Basic principles that formulated and enforced by
LPPOM MUI, to guide the company in handling
halal products to obtain Halal Certificate.

Procedures
A series of steps that should followed by the company to obtain
Halal Certificate.

 I. General Policies
 Halal certification can be requested for all
products categories including food, beverage,
medicine, and cosmetic in the forms of raw
material, intermediate product, final product,
and its supporting product.
 Halal certification process is requested by
companies. The category may include processing
industry, slaughterhouse, restaurant, catering
service, and distributor.

 Halal certification process shall follow the

policies and procedures made by LPPOM
MUI
 Every company shall develop and implement
HAS with minimum HAS status B.
 HAS implementation shall be made and
documented in a written form as HAS
Manual.

Registration
• Registration is done on
• the basis of product
groups.

•Registration by Distributor
Distributor shall be in one group with the manufacturer
that produce the products.

Registration for Repacked or
Relabelled Products
Can be halal certified by MUI if :
 The product has MUI Halal
Certificate, or
 The product is categorized as
No Risk Product.

Registration
• Certification can be requested for parts
or the whole products produced by the
company.
• For retailed product with certain brand to
be certified, all products of the same
brand marketed in Indonesia shall be
registered.

 Registration Status

•New : Products that has not yet ever been

certified
•Development : New products registered belong
to same group with the products that have been
certified
•Renewal : Products registered have been certified
by MUI and its halal certificate is going to be
expired

 Registration Status

If Cerol Registration complete date is more than 6

months after expiry date of Halal Certificate

Registration status is considered as a new registration,

and Halal Certificate will be issued with new number.

Note :
Registration date is the date when the company finish uploading
the registration data in Cerol.

Pre Audit  Verification of
Document Completeness

• Every registration and its related documents will be

verified by Auditing and HAS Division.
• Audit can be conducted when minimum requirements
of registration document is completed (pass pre
audit).
If incomplete  Auditing/ HAS Division will send a
pre-audit memorandum.
• Audit will be scheduled once all documents are
verified (completed) and the certification fee has been
paid.

Certification fee is made after registration done
based on a certification contract.
Covers :
1. Registration fee
2. Honorarium for auditors
3. Halal certificate
4. Status of HAS implementation/HAS certificate.
5. Laboratory analysis (for certain products)
6. Publication in Jurnal Halal magazine
*) Transportation and acomodation are excluded

 Audit
• Audit : can be on-site audit or on-desk audit.
• Audit is conducted by at least two auditors with
mandatory letter from Director.
• The production process shall be on going when on-site
audit is conducted.
• Audit is conducted to all related facilities to produce
certified products .
• Development or renewal audit in which an onsite audit
is not needed, then on desk audit will be done.

 Audit
• Audit is done during office hour .
• Auditors will do documents verification, factory
observation, physical material assessment, and take
samples (if needed).
• Audit is conducted to all related facilities to produce
certified products.
• For slaughterhouse and other very high risk product  the
audit is conducted in all facilities used for production, raw
material supplier, slaughtering, etc.
• For processing industries : factory, materials preparation or
other facility involved in production process, and toll
manufacturing (if any) .

 Audit (Cont’d)

• Audit result will be delivered by auditors in

exit meeting.
• On-site audit is conducted at plant, its covers
audit of HAS implementation.
• On-desk audit is conducted at LPPOM MUI
office.

The evaluation of audit results is done in two

forum :
1. Auditor Meeting & Laboratory Analysis (If
any).
2. Fatwa Commission Meeting.

•If there is incomplete information, Auditing

will be discussed in Fatwa Commission Meeting.

 Laboratory Analysis
Type of analysis :
• Pork/its derivatives content in meat products.
• Alcohol /ethanol residue for certain products such as flavors,
extract, drinks .
• Water absorbance testing for certain cosmetics, such as
hair coloring and mascara.
• The samples can be taken from the production site or
market.
• Once in every six months, in the internal audit time, that
certain company is required to conduct laboratory analysis
especially to detect pork content in meat products.

 Halal Certificate Issuance

Halal certificate is issued after the product is

stated as halal in the MUI Fatwa Commission
Meeting.
• Halal certificate is signed by the Chairman of MUI,
Head of MUI Fatwa Commission, and Director of
LPPOM MUI.
• Valid for 2 years.
• The information in halal certificate are certificate
number, name and company address, name and
factory address, name of products in detail and validity
date of halal certificate.

 Renewal of Halal Certificate
• Company which is going to renew its halal
certificate shall do re-registration through
CEROL System before the validity of the
certificate expires.
• Request for renewal will be treated according
to the regulations of HAS status.
• LPPOM MUI has right to announce to public for
any company which does not renew its halal
certificate.

 Amendment of Certification Data

• Amendment is data changing before the halal

certificate issuance .
• Amendment data shall be done by proposing
through a formal letter to Cerol Services.
• Amendment data in case of additional product
or additional facility after the audit process is
done, the company shall register as
development process.

 Notification Letter Issuance

• Notification Letter is based on a request from a company and fulfill the

requirements (registration status, materials, facilities, payment of halal
certification) through CEROL System (Menu: Inquiry SK).

• Type of Notification Letter (SK):

1) SKP (Notification Letter of On Going Certification Process)

2) SKPP (Notification Letter of Certificate Renewal Process)

3) SKH (Notification Letter of Halal Approval)

 Notification Letter Issuance
(Continued)
• SKP can be issued after audit and the company has fulfilled material
and facility criteria.

• SKPP can be issued before the audit been done if the registration date
in CEROL at least 2 months before the expiry date of Halal certificate
and the certification contract has been paid.
Registration date is the date when company finishing data upload on
CEROL.

• SKP and SKPP are valid for 3 months and may be extended one time
by submitting an inquiry once more.

• SKH can be issued after products have passed the MUI Fatwa
Commission SKH is valid for one month and can not be extended.

 Grace Period
of Halal Certification Process
(Disclaimer Application on Cerol)

• Certification process will be terminated if :

1. within 3 months prior to audit the company does
not give any response to the ongoing certification
process.
2. within 6 months after audit date the company
does not give any response to the ongoing
certification process.
• The certification process can be continued after
company doing re-registration.

 Revision of Halal Certificate

• Revision of halal certificate is data changing after the

halal certificate issuance by send letter to
Administration and Certification Division
(sertifikasilppom@halalmui.org).
• Data changing are such as :
 Mistakes in Halal Certificate writing
 Changes of product name
 Changes in company/factory name and address
• Revision of halal certificate does not omit a possibility
for re-audit before the revision proposal is fulfilled.

 Legalization of Halal Certificate

• Companies can propose legalization of MUI

Halal Certificate for certain purposes, ie: for
customs clearance for imported products.
• Companies shall make application letter for
legalization of Halal Certificate to LPPOM MUI
and paid the legalization fee according to the
regulation.

 Unscheduled Audit

• Unscheduled audit can be implemented to all

certified company.
• Priority to company with following criteria:
 Has obtained HAS Certificate
 Very high risk product
 Suspected to no longer fulfill HAS Criteria
• Unscheduled audit can be done with or
without prior notification.
• If there is any weakness found, then company
shall do corrective action before due date.

 New Material Approval

New material should be approved by LPPOM MUI

through CEROL System (Menu: Inquiry Material Approval)

Except :
 The New materials which have MUI Halal Certificate and
listed in LPPOM MUI website.

 The New material which is include in Halal Positive List

Materials (see MUI positive list for food material, flavor, and
fragrance).

 Regular Report

Regular Report is done by company every 6 months

through CEROL System (Menu : Regular Report)

 Company shall submit 6 monthly report based on internal

halal audit.

 HAS Division’s will give comment and company may get

Confirmation Letter of Regular Report.
