As a public servant, the author provides examples of how they respond to emergencies and natural disasters to serve the public interest. An administrator should serve any political party faithfully while remaining neutral and having strong leadership abilities and integrity.

    TO WHOM IS PUBLIC ADMINISTRATION

    Public administration is mainly defined as government in action. As such it is concerned mostly


    with the execution and implementation of the government activity.

    Public administration work is essential in understanding political system , also Public


    administration play an important role by providing advice to elected politicians and active involvement
    in the making, enforcement and adjudication of laws and regulation and public policy .

    Public administration itself has the following subfields: organization and management, public
    personnel administration, local government administration, and public fiscal administration. in other
    words PA. Purpose is to serve public.

    There are three meaning of public , public is a government or called it a governance,


    P.A.government serve and organize public school, public hospital, public agencies,public,fund,public
    officials the second meaning is refer to the collective as beneficiary of public goods, this goods is
    distributed from public ulity,public health ,public policy etc and the 3rd meaning public as a people
    /citizen“ the presumed beneficiary of government and provider of others goods as well.

    I illustrate how P.A has effectively responded to the problems and concerns of the small
    communities and enhanced the capacity of national government to deliver what the poorest Filipinos
    need. example I as a public servant and one of the officers in local disaster risk reduction management
    office, in case there is an vehicular accident in the area I can command rescue team to give respond to
    the victims of the said accident immediately in that case i know that I used my position as a public
    servant, not only in accident case there are more cases in the office that we need to solve accomplish
    And also if there are coming a typhoon me and my team department are duty 24/7 before and after the
    typhoon. As an i.t in profession i can trace the track of the typhoon, and water level of magat reservoir in
    spread that information i gather using social media, radio etc. that an example of a public servant. To
    serve public in case in any situation.

    Public administration is for government, citizen, and politics. P.A role is to supervise & organize
    all that three to become a good governance. but in my opinion An administrator should be neutral in
    politics and serve faithfully any political party which comes into power. He should have “an agreeable
    personality, possess the ability to get along with the people, have character and integrity, have qualities
    of leadership, and be able to make a high percentage of correct decisions without hesitation.
