CHAPTER 1

SITE INFORMATION
INTRODUCTION
Microwave communication is the transmission of signals through electromagnetic radio
waves by means of one or more targeted microwave dishes. A precondition for optimal
microwave communication is that there are as few constraining factors as possible in the data
transmission between the transmitter and receiver equipment. Microwave connections are
essentially based on the line-of-sight principle.

The receivers of microwave signals are usually installed at or on top of commercial


buildings in the vicinity of private residences, preferably at a transmitter location on top of a
mountain or hill.

Microwave signals can easily be transmitted and received via a satellite dish. Contrary to
radio signals, microwave signals can be combined and transmitted directly to the location of the
receiver. The higher the antenna the further the range of the signal is. However, a microwave
signal with an optimal and a reliable range does not stretch further than the limits of the visible
horizon.

This section will provide a narrative of the base stations site and all the chosen repeaters station
specifically from SM Sta. Mesa to Valdeavilla Alley, Lucena, Quezon Province with the
following details: geographic coordinates, elevation above mean sea level, weather conditions,
accessibility/access roads, commercially available electric power and water supply, telephone
communications, presence of airports (location of the nearest airport), security/peace and order,
terrain type

BASE STATION A: SM CITY STA. MESA, QUEZON CITY

Position
Latitude: 14.602800N Longitude: 121.018838E Elevation: 7 m

Description
Relay 1 is located at SM Sta. Mesa, which is Aurora Boulevard where the area is surrounded by
commercial buildings with a small amount of residential area. The nearest body of water from
SM Sta. Mesa is the Pasig River which and San Juan River.

Weather Condition

According to weatherspark.com, the summers in Quezon City are the summers are short,
hot, and overcast; the winters are short, warm, wet, and partly cloudy; and it is oppressive year
round. Over the course of the year, the temperature typically varies from 72°F to 93°F and is
rarely below 68°F or above 96°F.

The hot season lasts for 1.5 months, from April 5 to May 21, with an average daily high
temperature above 91°F. The hottest day of the year is April 26, with an average high of 93°F and
low of 78°F.

The cool season lasts for 2.6 months, from November 23 to February 12, with an average daily
high temperature below 87°F. The coldest day of the year is January 20, with an average low
of 72°F and high of 85°F.

A wet day is one with at least 0.04 inches of liquid or liquid-equivalent precipitation. The
chance of wet days in Quezon City varies very significantly throughout the year. The wetter
season lasts 7.0 months, from May 19 to December 19, with a greater than 42% chance of a given
day being a wet day. The chance of a wet day peaks at 70% on August 12. The drier
season lasts 5.0 months, from December 19 to May 19. The smallest chance of a wet day
is 14% on March 22.
Among wet days, we distinguish between those that experience rain alone, snow alone,
or a mixture of the two. Based on this categorization, the most common form of precipitation
throughout the year is rain alone, with a peak probability of 70% on August 12.

To show variation within the months and not just the monthly totals, we show the rainfall
accumulated over a sliding 31-day period centered around each day of the year. Quezon City
experiences extreme seasonal variation in monthly rainfall. Rain falls throughout the year in
Quezon City. The most rain falls during the 31 days centered around August 6, with an average
total accumulation of 12.7 inches. The least rain falls around March 20, with an average total
accumulation of 1.4 inches.

Unlike temperature, which typically varies significantly between night and day, dew
point tends to change more slowly, so while the temperature may drop at night, a muggy day is
typically followed by a muggy night. Quezon City experiences some seasonal variation in the
perceived humidity.

The muggier period of the year lasts for 11 months, from February 18 to January 12,
during which time the comfort level is muggy, oppressive, or miserable at least 92% of the time.
The muggiest day of the year is July 25, with muggy conditions 100% of the time.

The least muggy day of the year is January 23, with muggy conditions 89% of the time.

Access Roads
Since the SM Sta. Mesa is located in a commercial area located at Aurora Boulevard, which can
be accessed easily.

Nearby Bodies of Water


The closest body of water in the selected station is the Pasig River on the southern side and the
San Juan River on its southern and eastern side. However, the proposed design will not be
passing through this body of water.

Nearby Airport
The nearest airport in the selected location is the Ninoy Aquino Internation Airport which is 13.6
km away.

Commercial Electric Company/Water Supply


Meralco, the nearest site branch office is also located at Lubiran, Santa Mesa Heights,
Metro Manila which is 2.6 km away from SM Sta. Mesa. La Mesa Dam which is located at the
La Mesa Ecopark, Quezon City, Metro Manila which is 21.3 km away from the SM Sta. Mesa.
Manila Water engaged GHD to conduct the structural investigation of the 21 structures in
Balara Filtration Plant 1 & 2, located in Old Balara, Quezon City, Philippines. GHD was also
engaged to conduct a flood study and prepare detailed engineering designs and cost estimates for
the flood control systems of the Balara Treatment Facility.
Maynilad starts water reservoir project in Quezon City. Maynilad Water Services Inc., a
joint venture between Metro Pacific Investments Corp. and DMCI Holdings Inc., will start this
month the construction of a P190-million concrete water reservoir in Novaliches, Quezon City,
which is expected to be completed by April 2014.
The dam is designed to hold 10 million liters of water, enough to meet the supply needs
of some 555,000 Maynilad customers. In the last five years since the first quarter of 2008, we
have spent over P35.95 billion to improve and expand our infrastructure network,” Maynilad
chief executive and president Ricky Vargas said in the statement.
“As a result, about 96.7 percent of our customers now have 24-hour water supply,”
Vargas said. “We will continue to invest in our network to ensure that safe and reliable water is
available to all our customers.”

Security
According to osac, there is moderate risk from crime in Manila. The PNP reported,
however, that the total volume of crime during the first half of 2018 had dropped, and that the
volume of index and non-index crimes decreased. The nationwide crime rate dropped by 21.5%
from July 2016 to June 2018 compared to the same period from 2014 to 2016, according to PNP
data. Crimes against persons such as physical injuries and sexual assault also decreased. The
nearest police station in the site is the Sta. Mesa Police Station (PS-8), which is conveniently
located at the Old Sta. Mesa, which is 1 km away from SM Sta. Mesa.

Telecommunications Providers
Since SM Sta. Mesa is located in a commercial area the telecommunications providers
present around the SM Sta. Mesa area are the most prominent in the country: PLDT, SMART,
Globe, and their subsidiaries.
Terrain Type
The location where the station is to be placed is on a commercial city space near at some
buildings and establishment.

Accessibility
The location for the relay station is located at the urban area and near many commercial
spaces and can easily accessed through land transportation since it is right beside a road, which is
the Aurora Boulevard.
RELAY STATION 1: BINITAGAN, BINANGONAN, RIZAL

Position
Latitude: 14.315142N Longitude: 121.231984E Elevation: 219.8 m

Description
Relay 2 is located at Binitagan, Binangonan Rizal, which is along Manila E. Road. Commercial
buildings with a small amount of residential area surround the area. The nearest body of water
from Binangonan, Rizal is the Angono River, which is 9.5 kilometers away.

Weather Condition
In Binangonan, the summers are short, hot, and overcast; the winters are short, warm, wet, and
partly cloudy; and it is oppressive year round. Over the course of the year, the temperature
typically varies from 73°F to 94°F and is rarely below 68°F or above 97°F.

The hot season lasts for 1.7 months, from April 7 to May 29, with an average daily high
temperature above 92°F. The hottest day of the year is May 1, with an average high of 94°F and
low of 78°F.
The cool season lasts for 2.7 months, from November 24 to February 15, with an average daily
high temperature below 87°F. The coldest day of the year is January 21, with an average low
of 73°F and high of 85°F.

A wet day is one with at least 0.04 inches of liquid or liquid-equivalent precipitation. The chance
of wet days in Binangonan varies significantly throughout the year.
The wetter season lasts 7.4 months, from May 19 to December 31, with a greater
than 39% chance of a given day being a wet day. The chance of a wet day peaks
at 60% on October 7.
The drier season lasts 4.6 months, from December 31 to May 19. The smallest chance of a wet
day is 17% on March 26.
Among wet days, we distinguish between those that experience rain alone, snow alone, or
a mixture of the two. Based on this categorization, the most common form of precipitation
throughout the year is rain alone, with a peak probability of 60% on October 7.

experiences extreme seasonal variation in monthly rainfall.

around October 22, with an average total accumulation of 10.1 inches.

Access Roads
Since the Binitagan, Binangonan, Rizal is located in a commercial area located along Manila E.
Road, which can be accessed easily.

Nearby Bodies of Water


The closest body of water in the selected station is the Angono River, which is 950 meters away.
This is the only body of water located at the station.

Nearby Airport
The nearest airport in the selected location is the Rizal International Airport, which is 18.9 km
away.

Commercial Electric Company/Water Supply


Meralco, the nearest site branch office is located at Manila E. Rd., Angono, Rizal, which
is 8.3 km away from Binangonan, Rizal. The Neo Water Supplier, which is located at the
Regidor, Binangonan, Rizal which is 1.15 km away from Binitagan, Binangonan, Rizal.
The Rizal Province Water Supply Improvement Project will help Manila Water expand
its services as it delivers safe and reliable water supply to 1,391,508 million households as well as
industrial and commercial customers in the east of Metro Manila.
Since the utility commenced operations in 1997, the total volume of potable water
supplied has increased from 440 ML/D billed volume in 1997 to 1.3 BL/D current billed volume,
while special programs have enabled low-income communities to access potable water around the
clock.
GHD has been engaged to provide project management consultancy for Package 1 of the
Rizal Province Water Supply Improvement Project, which involves the development of a 100
ML/D water treatment plant that will extract water from Laguna de Bay – the largest freshwater
lake in the Philippines.
The project will involve the construction of raw water intake structures, raw water pump
station and pipeline, water treatment plant, waste treatment and disposal facility and pipeline, as
well as a Process Optimization Research Facility.

Security
According to statisa, in 2014, there about 314.3 crime incidents per 100,000 individuals across
the CALABARZON Region of the Philippines. Provinces of Cavite, Laguna, Batangas, Rizal,
Quezon and one highly urbanized city, Lucena comprise the region and has around 14.4 million
populations. The nearest police station in the site is the Binangonan Municipal Jail, which is
conveniently located at the Rizal Municipal Hall, which is 1.1 km away from Binangonan, Rizal.

Telecommunications Providers
Since Binitagan, Binangonan Rizal is located in a commercial area the telecommunications
providers present around here area are the most prominent in the country: PLDT, SMART,

RELAY STATION 2: ATISAN, SAN PABLO CITY, LAGUNA

Position
Latitude: 13.969694N Longitude: 121.266139E Elevation: 466 m

Geographical Description
Relay 3 can be found in Atisan, San Pablo City. The nearby vicinity is filled with few households
and municipal infrastructures. Rice fields with some tree growth surround the exact area and a
mountain on its left side facing north.

Weather Condition
In San Pablo, the summers are short, hot, and overcast; the winters are short, warm, and partly
cloudy; and it is oppressive and wet year round. Over the course of the year, the temperature
typically varies from 71°F to 92°F and is rarely below 68°F or above 96°F.
Based on the beach/pool score, the best time of year to visit San Pablo for hot-weather activities
is from mid January to mid April.

The hot season lasts for 2.0 months, from April 6 to June 5, with an average daily high
temperature above 90°F. The hottest day of the year is April 29, with an average high of 92°F and
low of 76°F.
The cool season lasts for 2.8 months, from November 24 to February 16, with an average daily
high temperature below 84°F. The coldest day of the year is January 23, with an average low
of 71°F and high of 83°F.

The drier season lasts 4.8 months, from January 5 to May 30. The smallest chance of a wet day
is 19% on March 26.

Access Roads
There are few municipal infrastructures and households near the station thus it is still
accessible since the main area is an open field that can be accessed. The surrounding is very
spacious with high elevation therefore we consider it a suitable place to erect the site.

Nearby Bodies of Water


The closest body of water in the selected station is the Tikob Lake, which is 4.5
kilometers away and the Malaking Tubig River, which is 5.79 kilometers away. These are the
only body of water located at the station. However, it will only cross the Malaking River.

Nearby Airport
There are no nearby airports in the area.

Commercial Electric Company/ Water Supply


Meralco, the nearest site branch office is located at Pan-Philippine Hwy, San Pablo City,
4000 Laguna. The San Pablo City Water District, A Corporation duly organized under PD 198 as
amended, is tasked to contribute to the improvement of the quality of life of the residents of the
San Pablo City by providing potable, adequate and affordable water supply in the entire city
while remaining to be self-reliant and financially viable water district.
Pursuant to the provision of Presidential Decree (PD) No. 198 and based on the Wilson-
Montgomery Feasibility Study, the Municipal Board of San Pablo City, through the initiation of
the then City Mayor Cesar P. Dizon, passed Resolution No. 309 on December 17, 1973. This
created San Pablo City Water District (SPCWD), which assumed sole control and administration
of the City’s water system with 5,614 service connections. The SPCWD was formally organized
on January 1, 1974 and was granted its Conditional Certificate of Conformance (CCC) No. 04 by
the Local Water Utilities Association (LWUA) on March 19, 1974.

Security
Index crimes are those included in the calculation of the crime index. In the Philippine
context, these are categorized into two: crimes against persons (murder, homicide, physical injury
and rape) and against property (robbery, theft, carnapping and cattle rustling). Batangas has the
least number of index crimes in the CALABARZON with a total of 835 for January to May of
2016. The statistics for the other provinces are Laguna, 957; Quezon, 1009; Rizal, 1113; and
Cavite 1638. The nearest Police Station in the selected location is the San Pablo City Police
Station.

Telecommunication Providers
The telecommunications providers present in Atisan, San Pablo, Laguna are the most
prominent in the country: Infinivan, PLDT, Sun Telecom, Globe Telecom Center, Velcoms
Network, Globe Telecom.

Terrain Type
The location where the station is to be placed in an open field with a number of trees
nearby.

Accesibility
The location for the relay station is near a town and may be easily accessed through land
transportation due to the presence of roads.
RELAY STATION 2: SAMPALOC SANTO CRISTO, QUEZON

Position
Latitude: 13.984519N Longitude: 121.490501E Elevation: 353.5 m

Description
Sampaloc Santo Cristo is situated at the island of Luzon. Elevation at these coordinates is
estimated at 210.2 meters or 689.6 feet above mean sea level. Surrounded by the Sierra Madre
Mountains, makes it cold all year around. The Maapon River which divides the northern part of
Sampaloc and the Southern half, it delivers pure, clean, fresh and crystal-clear water from the
neighboring province of Laguna. Many caves are also found here, the Malaog cave is an example.
Waterfalls are also found here, almost every barangay has one, Asidillo Falls on Barangay.
Caldong, Bayongon Falls on Barangay. Bayongon. The Highest point can be found on Barangay
Caldong which meters above sea level, while the lowest point can be found on Barangay Banot
which is less than 20 meters above sea level.

Population
Its population as determined by the 2015 Census was 8,953. This represented 6.01% of the total
population of Sariaya. According to the 2015 Census, the age group with the highest population
in Sampaloc Santo Cristo is 10 to 14, with 1,019 individuals. Conversely, the age group with the
lowest population is 80 and over, with 44 individuals. The population of Sampaloc Santo Cristo
grew from 4,405 in 1990 to 8,953 in 2015, an increase of 4,548 people. The latest census figures
in 2015 denote a positive growth rate of 2.03%, or an increase of 899 people, from the previous
population of 8,054 in 2010.

In Sampaloc, the summers are short, hot, and overcast; the winters are short, warm, windy, and
partly cloudy; and it is oppressive and wet year round. Over the course of the year, the
temperature typically varies from 72°F to 88°F and is rarely below 69°F or above 91°F.
Based on the beach/pool score, the best time of year to visit Sampaloc for hot-weather activities is
from mid January to mid April.

temperature above 86°F. The hottest day of the year is May 8, with an average high of 88°F and
low of 76°F.
The cool season lasts for 2.7 months, from December 1 to February 21, with an average daily
high temperature below 81°F. The coldest day of the year is January 28, with an average low
of 72°F and high of 80°F.

experiences extreme seasonal variation in monthly rainfall.
Rain falls throughout the year in Sampaloc. The most rain falls during the 31 days centered on
December 3, with an average total accumulation of 11.8 inches.
The least rain falls around April 2, with an average total accumulation of 2.3 inches.

We base the humidity comfort level on the dew point, as it determines whether perspiration will
evaporate from the skin, thereby cooling the body. Lower dew points feel drier and higher dew
points feel more humid. Unlike temperature, which typically varies significantly between night
and day, dew point tends to change more slowly, so while the temperature may drop at night, a
muggy day is typically followed by a muggy night.
The perceived humidity level in Sampaloc, as measured by the percentage of time in which the
humidity comfort level is muggy, oppressive, or miserable, does not vary significantly over the
course of the year, staying within 1% of 99% throughout.

Access Roads
The area is located near at the Tayabas – Sariaya Road on the southern side, while on the
southern west side it has PNR Tracks and other commercial buildings and municipal
infrastructures like school, church, barangay hall and many more. Apparently, there is a Mountain
on the northern side and rice fields on the surroundings.

Nearby Bodies of Water


The closest body of water in the selected station is the Lagnas River. This is the only body of
water located at the station, which is 1.94 kilometers away that could serve as the water source.

Nearby Airport
The nearest airport in the selected location is the Ninoy Aquino International Airport.

Commercial Electric Company/Water Supply


One city and six towns in the province of Quezon recently signed a memorandum of
understanding (MoU) with Meralco for the latter’s Energizing Partnerships Program (EPP). The
agreement affirms Meralco’s commitment to pave the way for the province’s growth and
progress, particularly in Tayabas City, and the municipalities of Candelaria, Lucban, Mauban,
Pagbilao, Sampaloc and San Antonio. These partnerships include Meralco’s extension of
facilities and installation of streetlights as well as One Meralco Foundation’s community
electrification programs that will benefit various barangays in the said localities. Future
partnerships also include Meralco’s inclusion in the Municipal Disaster Risk and Reduction
Management Council. Notably, Quezon is the site as well of Meralco’s joint venture power
generation projects. Tayabas City Mayor Reynoso said, “Energizing partnerships with Meralco
will result to more support for the projects of local governments, which in turn will lead to
economic development and improvement of our services to our constituents.”
For the past 41 years of its existence, the Quezon Metropolitan Water District proudly
stands in the forefront as one of the strong water districts in the Southern Tagalog region and in
the archipelago. It plays a significant and major role in the common task of making its service
areas a better place to live in by providing our concessionaires in Lucena City, Tayabas City and
the Municipality of Pagbilao, with an efficient and effective water supply system.
Being among the earliest water districts to be formed in the country on January 29, 1975,
QMWD received early financial, technical and institutional development assistance from the
national government through the Local Water Utilities Administration (LWUA).
  QMWD is first known as the Lucena-Pagbilao-Tayabas Water District or simply
LUPATA and obtained LWUA’s Conditional Certificate of Conformance No. 17 on May 16,
1975. Its water sources include six high yielding springs, located upland enabling water to be
supplied by gravity and another 16 production wells.

Security

some tree growth surround the exact area and a mountain on its northern part, which is the Mount
Banahaw.

Accesibility
Rice fields surround the location for the relay station though it is also near a town and may be
easily accessed through land transportation due to the presence of roads and PNR railroad.

BASE STATION B: VALDEAVILLA ALLEY, LUCENA, QUEZON PROVINCE

Position
Latitude: 13.941375N Longitude: 121.613939E Elevation: 22.8 m

Description
Relay 4 Ibabang Talim and is located in Province of Quezon, Calabarzon Philippines. Valdeavilla
Alley has a length of 0.13 kilometres. The area is situated north of the narrowest section of Luzon
in Quezon Province, located 98 km (60 mi) southeast of Metro Manila.

In Lucena, the summers are short, hot, and overcast; the winters are short, warm, windy, and
partly cloudy; and it is oppressive and wet year round. Over the course of the year, the
temperature typically varies from 74°F to 91°F and is rarely below 71°F or above 94°F.

Access Roads
The area is located about 98 kilometres (60 mi) southeast of Manila, the capital of the Philippines
and main gateway to the country. The protected landscape is easily accessible via the Pan-
Philippine Highway, the national highway that connects the whole country, which traverses the
middle of the alley. The road that cuts through the alley includes a zigzag section open only to
light vehicles. A longer diversion road bypasses that part of the road.

The closest body of water in the selected station is the Pagbilao Bay, which is 10 kilometers
away, the Dumacaa River, which is 0.5 kilometers away, and the Tayabas Bay, which is 15
kilometers away from the station.

Nearby Airport
The nearest airport in the selected location is the Ninoy Aquino International Airport, though it
takes hours to reach the airport.
Commercial Electric Company/Water Supply
Quezon is home to several power plants that supply energy to the Luzon grid. The
Pagbilao Power Station is the first power plant in the province. Located at Isla Grande in
Pagbilao, the 735 MW coal fueled power plant started operations as early as 1993. This power
plant is currently being managed by Team Energy Corp. and is undergoing a 420 MW expansion.
The Mauban Power Station is also a coal fueled power plant located in Barangay Cagsiay I.
Managed by Quezon Power, the 420 MW power plant started operations in the year 2000. The
third power plant, a 600 MW coal fueled plant, is currently in the planning stage and is going to
be located in Barangay Villa Ibaba in the town of Atimonan. Together, these three provide jobs to
the people as Quezon as well as addressing the energy needs of the province and the greater
Luzon area.
There are three power distributors in the province, namely Meralco, Quezon I Electric
Cooperative (QUEZELCO-I), and Quezon II Electric Cooperative (QUEZELCO-II). Meralco
provides electricity to the province's second district as well as the adjacent towns of Pagbilao,
Lucban, Sampaloc, Mauban and Tayabas City. QUEZELCO-I distributes power to the towns of
the province's 3rd and 4th districts. QUEZELCO-II distributes power to the towns of the
province's first district, except for the towns served by Meralco.
The Quezon Metropolitan Water District (QMWD), formerly known as the Lucena
Pagbilao Tayabas Water District or LUPATA, serves the Metro Lucena area including Lucena
City, Tayabas City, and Pagbilao. It draws its water largely from the May-it Spring although this
source has prove inadequate to supply the area. Other towns are served by their own water
districts. Some areas like the Infanta area are characterized by highly productive aquifers but
other areas like Mauban and Atimonan have no significant water productivity.
Due to the pressures of a growing population, Quezon is one of the provinces from which
the government plans to source part of the demand for water of Metro Manila. In General Nakar,
construction is ongoing as of 2016 on a tunnel to divert water from the Sumag River to Angat
Dam. The tunnel will link up with the Umiray-Angat Transbasin Tunnel to provide water to
Angat Dam. Aside from this, there are plans for the construction of the New Centennial Water
Source Project – Kaliwa Lower Dam and the Kanan Dam in Northern Quezon for power
generation and water supply of Metro Manila. The Sangguniang Panlalawigan of Quezon is
against the construction of this project stating that it will not allow water from the Agos River,
both on the left (kaliwa) and on the right (kanan) sides of the river. Locals fear that the
construction of the project would cause massive destruction of forests, crops, animals and
property in the REINA area.

Security
According to statisa, in 2014, there about 314.3 crime incidents per 100,000 individuals across
the CALABARZON Region of the Philippines. Provinces of Cavite, Laguna, Batangas, Rizal,
Quezon and one highly urbanized city, Lucena comprise the region and has around 14.4 million
populations.
