CONTENTS
The commissioner Mekran Division / Project Director intends to invite Technical and Financial
Proposals for Procurement of Consultancy Services for the Detail Design/Master Planning of Buleda
Town. Required Consultancy Services are defined in scope of services for the Detail Design of Buleda
Town as per BPPRA Rules 2014.
The consultants must submit the following information and proof of their competency for this job.
1. Copies of license of valid registration with the PEC (Pakistan Engineering Council) or PCATP
Pakistan Council of Architecture and Town Planners.
2. In case of association or Joint venture, copy of Joint Venture agreement or M.O.U between
associating firms.
3. Name, Address, Phone, Fax and E-Mail Address along with complete postal and telegraphic
address of registered head office and branch offices.
4. Curriculum Vitae (CV) of Principal, Proprietor, Managing Director, Partners and Directors
including the individual registration from respective Councils along with updated renewal.
5. Bank certificate and financial statement summary for the past 5 years.
6. National Tax No. of firm /consortium /joint venture along with proof of submission of last 5
years income tax returns.
7. Details of consortium / Association, (Applicants may note that association of more than 3
firms is not allowed.
8. List of similar works of design and Engineering undertaken by the firm with the following
details.
a. Name / Title of Design Project
b. Name and Address of similar Consultancy Services rendered (i.e. Pre-feasibility/ Study /
detailed Design / tender documents / etc ) along with duration period.
9. List of relevant Technical Personnel with qualification in continuous employment with firm /
consortium / joint venture for the last one year.
10. List of employees from sub para 9 above committed on other project.
11. Total Personnel strength for the last five years.
12. List of litigation / Blacklisting, cases or actions, proposed by government, of the firm /
Consortium / joint venture if any, for the last 05 years with any organization. In case of no
litigations / Blacklisting history the firm / consortium / joint venture will provide affidavit duly
endorsed by Notary Public on a stamp paper of Rs: 100/- otherwise submit details of such
cases and their present status.
13. Consent to sign (lead firm i.e Pakistani) integrity pack with Project Director, Commissioner
Mekran Division.
14. Firms are required to submit their Bids by 1:00 Pm on 03/04/ 2020 in the office of
Commissioner Mekran/Project Director. Technical Bid will be opened on the same day at 2:00
Pm. Financial Bid must include 2% Bid Security in shape of Pay Order / Demand Draft or
Deposit at Call from Commercial bank.
15. Detailed RFP can be obtained from the office of undersigned on any Working Day During office
Hours on Payment of RFP Document Fee of PKR 2,000/-

Project Director, Commissioner Makran Divisionis therefore inviting Technical and Financial
Proposals from the reputable and experienced local consultancy firms, individually or in
association/joint venture with other well experienced consultancy firms of high standing. The
interested firms may apply for issue of Request for Proposal documents from the office of the
Project Director / Commissioner Mekran at Turbat during working hours, attaching a scanned
copy of valid PEC and PCATP registration. Complete Technical and Financial Proposals in
sealed envelopes should be submitted at the Office of the Commissioner, Makran Division, at
Turbat by 20/02/ 2020.
3.2 The number of copies of the Technical Proposal required are: One Original and One Copy

3.7 The Project Director, Commissioner Makran Division will assist the Consultants in
obtaining necessary information available with the authority, to carry out the
services, and make available relevant project data and reports.
3.8 Please note that the expenditure of preparing the Proposal including any visit to
commissioner office/ of the site is not reimbursable.
3.9 Consultants or any of their affiliates shall not be hired for any assignment, which,
by its nature may be in conflict with another assignment of the consultants.
3.10 The consultants shall observe the highest standards of professional ethics during
the selection and execution of such contracts in pursuance of the policy i.e.
3.11 The Consultants may request a clarification in respect of any of the documents at
least 07 working days before the Proposal submission date. Any request for
clarification must be sent in writing by paper mail, cable, facsimile, or electronic
mail to the Project Director, Commissioner Makran Division’s address as indicated.
The Project Director, Commissioner Makran Division will respond by cable, telex,
facsimile, or electronic mail to all invited Consultants and will send copies of the
response to all invited Consultants who intend to submit the Proposal.
Turbat is the administrative center of Makran Division and Kech District. The town is
located in southern Baluchistan province in Pakistan. It is situated on the left bank of
the Kech River, which is a tributary to the Dasht River. The Makran Range to the north
and east descends to coastal plains in the south. The town is a marketplace for dates
grown in the surrounding region and has a date-processing factory. Jowar, barley,
wheat, and rice are also grown, and livestock are also raised. Turbat has an
international airport which offers direct flights to Gwadar, Karachi, Oman and Sharjah,
U.A.E. The road network links Turbat with Panjgur and Kalat to the northwest and
Pasni to the southeast and to Karachi in the East.
2. Objective
The consultants will be required to carry out consultancy services for the following
components;
a) Preparing land use guidelines and conducting land use planning studies
in specific areas.
b) Developing and implementing city-wide and neighbourhood-level
urban design projects.
c) Advancing the Smart Choices Program and initiatives.
d) Area Planning
e) Preparing and implementing Area Redevelopment and Station Area
Plans to facilitate development and re-development to create liveable
and complete communities throughout Edmonton.
The consultants shall carry out the detailed engineering design; prepare tender
documents, Technical Specification, BOQ and engineer’s cost estimates for the
following components:
Sewerage
Drainage
Roads
Note:- The scope of services is not limited to above and may be revised by Project
Director, Commissioner Makran Division prior to the submission of the Technical
and Financial proposals.
