I do not know how this story of police detention started but I can say that about 10-15 persons at the
scene were telling the officer NOT to treat this lady like that, the officer had NO apparent reason to feel
threatened and to react with the VERY HIGH LEVEL OF FORCE, UNSUSTAINED, NOT NEEDED AND
BRUTAL against this person. Total exaggeration.
I pay +$90K in TAXES to this country & community, and Im expecting a Police Service of the highest level.
I have never seen any problem, I think the Bellevue Police Department is very effective, very friendly,
but when I saw this situation at FACTORIA on Sunday AM, Im sorry but my opinion of the Department
really changed!!! I think this is an outliar in your procedures stats, but it needs to be considered for the
future.
Im writing to formally complaint in defense of a person I do not even know, I would like this officer to be
trained against Police Brutality and Overuse of force, and to be given a strong warning of NOT treating
undefensive women this way, with NO reasons. This is a positive message to prevent this situations of
Overuse of Force by your officers to happen again….
I hope Bellevue Police Management treats my complaint with the highest level of respect and
seriousness, and I would appreciate that you do not pass this message or any identifier related to my
person to the specific officer or any other officer of your Department. I demand confidentiality of this
message, this is a compliant for Management.

events before he took the suspect to the ground. The video does not show the rest of the
encounter. This video is booked into evidence.
In the video that Mr. provided, Officer Dowsing can be seen escorting the handcuffed
suspect to his car. He acts in a calm, professional manner, even as the suspect continues to be
argumentative and initially refused to get all the way into the back of the patrol car. Officer
Dowsing can be heard explaining the charges to the suspect. Additionally, he is still alone and
has to ensure his own safety while still dealing with the suspect and onlookers.
Mr. was at the Factoria Square Mall and was walking toward DWS shoes. He noticed a
patrol vehicle blocking the roadway and that it was odd, that was what initially drew his
attention to the area. He kept looking around and then noticed an officer at the front driver side
window of a black Mercedes. He was within 10-15 feet of the front of the Mercedes that the
officer was at. He could hear the officer politely requesting something from the driver and the
driver was “aggressively” refusing to give him anything. Mr. then saw the driver reach
away from where the officer was standing and he then saw the car “lurch forward”, he thought
she had put it in gear. That is when the officer reached inside the vehicle and grabbed the keys
out of the vehicle. He heard the officer say, “Ma’am get out of the car.” She refused to get out
of the vehicle. The officer then opened the door and reached in to pull the driver out of the
vehicle. He could hear the officer telling the driver to stop resisting and she was refusing to
comply with the officer. She started to yell loudly and stated something along the lines of “get my
husband” and “Everybody look at what he’s doing to me”. The officer repeatedly and
“reasonably” asked the driver to comply and she refused.
Mr. noticed a male in a red jacket started recording the incident and he wanted to make
sure it was known that the recording of the incident happened well after the initial contact
between the officer and the driver. He saw the male in the red jacket approach the officer, within
4-5 feet, and the driver at least two separate times, maybe even three. Each time the officer
asked him to step back.
The officer then “flipped” the female and they went down to the ground. He saw the officer place
an arm around the driver’s neck and told her to stop and put her hands behind her back. She
refused at first but then complied with the officer’s requests. He saw the officer stop his hold on
her and put her into handcuffs, stand her up, and bring her to his patrol vehicle. She continued
to try and move away from the officer while she was been brought to the patrol vehicle. That is
when additional police officers arrived on scene.
Mr. continually said during his statement that the officer was referring to the driver,
even during the struggle, as “Ma’am” and was very “reasonable with her.” He even described
the officer as “polite” to the driver and the male that approached him several times in an
aggressive manner. stated, “He (the officer) was way nicer to him than I would have
been.”
Mr. statement is generally consistent with Officer Dowsing’s report and the findings
of the Use of Force investigation. Additionally, the video supports Officer Dowsing’s recall of
the events as well. There does not appear to be any violations of policy, procedure or law and
this should be closed as a DS.
