Procurement of Consultancy Services

The commissioner Mekran Division / Project Director intends to invite Technical and Financial
Proposals for Procurement of Consultancy Services for the Detail Design/Master Planning of Buleda
Town. Required Consultancy Services are defined in scope of services for the Detail Design of Buleda
Town as per BPPRA Rules 2014.
The consultants must submit the following information and proof of their competency for this job.
1. Copies of license of valid registration with the PEC (Pakistan Engineering Council) or PCATP
Pakistan Council of Architecture and Town Planners.
2. In case of association or Joint venture, copy of Joint Venture agreement or M.O.U between
associating firms.
3. Name, Address, Phone, Fax and E-Mail Address along with complete postal and telegraphic
address of registered head office and branch offices.
4. Curriculum Vitae (CV) of Principal, Proprietor, Managing Director, Partners and Directors
including the individual registration from respective Councils along with updated renewal.
5. Bank certificate and financial statement summary for the past 5 years.
6. National Tax No. of firm /consortium /joint venture along with proof of submission of last 5
years income tax returns.
7. Details of consortium / Association, (Applicants may note that association of more than 3
firms is not allowed.
8. List of similar works of design and Engineering undertaken by the firm with the following
details.
a. Name / Title of Design Project
b. Name and Address of similar Consultancy Services rendered (i.e. Pre-feasibility/ Study /
detailed Design / tender documents / etc ) along with duration period.
9. List of relevant Technical Personnel with qualification in continuous employment with firm /
consortium / joint venture for the last one year.
10. List of employees from sub para 9 above committed on other project.
11. Total Personnel strength for the last five years.
12. List of litigation / Blacklisting, cases or actions, proposed by government, of the firm /
Consortium / joint venture if any, for the last 05 years with any organization. In case of no
litigations / Blacklisting history the firm / consortium / joint venture will provide affidavit duly
endorsed by Notary Public on a stamp paper of Rs: 100/- otherwise submit details of such
cases and their present status.
13. Consent to sign (lead firm i.e Pakistani) integrity pack with Project Director, Commissioner
Mekran Division.
14. Firms are required to submit their Bids by 1:00 Pm on 03/04/ 2020 in the office of
Commissioner Mekran/Project Director. Technical Bid will be opened on the same day at 2:00
Pm. Financial Bid must include 2% Bid Security in shape of Pay Order / Demand Draft or
Deposit at Call from Commercial bank.
15. Detailed RFP can be obtained from the office of undersigned on any Working Day During office
Hours on Payment of RFP Document Fee of PKR 2,000/-

INTRODUCTION

Project Director, Commissioner Makran Divisionis therefore inviting Technical and Financial
Proposals from the reputable and experienced local consultancy firms, individually or in
association/joint venture with other well experienced consultancy firms of high standing. The
interested firms may apply for issue of Request for Proposal documents from the office of the
Project Director / Commissioner Mekran at Turbat during working hours, attaching a scanned
copy of valid PEC and PCATP registration. Complete Technical and Financial Proposals in
sealed envelopes should be submitted at the Office of the Commissioner, Makran Division, at
Turbat by 20/02/ 2020.

SECTION – 3: INFORMATION TO CONSULTANTS

3.1 The name of the Assignment is:

3.5 The date and time of proposal submission are: 28-01-2020


3.6 The consultant must familiarize themselves with local conditions and take them
into account in preparing the Proposal. The basic relevant information relating to
the project is available and may be examined in the offices of the Project Director,
Commissioner Makran Division.

3.7 The Project Director, Commissioner Makran Division will assist the Consultants in
obtaining necessary information available with the authority, to carry out the
services, and make available relevant project data and reports.

3.8 Please note that the expenditure of preparing the Proposal including any visit to
commissioner office/ of the site is not reimbursable.

3.9 Consultants or any of their affiliates shall not be hired for any assignment, which,
by its nature may be in conflict with another assignment of the consultants.

3.10 The consultants shall observe the highest standards of professional ethics during
the selection and execution of such contracts in pursuance of the policy i.e.

a. Corrupt practice means the offering, giving, receiving or soliciting of anything


of value to influence the action of a public official in the selection process or in
contract execution, and fraudulent practice means a misrepresentation of facts
in order to influence a selection process or the execution of a contract to the
detriment of the Project Director, Commissioner Makran Division and includes
collusive practice among Consultants (prior to or after submission of
proposals) designed to establish prices at artificial, not competitive levels and
to deprive the Project Director, Commissioner Makran Division of the benefits
of free and open competition.
b. Project Director, Commissioner Makran Division will reject the Proposal for
award if it determines that the Firm / Consortium / Joint Venture has engaged
in corrupt or fraudulent activities in competing for the contract in question;

c. Project Director, Commissioner Makran Division will declare a Firm/
Consortium / Joint Venture ineligible, either indefinitely or for a stated period
of time, to be awarded a contract if it at any time determines that the Firm /
Consortium / Joint Venture has engaged in corrupt or fraudulent practices in
competing for, or in executing the contract.
d. The “integrity Pact” shall be signed by the Firm / Consortium / Joint Venture at
the time of Contract Agreement.

3.11 The Consultants may request a clarification in respect of any of the documents at
least 07 working days before the Proposal submission date. Any request for
clarification must be sent in writing by paper mail, cable, facsimile, or electronic
mail to the Project Director, Commissioner Makran Division’s address as indicated.
The Project Director, Commissioner Makran Division will respond by cable, telex,
facsimile, or electronic mail to all invited Consultants and will send copies of the
response to all invited Consultants who intend to submit the Proposal.

SECTION – 4: SCOPE OF WORK

1. Background

Turbat is the administrative center of Makran Division and Kech District. The town is
located in southern Baluchistan province in Pakistan. It is situated on the left bank of
the Kech River, which is a tributary to the Dasht River. The Makran Range to the north
and east descends to coastal plains in the south. The town is a marketplace for dates
grown in the surrounding region and has a date-processing factory. Jowar, barley,
wheat, and rice are also grown, and livestock are also raised. Turbat has an
international airport which offers direct flights to Gwadar, Karachi, Oman and Sharjah,
U.A.E. The road network links Turbat with Panjgur and Kalat to the northwest and
Pasni to the southeast and to Karachi in the East.

2. Objective

Project Director, Commissioner Makran Division intends to hire the services of a


qualified and competent consulting company individually, or in association with other
consultancy companies, with proven ability and experience in city and regional
planning with modern planning techniques and infrastructure planning capabilities.

3. Scope of Consultancy Services

The consultants will be required to carry out consultancy services for the following
components;

 Water Supply System


 Sewerage System
 Drainage System
 Roads

Scope of each component mentioned above elaborated below;

3.1 Master Planning

a) Preparing land use guidelines and conducting land use planning studies
in specific areas.
b) Developing and implementing city-wide and neighbourhood-level
urban design projects.
c) Advancing the Smart Choices Program and initiatives.
d) Area Planning
e) Preparing and implementing Area Redevelopment and Station Area
Plans to facilitate development and re-development to create liveable
and complete communities throughout Edmonton.

f) Conducting land use studies, developing land use policies and
guidelines to achieve Edmonton’s policy of increasing housing unit
growth in the Downtown, mature neighborhoods and around LRT
stations.
g) Facilitating and supporting city-led initiatives to implement Council’s
vision of a more compact and sustainable city.

3.2 Infrastructure Design

The consultants shall carry out the detailed engineering design; prepare tender
documents, Technical Specification, BOQ and engineer’s cost estimates for the
following components:

 Water Supply System

a) Prepare water demand forecast up to year 2033 on the projection of


population with realistic allowances for losses and unaccounted for
water. Suggest the future requirements of the source and
transmission/ distribution system to meet the requirements of the
planning horizon.
b) Carryout network analysis and development of water supply computer
model for each operational sub division for further examination.
c) While exploring the use of Over Head Reservoirs (OHR), study the use
of existing OHRs (functional / non-functional). The location of new
OHRs may be determined through the detailed computer modeling of
the distribution system considering the available water sources, their
location, pipe network and water demand etc.
d) Study the shortcomings of distribution network through computer
aided analysis and prepare proposals for replacement of inadequate
water lines, additional linking and looping to improve the system for
equitable/ balanced supply distribution to all the services area.
e) Study and evaluate existing water source including exploring of other
potential water sources along with their technical, economic and
financial comparison with suggestions for their effective utilization.

 Sewerage

h) Determine the future needs of the sewerage system by forecasting up


to year 2033 on the projection of population keeping in view the
change in land use.

i) Study and evaluate the capacity of existing sewerage system, if any, in
order to check the adequacy of the system. Special emphasis may be
given to trunk/ branch sewers and adequacy of the existing pumping
stations.
j) Study the sewage flows being discharged in to the storm water drains
due to either non availability or inadequacy of sewerage system and
prepare proposals for separation of sewerage inflows from the storm
water drains.
k) Study the existing lift stations which have been installed due to non-
availability of comprehensive sewerage system, inadequacy of available
sewerage system or for disposal of areas located in depressions.
Prepare proposals for their possible elimination in different phases
during the planning horizon. The lift stations where double pumping is
involved may be critically examined.

 Drainage

a) Evaluate the quantity of storm water flows likely to be generated in the


planning horizon at different stages of development keeping in view
the rapid reduction in permeability due to change in land use and
diminishing of open areas.
b) Prepare proposals for primary, secondary and tertiary drainage
network capable of conducting designed storm water flows anticipated
in the planning horizon. This will include remodeling and rehabilitation
of existing drainage system to cope with the increased storm flows in
the coming times effectively and efficiently. This will also include
provision of new drainage stations, if required. Already prepared
proposals in different districts will be studied, integrated and made
part of the overall plan.
c) Prepare the detailed engineering design for primary, secondary and
tertiary drains..
d) Identify and study all the ponding areas, suggest the measure for their
elimination and include in the overall proposals. The consultants will
prepare comprehensive proposals for elimination or minimization of
ponding time after detailed engineering study for all the ponding areas
of the city.
e) Study, review and evaluate the merits/ demerits of covering of storm
water drains in the present scenario with sewage inflows in the drains
and in the future scenario after separation of the sewage.
f) Study the existing drainage system regarding encroachments, reduction
of water ways and inadequate clearance for water passage underneath

bridges/ culverts. Suggest and prepare the appropriate proposals to
conduct the future design flows effectively.

 Roads

Design of roads covers the following components:


a) Assessment of traffic loads and flow pattern
b) Roads layout showing road coordinates and levels
c) Geometric design including road levels, longitudinal profiles
d) Allocation of service corridors for different utilities within right of way
e) Typical Junction details
f) Assessment of carriage ways for different right of ways
g) Structural design of roads including typical cross sections
h) Recommendations on borrow materials
i) Recommendation for selection of query of construction materials
j) Design of road drainage system
k) Design of road structures including culverts and bridges
l) Detailed Design, drawings, specifications, bill of quantities and cost
estimates.

Note:- The scope of services is not limited to above and may be revised by Project
Director, Commissioner Makran Division prior to the submission of the Technical
and Financial proposals.

SECTION – 6: EVALUATION CRITERIA

Project Director, Commissioner Makran Division has received funds from P&D Department
Government of Baluchistan, cited above with Scope and duration of project is as under:

(i) Scope: (Master Planning & Infrastructure Design).


(ii) Project Period: (06 Months)

1. Eligibility: Valid Registration of professional with Pakistan Council of Architect and


tow Planner (PCATP) and Pakistan Engineering Council (PEC) and/or any other
relevant professional body (as applicable) in relevant category and discipline is
mandatory.

2. Dead line of Submissions:-Applications are invited from interested Firm /


consortium / Joint Ventures for short listing. The application along with following
documents must reach on the address mentioned herein below on or before on
19-01-2020. Request for Proposal (RFP) shall be issued to short listed
consultants only.

3. Required Documents:- It must include following details/documents and will be


evaluated as per following Criteria and Sub criteria:

4. Evaluation Criteria:

i. Application With required documents attached shall be evaluated on the score


obtained / Consortium / Joint Ventures obtaining 70% (the range may be
changed / decided by the Project Director, Commissioner Makran Division and
above score shall be short listed / qualified.

ii. Applications of black listed Firm / Consortium / Joint Ventures shall not be
considered.
iii. Project Director, Commissioner Makran Division shall disqualify the applicant if, at
any stage, It finds that the' information submitted for qualification was either
significantly
inaccurate or incomplete.
