1 Purpose
This document details the housings to be utilised in a standardised Modular Substation for
installation in the Melbourne Metropolitan Railway.
2 Scope
This document shall apply to all modular substation installations.
3 Abbreviations

4 Definitions
Substation An installation for the conversion of Electrical Energy from one
form to another. For the purposes of this document, the word
Substation shall be interpreted as including Tie-stations.
Tie-station An installation solely consisting of 1500V DC Switching
Apparatus for the purpose of paralleling and protection of the DC
Traction Overhead Wiring.
Shall Is used as the descriptive word to express a requirement that is
mandatory to achieve conformance to the standard.
Should Is used as the descriptive word to express a requirement that is
recommended in order to achieve compliance to the standard.
Should can also be used if a requirement is a design goal but
not a mandatory requirement.

6 Housing Requirements
Housings shall be readily transportable by road, preferably without the need for vehicle
piloting (consult VicRoads regulations and requirements).
Housings shall be designed to meet Australian Standards for buildings/enclosures, and any
foreseeable external loads such as wind, etc. Housings shall have a minimum design life of
60 years.
Overall, the Housing shall achieve an ingress protection level of IP66.
Housings shall have a durable coating as protection against environmental factors such as
UV, water, chemical attack, etc. They should be resistant to graffiti and able to be cleaned
with standard graffiti removal techniques without sustaining damage.
Housings shall have sufficient access for personnel, and for removal/replacement of
equipment.
Support structures shall be designed to meet Australian Standards for structural elements,
and have a minimum design life of 60 years
Where support structures are used, the space between support posts shall be completely
occupied with fine-aperture, wire mesh panels that can be removed if necessary. These
panels shall be fastened using security head fasteners.
7 Lighting
Lighting shall be provided both internally and externally on each Housing. Lighting fixtures
may be either of the LED or fluorescent type.
The following lighting levels should be provided as a minimum:
Internally: 200 Lux, 100% uniformity
Externally: 14 Lux, 40% uniformity
Exterior lighting shall be able to be operated both manually and automatically, either by
means of a timer, or a durable PE cell.
8 Signage
There shall be external signage providing warning of the high voltage nature of the
substation in accordance with AS 2067. These shall be provided in the following areas as a
minimum:
All access doors/openings
All visible walls
On fencing (if fencing is provided)
All equipment shall be numbered and labelled as specified in MESP 000003-06 -
Substation Device Naming, Numbering and Labelling. The details of this aspect will be
confirmed and approved by MTM before construction.

9 Emergency Equipment
There shall be emergency exit signage located within each housing in accordance with AS
2293.1. Other features such as crashbar exits, emergency lighting, etc. shall be provided as
required by relevant building codes and AS 2067.
Fire extinguishers shall not be provided.
10 Security
All external doors shall be secured with Protec2 Cliq locks which must be procured through
MTM.
Internal doors, if required to be lockable, may be secured with Protec2 Cliq or standard
substation locks.
The security system shall include the following:
Fire and smoke detection (internal)
Motion sensing (internal)
11 External Connections
All connections between housings shall be readily accessible irrespective of the desired
arrangement of modules. It is suggested that connections be located on the same face of
the housing as a door, or on the underside of the housing.
Consideration must be given to the bending radius of cables and the space required for
maintenance when designing external connections, particularly for connections on the
underside of the housing.
No penetrations shall be made in the roof of the housing
Any penetrations in the wall of the housing shall be sloped downwards, towards the outside
to prevent water ingress. External connections should be designed to have an ingress
protection level of IP66.
