WHEN PLANNING WAH THE HIERARCHY OF CONTROLS MUST ALWAYS BE APPLIED
REFER TO THE WAH PROCESS & WORK EQUIPMENT SELECTION FLOWCHARTS PROVIDED

The application of this standard regarding the selection and use of Mobile
Elevating Work Platforms (MEWP’s) on Kier Group sites is MANDATORY.
When used in accordance with the manufacturers’ instructions and the points detailed below
MEWPs can provide a safe means of access for undertaking work at height.

Mobile Elevating Work Platforms (MEWPs) is the generic term used to describe cherry pickers,
scissor lift platforms, and vehicle/trailer mounted articulated and telescopic booms.

KIER GROUP REQUIREMENTS FOR THE USE OF MEWPs


• Ground Conditions: An assessment of the ground conditions must be made with fill material
placed and compacted as necessary to provide a suitable base/access route.
• Selection of MEWP: The supplier must be consulted and provided with site specific
information in order to ensure that the correct MEWP is provided.
• Certification for MEWP: Prior to use copies of the 6 monthly thorough examination report
must be available on site. Every MEWP must be inspected by the operator before use on site
and at weekly intervals thereafter (a record of the weekly inspection must made in the project
register).
• Competence of the operator: All operators must hold a CPCS card or IPAF card and must have
received”familiarisation training” from the supplier of the specific MEWP to be used.
All MEWP operators must be authorised and issued with a Kier Group 4055 plant permit.
• Exclusion Zones: Exclusion zones should be established using ridged barriers to keep people
out of the MEWP operating area.
• Harnesses: Full body harnesses with a fixed length lanyard must be worn in cherry pickers.
Harnesses will be required to be worn in scissor lifts if there is a risk of the operatives being
pitched out of the basket. Lanyard caribinas must always be secured directly to the designed
anchor point within the MEWP.
• Rescue Procedures: Must be in place and communicated to those involved in the operation.

OPERATION – SAFE USE OF MEWP’s CHECKLIST

1. Ground Conditions: Are there any existing cellars, basements, voids, 9 8


manholes or underground services that may affect the use of the MEWP?
2. Ground Conditions: Ground conditions may need to be improved. 9 8
Use of MEWPs can cause a deteriation in ground conditions. The ground
conditions must be monitored and maintained in good condition.
3. Ground Conditions: Is compacted fill material required to provide a suitable 9 8
access route and work area for the MEWP? Have ground bearing pressures
been identified and catered for?
4. Selection of equipment: Does the specification of the MEWP meet the 9 8
requirements for the task to be undertaken?
5. Selection of equipment: Are copies of a current 6 monthly thorough 9 8
examination report and the manufacturers’ operators’ instructions available on
site?
6. Competence: Does the MEWP operator hold an appropriate CPCS or IPAF
card, has the operator received familiarisation training on the specific MEWP
to be used, has a Kier Group 4055 plant permit been issued?
7. Danger Zones: Has the MEWP work area been cordoned off to keep people 9 8
out of the danger zones?
8. Harnesses: Cherry pickers Do all operatives in the basket have a full body 9 8
harness with a fixed length lanyard?
9. Harnesses: Scissor lift platforms Is there a risk of operatives being pitched 9 8
from the basket that makes the wearing of a full body harness and lanyard a
requirement?
10. Lanyard Caribinas must be secured directly to the designed anchor point at all
times.
11. Overhead services/obstructions: Are there overhead electric lines within 9m 9 8
(on wooden poles) or 15m (on steel towers) of the area that the MEWPs will be
used?
NB: If so contact line owner to agree necessary control measures
12. Weather conditions: Is it likely that the wind speed will exceed 12.5m/s 9 8
(28MPH)
NB: IF so work with the MEWPs must be suspended.
Wind speed can be measured from the working platform using a hand held
anemometer or estimated using the Beaufort scale of wind force.
13. Are rescue procedures in place and understood by all persons involved? 9 8
14. Persons using MEWP’s must be made aware of the risks and associated with 9 8
the use of the equipment.
