    AUTHORIZING PUNONG BARANGAY HON. JANE ABIGAEL N. FRANCISCO OF THIS BARANGAY TO


    UNDERTAKE THE NEGOTIATED PROCURMENT MODE FOR THE UTILIZATION OF THE UNUTILIZED FUND
    FOR THE 2014-2019 30% QUICK RESPONSE FUND (QRF) AMOUNTING TO ONE HUNDRED THOUSAND
    PESOS PESOS ONLY (PHP 100,000.00).

    WHEREAS, the Barangay Calamcan, Libacao, Aklan through the 30% Quick Response Fund (QRF) of the
    Barangay has appropriated the sum of One Hundred Thousand Pesos Only (Php 100,000.00) intended for the
    purchase of Hygiene kits and Food Packs.

    WHEREAS, Republic Act 9184 otherwise known as Government Reform Act and its Implementing Rules
    and Regulation Part A (IRRA-A) take effect on January 26, 2003 and October 8, 2003 respectively.

    WHEREAS, Section 52 of the IRRA-A of Republic Act 9184 provides that under the alternative method of
    shopping, the procuring entity may resort simply for the negotiated procurement method.

    WHEREAS, that in compliance to existing rules and regulations for shopping of Goods as an alternative
    method of payment for Purchase of Hygiene Kits and Food Packs.

    WHEREAS, in order to promote economy and efficiency, the BIDS and AWARDS COMMITTEE hereby
    recommended shopping as alternative method of payment for the purchase of Hygiene Kits and Food Packs.

    NOW THEREFORE, for the consideration of the foregoing resolution, We the BIDS and AWARDS
    COMMITTEE of Barangay Calamcan, Libacao, Aklan, HEREBY RESOLVED to recommend shopping as alternative
    method of payment for the purchase of Hygiene Kits and Food Packs of the Barangay.
    RESOLVED FURTHER, in motion of Hon. Larry D. Villorente and it is duly seconded by the Hon. Rapiel
