.
A man that now is just powered by revenge, Falcone wants to erase everything that Bruce
has in Gotham for all the troubles that he had caused him. He aims to setup his own empire
that rules over Gotham with an iron fist.

Amanda Waller:
Mayor of Gotham:
A person that has never been the biggest fan of Batman and the Bat family, she has shown
signs of her resentment towards them in the past, issuing a kill on sight order on them as
well, as she sees them as the magnet that attracts all these freaks to Gotham.
Right now she’s in a dilemma, her ego does not allow her to side with the Bat family even
though they’re doing something for the betterment of the people. Right now her aim is to
still try to act as the commanding chief of Gotham and try to work with Gordon to get some
stability in the city back.
Rorschach:
A violent, noir detective/anti-hero and the chief protagonist of the "Watchmen" series, with
a black-and-white worldview and an uncompromising moral code, Rorschach is well-known
among criminals as the terror of the underworld.
Rorschach is a person that one would not closely affiliate with the Bat, but due to his
demise Rorschach still came to Gotham, with an intention to pay his respect to the man, as
he believed batman was a person possessing a very similar moral code like him. Since all of
this has occurred and Rorschach sees himself in this predicament, he looks to be Gotham’s
new Dark Knight. Believing himself to be a more ruthless, Batman, Rorschach aims to show
the summit just the type of person he has and what they need for the city’s stability.
SUMMIT OF JUSTICE
Raven:
Raven battles the forces of evil alongside her adoptive family, the Teen Titans while trying
to control her baser, antagonistic instincts she inherited from her demonic father, Trigon.
Raven being the member of the titans looks to follow their lead and try to bring some
balance in this world. However, her lose emotions to get the better of her when she snaps
due to emotional distress, and that’s something she might want to avoid.
Cyborg:
Half man, half machine - all hero! After a near fatal incident, Victor Stone was cybernetically
enhanced by his father. He now possesses the ability to communicate, manipulate, and
interface with nearly all forms of technology. As he is constantly upgrading, he promises to
defend the future from any threat. He is also a founding member of both, the Justice
League and the Teen Titans.
A man always looking to serve justice where possible, Cyborg sees no middle ground. Joker
and Red Hood both deserve to be behind bars and that’s his aim. Looking to prolong as
much as he can, Cyborg is looking for that one opening to communicate with the outside
world.
