This refers to the complaint received by our Office from one (1) Mr. EDILBERTO R.
GALADO, regarding the alleged illegal activity of security personnel assigned at the
Passenger Terminal Building II Ro-Ro vehicle inspection. Port of Batangas, in Batangas
City, on April 18, 2019, by demanding and/or accepting from port users/riding public one
hundred pesos (Php 100.00) so as to forgo security check and baggage inspection. Mr.
Galado claimed to be an employee of the Department of Transportation (DOTr) and is the
driver of a RoRo bound private vehicle Ford Everest, required to undergo vehicle
inspection.
Relative thereto, we would like to inform your good office that we have referred the matter to
ATI Batangas, Inc. (ATIB), in a letter dated May 02, 2019 (Annex “A”), considering that the
Operations, Management, Maintenance and Development of Phase I, Port of Batangas,
including RORO services, is under its responsibility by virtue of its Contract with PPA dated
October 2, 2015. We have directed ATIB to conduct investigation on the matter and submit
report and action taken thereon.
Correspondingly, the Manager of ATIB, Mr. Peter Francis A. Dimayuga, submitted reply
dated May 25, 2019 (Annex “B”), together with the Investigation Report (Annex “C”) and
pertinent documents, notably the “Salaysay” of Mr. Christian Plata of the Bureau of Animal
Industry assigned at the Port of Batangas, and the “Salaysay” of Mr. John Alfred Rada,
ATIB Security Guard assigned at PTB II, Port of Batangas (Annexes “D” and “E”,
respectively), which are all self-explanatory.
As Mr. Galado claimed affiliation with the Department, we respectfully refer the matter to
your good office, for proper endorsement to Mr. Galado.

This is with connection on the letter forwarded by your good office dated 2nd May 2019 requiring us to
provide a copy of Investigation Report of the action taken in relation to the complaint of DOTr employee
named Mr. Edilberto R. Galado.
In relation to this, we gathered all the correspondence including Investigation Report from Security
Detachment Commander together with the Explanation Report made by the duty Security Guard at
Inspection Area (1-7) from Mandarin Security Services (ATIB Security provider) and also the written
statement of the Mr. Christian Plata, a Livestock Inspector of Bureau of Quarantine.
Hoping that the submission of this documented reports will give a clear information to resolve this said
incident.

days upon receipt hereof.

I. AUTHORITY
1. Reference, received email from CSM Ysmael M Estacio to investigate the security
guards who forego baggage inspection for a fee of P100.00.
2. To determine the veracity of the reported complaint regarding the security guards
who forego baggage inspection for a fee of P100.00.
3. To identify who are the possible involve security personnel.
4. To identify the anonymous complainant.
5. To determine other relevant matters that would require further security actions.
6. At around 0930H dated today April 20, 2019 the undersigned received an email
from CSM Ysmael Estacio and SMS from Terminal Manager Peter Francis
Dimayuga, stating that the Port General Manager wanted to investigate the
complaint landed to DOTr regarding the security guards who forego baggage
inspection yesterday (April 18, 2019) for a fee of PI00.00.
IV. DISCUSSIONS/FINDINGS
7. The complainant was anonymous (not identified by name and no formal filling of
complaint). Upon received the email on the above reference, undersigned CSO
investigate the matters to validate the veracity of anonymous complaint. An
inquiry learned to the security guards posted in baggage inspection at Blue Gate,
Passenger Terminal 2 & 3, private and bus inspection, all of them stated that
they did not do such allegations as they know the policy of Asian Terminals Inc.
all security personnel stated, they will not exchange their job for the PI 00.00.
8. This pertains to the ongoing investigation one (1) security personnel identified as
SG John Alfred Rada stated that around 2 to 3am of April 18, 2019, at PTB2
private vehicle inspection area he conducted inspection to the black ford Everest
vehicle while ongoing inspection he noticed the dog inside of the said vehicle and
then he asked the driver/dog owner about the documents of said dog, but the
driver did not present any supported documents, the said driver offers P100 to
the said guard in exchange on the inspection stub to allow his dog onboard the
vessel, but the security personnel refuse to accept the offer of the said driver,
afterwards, the driver introduced himself (TAGA DOTr AKO) SG Rada advised
the driver to go at quarantine. SG Rada called the attention of Livestock inspector
Mr. Christian Plata the duty quarantine personnel. See attached statement of
SG Rada. ~
CONCLUSION
d. That Mr. Edilberto R. Galado was the only person who was inspected by
the duty guards having a rude attitude and claimed to be a DOTr employee.
VI. RECOMMENDATIONS
13. The anonymous complainant should appear to this office to formally file a
complaint and properly identified the miscreant/s in order to well address and
closed this issue and might as well, be penalized the culprit and to avoid recurring
of the said glitch.
