2.7 Design guide for ‘Preparation of flow diagram of coal handling system’ TCE-M6-
ME-563-015.

3.0 PREPARATION OF SPECIFICATION

The specification shall be prepared generally as enumerated in the checklist for

procurement of coal handling system by rail – TCE.M12-ME-CL-563-030 and
general check list for procurement of material handling system / equipment –
TCE.M12-ME-CL-670-085. However, the following aspects pertaining to the
unloading of coal from ships at the jetty area shall be specifically covered.

3.1 SHIP UNLOADING SYSTEM – GENERAL DETAILS

The following details shall be furnished in the specification.

3.1.1 Type of ships to be received – (Geared / Gearless / Self unloading ships).

3.1.2 Minimum and maximum Dead Weight Tonnes (DWT) capacity of ships to be
received.

3.1.3 Type of unloaders – grab bucket unloader (or) continuous ship unloaders.

3.1.4 In case of receipt of gearless ships, the scope of supply of ship unloaders
mounted on the berth shall be clearly spelt out.

3.1.5 Lowest low tide level and maximum high tide level.

3.1.6 Width of the ship.

3.1.7 Detailed dimensioned G.A. drawings showing the layout of equipment on the
berth including conveyors, travelling hoppers, if applicable, continuous ship
unloader if applicable, walkways, access for fire protection mobile vans, dust
suppression piping, cable location for travelling hoppers, continuous ship
unloader(s) mounted on the berth shall be furnished.

3.1.8 Whether double side berthing or single side berthing is envisaged.

3.1.9 Travelling hoppers shall be specified only if the geared vessels are likely to be
received.

3.1.10 Scope of travelling hopper rails required on the berth shall be furnished.

3.2 GRAB BUCKET TYPE UNLOADERS MOUNTED ON THE BERTH

3.2.1 Type of grab bucket unloader i.e. travelling luffing type with a boom / gantry crane
type.

3.2.2 No. of grab bucket unloaders.

3.2.3 Cream digging rate of each grab bucket unloader in tonnes / hour.

3.2.4 Whether hopper receiving coal from grab bucket shall be mounted on the
travelling unloader or separately.

3.2.5 Details of feeding arrangement required from the hopper to jetty conveyor(s).

3.2.6 COAL PROPERTIES

(a) Maximum lump size

(b) Bulk density

(c) Max. percentage of fines

(d) Moisture content

3.2.7 Whether dust suppression arrangement required or not? If required type and brief
details of the same.

3.2.8 Limitations, if any, in regard to total weight and maximum wheel load of the
unloader.

3.3 CONTINUOUS SHIP UNLOADERS

3.3.1 Type

3.3.3 Rated capacity of each unloader in tonnes / hour.

3.3.4 Arrangement for feeding on to jetty conveyors.

3.3.5 Coal properties as given in 3.2.6.

3.3.6 Whether dust control arrangement is required? If required type and brief details of
the same.

3.3.7 Limitations if any, in regard to total weight and maximum wheel load of the
unloader.

3.4 TRAVELLING HOPPERS

3.4.1 Number of travelling hoppers and capacity of each travelling hopper.

3.4.2 Design & construction details like valley angle of the hopper, outlet dimensions,
liner details, top opening details, height restrictions, details of feeder below the
outlets, isolation gate details, travel speed and drive motor details, rail clamping
details, brake for travel, control of travelling hoppers and its feed rate, etc., shall
be specified.

3.4.3 Whether arrangement for dust suppression required? If required, type of dust
suppression and details of the same.

3.4.4 Coal properties as furnished in 3.2.6.

3.4.5 Limitations, if any, in regard to total weight of completely filled up travelling

hopper and maximum wheel load.

4.0 REVIEW OF BIDS

The bids shall be checked generally as enumerated in the checklist for

procurement of coal handling system by rail TCE.M12-ME-CL-563-030.
However, the following aspects pertaining to the unloading of coal from ships at
the jetty area shall be specifically checked.

4.1 Gantry crane details such as travel speed, total weight of crane, wheel loads,
lifting arrangement for boom portion etc.

4.2 Grab bucket details like capacity, dimensions, material of construction, speeds,
rated capacity, drive ratings, etc.

4.3 Travelling hoppers details as specified.

4.4 Jetty details like width, top of jetty level, arrangement of conveyors, trailing cable
layout, dust suppression piping arrangement, etc.

4.5 All other details as specified.

5.0 GUIDELINES FOR PREPARING PURCHASE RECOMMENDATION

AND PURCHASE ORDER
