1. INTRODUCTION
This work consists of backfilling the sub-base and base materials from natural sub-
grade up and before surfacing section. The necessary plants, equipment and hand
tools are to be used for backfilling up to the required volume for each specific
sections for the quality work. The sub-base and base materials must be well
managed on site in an environmentally friendly working site atmosphere. The safety
for the employees, materials, machineries and the natural environment is paramount
for CWYC. The waste materials must be dumped in a designated area authorized by
engineers.
2. OBJECTIVE
This method statement covers the sub-base and base materials to be used for CW2
sector by CWYC, from Henganofi Bridge to Mangiro Bridge and Miunde Bridge to
Kagamuka, Mt Hagen. The purpose of the base and the sub-base materials are to
reduce the stress applied to the sub-grade layer and providing drainage for the
pavement structure and main load-bearing layer of the pavement, it spread the load
evenly over the sub-grad respectively. This detail guide will provide the clear steps
undertake to complete the process of the site activity in a safe systematic and
efficient manner in compliance to statutory and environment requirements.
3. Sub-base
This is the secondary load-spreading layer underlying the roadbase. For sub-base,
CWYC will use a material of satisfactory quality than that used in the roadbase such
as unprocessed natural gravel, gravel-sand, or gravel sand-clay. This layer will serve
as a separating layer preventing contamination of the roadbase by the subgrade
material and, under wet conditions, it has an important role to play in protecting the
subgrade from damage by construction traffic. The senior engineer and site engineer
will supervise in sub-base work.
4. Base or Roadbase
This is the main load spreading layer of the pavement. CWYC will use crushed stone
or gravel, or of gravelly soils, decomposed rock, sands and sand-clays stabilized with
cement, lime or bitumen. The senior engineer and site engineer will supervise in
base or roadbase works.

The base and sub-base work will be done under close supervision of CWYC Engineer and
the Site Engineer.
6. Base and Sub-Base Materials
The materials that CWYC will use for the sub-base and base works are as listed
below on the table 6a. and 6b.

Consider all cable as “live” unless otherwise indicated and adopt a safe system of
work when such cables cannot be terminated.
6. Contact authorities to determine the presence of explosives or an unexploded bomb
or upon finding any suspected danger.
7. Investigate fall prevention method to identify the presence of any abandoned wells or
drainage system to avoid personal from falling in it.

14.3. Noise
CWYC ensures to consider noise as an environmental constraint in his
planning and execution of the Works.

Take all necessary measure that the operation of all mechanical equipment
and construction processes on and off the Site does not cause any
unnecessary or excessive noise, taking into account applicable environment
requirements.
CWYC will use all necessary measures and maintain all plant and silencing
equipment in good condition so as to minimize the noise emission during
construction works.
14.4 Control of waste
CWYC ensures to control the disposal of all forms of waste generated by the
construction operations and in all associated activities. No uncontrolled
deposition or dumping is permitted. Waste to be so controlled includes, but
is not limited to, sewerage, all forms of fuel and engine oils, bitumen,
cement, surplus concrete, surplus aggregates, gravels etc.
CWYC ensures to make specifies provision for the proper disposal of these
and any other waste products, conforming to local regulations and
acceptable to the Engineer. In the event of any spoil or debris or silt from the
Site being deposited
on any adjacent land, the Contractor immediately remove all such spoil
debris or silt and restore the affected area to its original state to the
satisfaction of the Engineer.
