(Only through E-Procurement)
Online electronic bids through Electronic Tendering Systems (ETS) are invited from reputed Civil
Survey Agencies/Firms/Contractors having adequate experience in Topographic Contour Survey.
The Agency/Contractor should have sufficient experience in surveying large projects especially
Brown Field residential colonies/ townships etc.

Offer is invited for the Topographic Contour Survey of CCI Bokajan Township and supplying
Contour Map as per Technical Specification (Part-IV) of the Tender on FIRM & FOR destination
basis i.e. Bokajan Cement Factory, Dist: Karbi Anglong, Assam, Pin-782490 as per details given
below:
Only those tenders will be considered who fulfil the Pre-Qualification Conditions mentioned
in the tender documents.
The price-bid should be submitted only as per CCI’s Price-Bid Format otherwise the tender is
liable for rejection.
Bidders to go through the General Terms and Conditions (GTC) available at the portal of
www.cciltd.in in Tender Section and subsequently submit signed Annexure-9
(DECLARATION LETTER OF HAVING READ AND UNDERSTOOD THE GTC TO BE
UPLOADED DULLY FILLED, SIGNED AND STAMPED) with the Tender.
The Tenderer/bidder should go through all the Instructions, Special Terms and Conditions &
Technical Specification of the Tender Document before submitting the online Tender.

Important Instructions for E-procurement
This is an E-Procurement event of CEMENT CORPORATION OF INDIA. The e-procurement
service provider is Antares Systems Ltd., No.24, 1 st Floor, Sudha Complex, 3rd Stage, 4th Block,
Basaveshwara Nagar, and Bangalore 560079.
You are requested to read the terms & conditions (Part-I, II and Annexure-I- XII) of this tender
before submitting your online tender. Tenderers who do not comply with the conditions with
documentary proof (wherever required) will not qualify in the Tender for opening of price bid.
1. Process of E-tender :
A) Registration:
The process involves vendor’s registration with tender wizard e-procurement portal. Only
after registration, the vendor(s) can submit his/their bids electronically. Electronic Bidding
for submission of Techno-Commercial Bid as well as Price Bid over the internet will be
done. The Vendor should possess Class III signing type digital certificate. Vendors are to
make their own arrangement for bidding from a P.C. connected with Internet. Antares
systems ltd is not responsible for making such arrangement. (Bids will not be recorded
without Digital Signature).

B) System Requirement:

Vendors are instructed to upload documents in document library. Multiple documents can
be uploaded. Maximum size of single document for upload is 5 MB.
Once documents are uploaded in the library, vendors can attach documents through Attach
Document link against the particular tender. For further assistance please follow
instructions of Vendor Help Manual.
5. All notices and correspondence to the bidder(s) shall be sent by email only during the
process till finalization of tender by CCI. Hence the bidders are required to ensure that their
corporate email I.D. provided is valid and updated at the stage of registration of vendor with
Tender wizard (i.e. Service Provider). Bidders are also requested to ensure validity of their
DSC (Digital Signature Certificate).
6. The responsibility of downloading the related corrigenda, if any, will be that of the
responsibilities of the parties.
7. E-tender cannot be accessed after the due date and time mentioned in NIT.
8. Bidding in e-tender:
(a). Bidder(s) need to submit necessary EMD and Tender fees (If ANY) to be eligible to
bid online in the e-tender. Tender fees are non-refundable. No interest will be paid on
EMD. EMD of the unsuccessful bidder(s) will be refunded by CCI.
(b). The process involves Electronic Bidding for submission of Techno Commercial Bid
as well as Price Bid is explained in Help Manual.
a. In all cases, bidder should use their own ID and Password along with Digital
Signature at the time of submission of their bid.
b. During the entire e-tender process, the bidders will remain completely anonymous to
one another and also to everybody else.
c. The e-tender floor shall remain open from the pre-announced date & time and for as
much duration as mentioned above.
d. All electronic bids submitted during the e-tender process shall be legally binding on

the bidder. Any bid will be considered as the valid bid offered by that bidder and
acceptance of the same by the Buyer will form a binding contract between Buyer and
the Bidder for execution of supply. Such successful tenderer shall be called hereafter
SUPPLIER.
e. It is mandatory that all the bids are submitted with digital signature certificate
otherwise the same will not be accepted by the system.
f. Buyer reserves the right to cancel or reject or accept or withdraw or extend the tender
in full or part as the case may be without assigning any reason thereof.
g. No deviation of the terms and conditions of the tender document is acceptable.
Submission of bid in the e-tender floor by any bidder confirms his acceptance of
terms & conditions for the tender.
h. Unit of Measure (UOM) is indicated in the e-tender Floor. Rate to be quoted should
be in Indian Rupee as per UOM indicated in the e-tender floor/tender document.
9. Any order resulting from this open e-tender shall be governed by the terms and conditions
mentioned therein.
10. No deviation to the technical and commercial terms & conditions are allowed.
11. After submitting online bid, the bidder cannot access the tender, once it has been
submitted with digital signature.
12. CCI has the right to cancel this e-tender or extend the due date of receipt of bid(s) without
assigning any reason thereof.
13. The online tender should be submitted strictly as per the terms and conditions and
procedures laid down in the website www.cci-etender.com of Antares Systems Ltd.
14. The bidders must upload all the documents required as per terms of NIT. Any other
document uploaded which is not required as per the terms of the NIT shall not be
considered.
15. The bid will be evaluated based on the filled-in technical & commercial formats.
16. The documents uploaded by bidder(s) will be scrutinized. In case any of the information
furnished by the bidder is found to be false during scrutiny, EMD of defaulting bidder(s) will
be forfeited. Punitive action including suspension and banning of business can also be
taken against defaulting bidders.
17. Bidders are requested to read the vendor Help Manual in the home page www.ccietender.com
to familiarize themselves with the system before bidding.

Annexure- XI
PART-III- SPECIAL TERMS & CONDITIONS
Subject: Tender for “Topographic Contour Survey of CCI Bokajan Township marking all
existing quarters, buildings, landmarks, roads, large trees etc. inside CCI Township
Boundary Wall. Plotting in AutoCAD or equivalent software and submitting drawing
in Soft Copy (CAD File) and Hard Copies.”-reg.
1. General Conditions:
a) The Contractor shall read the full general Terms & Conditions from CCI Website
www.cciltd.in and submitted duly signed Annexure-9 Form along with Tender.
b) The contractor if required must visit the location and area of work (i.e. CCI Township) at
his own arrangement with prior information before quoting the rates for the work.
c) The contractor must engage Qualified /Experienced Surveyor with experience of such work
and in large scale projects. Corporation official may verify the necessary documents if
required.
d) Corporation will provide vacant quarter with supply of light, fan, water as per availability
for the engaged workers only for the specified period as per Corporation Rules. Other
arrangements like cot, mattress, food etc. has to be arranged by the contractor by himself.
No claim in this regard will be entertained.
e) Calibration report of the Instruments used for the work must be available with the
instruments. Calibration of the instruments must be done through NABL Accredited
Laboratories. Tracing Certificates for instruments used for calibrating the Survey
instruments must be available with the instruments.
f) Corporation Engineer, may ask to cross verify the survey instruments accuracy at field. The
Contractor person engaged must do the required checking as required.
g) The contractor must submit the number of surveyor and helper he will engage for the work
before starting of the work.
h) All the instruments required for the work is under Contractor Scope.
i) Safekeeping of the instruments and safety of the manpower engaged by the contractor for
the work is under contractor scope.
j) If any Tenderer wants to visit the site before submitting the Tender, may do so by informing
the Tendering Department via mail prior to visiting the site. No financial or non-financial
claims in this regard will be entertained by CCI.

4. DURATION OF CONTRACT:
The contract will be valid for a period of 04 MONTHS from the date of commencement of
the contract/ ISSUANCE OF WORK ORDER contractor has to complete the total survey
work along with plotting the map and final submission as per tender requirement to HOD
(Civil), CCI, Bokajan Cement Factory, Assam with all clarifications (if any) by the executing
department.
5. PENALTY / L.D. :
5.1 Any delay beyond the scheduled completion period of the project will attract penalty @
0.5% delay per fortnight of the total contract value subject to the maximum ceiling of 5%
of the total contract value.
5.2 The date of successful commissioning on the basis of certificate given by CCI will be
treated as the date of completion for the purpose of calculating penalty.

6.11 The contractor shall start the work within 15 days of placing the order. Time is of essence
in this context and therefore, in case of any failure on the part of the successful bidder to
start the work within the specified time, CCI may take necessary action against the
contractor and further CCI reserves the right to cancel the order at risk and cost of the
contractor, without any further reference to the successful bidders.
6.12 The contractor/bidder shall deploy required Manpower as per requirement for the job as per
office/shift timings of Bokajan Unit of CCI. Immediate replacement shall be provided in
case of absence of any of the person engaged. However, the work should not suffer for
want of replacement.
6.13 Proper identification cards with details of contractor’s firm shall be provided by the
contractor/bidder to the persons deployed. It must be ensured that the same are worn and
displayed by the contractual workers while at work.
6.14 The contractors/bidders shall ensure that person deployed by him, maintain discipline of
the highest order and that they restrict themselves to their assigned work only.
6.15 Any incidence of inappropriate behaviour by any of the person or any interference by them
in the official functioning shall be viewed very seriously and may even lead to termination
of the contract.
6.16 Consumption of Alcohol while on duty / involvement in any kind of misconduct/or in any
kind of theft or sabotage of any property of the Corporation will lead to termination of the
contract and strict action will be taken against the defaulter as per law.
6.17 Contractor or his person deployed shall not use the information/data provided to them or
handled by them in any unauthorized manner. If any instance of such unauthorized use
comes to the notice of CCI, the agency shall be liable for damages.
6.18 CCI shall not be responsible, in any way, with regards to any injury, damage or mishap
which may happen to any of the employees or agents of the contractors/bidders, during or
beyond the duty hours in the premises of the Customer/ CCI or in course of discharge of
their duties.
6.19 Any damage caused to any equipment/article or item available at the premise of the
customer/CCI due to negligence of the contractual workers/agent of the contractors/bidders
shall be on his account and he will be liable to make good the loss to the CCI. The amount
involved, if any, may at the discretion of the CCI, be recovered/deducted from the payment
due to the contractor/bidders.
6.20 The work of the contractor/bidders shall be reviewed periodically by the
company/representatives. If, on the basis of the report of the company/representatives, CCI
finds that the contractor/bidder has failed to perform as specified in the contract, she/he
may be directed to redo the work as per specification/code/requirement of the contract.
6.21 If on the basis of the report of the company/representatives, the CCI finds that the
work/service rendered by the contractor/bidder are extremely unsatisfactory, he may,
without any notice to the contractors /bidder, terminate the contract forthwith. The letter
communicating such termination of the contract shall be served on the contractor/bidder in
person or by registered post at the address mentioned in this contract or on the last known
address.
6.22 CCI as a principal employer shall not be responsible for any reminder benefit such as
workman compensation or gratuity. It shall be the responsibilities of contractor and it
cannot be linked with the duration of the association of the contractual workers with CCI.
6.23 In case of any dispute, Settlement of disputes will be as per Indian Arbitration and
Conciliation Act-1996 and Venue will be the Corporate Office of CCI, New Delhi. It is
clarified that the sole arbitrator to adjudicate any disputes arising out of the proposed
contract shall be nominated /appointed by CCI and he/she shall not be a person below the
rank of Addl. General Manager.
6.24 The contractors/bidders are required to submit his offer in two bids i.e. techno-commercial
bid and price/financial bid in the prescribed format through www.cci-etender.com of
Antares System Ltd. The technical bids shall be opened at 15:01 hrs. on the same day. The

date of opening of Price Bid/Financial bids will be intimated later on to the Techno-
Commercially qualified bidders.
6.25 The rates must be written both in figures and in words in standard format.
6.26 Rates/quotations should be digitally signed by the Tenderer with its current business
address and PAN.
6.27 The Tenderer shall sign and stamp each page of this tender document and all other
enclosures appended to it as a token of having read and understood the terms and
conditions contained herein and submit the same.
6.28 Price/Financial bids of only those bidders, which are techno-commercially qualified, will
be opened.
6.29 The successful tender(s) shall have to furnish a security deposit equivalent to 10% (Ten per
cent) value of the total contract value i.e., by way of Demand Draft / Bank Guarantee/FDR
from any nationalized bank (in CCI’s format to be provided by respective unit). Failure to
furnish security deposit in accordance with the conditions of the tender i.e., within 15 days
from the date of acceptance of the Letter Of Intent will be considered to be breach of
contract which would give the Corporation the right to terminate the contract and forfeit the
EMD amount. For such breach of contract, the Corporation will also be entitled to take any
other course of action against the successful tenderer as it may deem fit like stoppage of
business dealings / debarring from tender, etc.
6.30 The Security Deposit shall be forfeited in the event of violation of any of the terms and
conditions of this tender by the bidder or in the event of any verifiable complaint against
the contractor or his workmen. The Security deposit so deposited shall bear no interest.
6.31 CCI reserves the right to reject any or all tenders or cancel the Tender Inquiries without
assigning any reason whatsoever.
6.32 Contractor will ensure all the workers/personals entering in the Factory/Township wear
PPE (Personal Protect Equipment) during working times. Supply of PPE shall be in the
scope of Contractor and no claim for the same will be entertained by Corporation.
6.33 The tender details are available and can be downloaded from official website of the
Company i.e. www.cci-etender.com, / www.cciltd.in / & CPP Portal.
6.34 All material , machineries, manpower, tools and tackles, their conveyance, transportation
cost shall be in contractor’s/agency’s scope, CCI at most will provide unfurnished quarter
with light and water facility as per availability and Corporation Policy. Necessary foods
and all other things to be arranged by contractor. No claim in this regard will be entertained
by Corporation.
6.35 Contractor shall ensure safety of all persons engaged in the job and necessary PPEs and
other safety measures, which will be in contractor’s /bidder’s scope. CCI will in no way be
responsible for any injury /casualty of any person or damage to any equipments either of
any party and contractor has to bear all necessary liabilities for such
damage/injury/casualty.
6.36 Payment of bills will be done after completion of entire survey work and submission of
drawings as per the contract. No advance or interim payments will be done by Corporation.

ANNEXURE-XII
Part-IV TECHNICAL SPECIFICATION
1.0 GENERAL:
1.1 This specification covers the technical requirements for carrying out
“Topographical Contour Survey Works” for the CCI Bokajan Township area .
1.2 The final map will indicate the location for the existing quarters, residential buildings, schools,
banks, post office, roads, drains and other allied structures in the CCI Bokajan Township,
Contours in interval of 01mtr. or as directed by the executing department.
1.3 The work shall be executed in accordance with the specification and good standard of practice
necessary to fulfil the objectives of the survey work strictly in
accordance with the instruction and satisfaction of the engineer-in-charge.
2.0 SCOPE:
The scope of work includes the followings:
2.1 Establishment of Permanent Bench Mark (B.M.) at a specified location inside CCI Township by
fly leveling from nearest GTS bench mark or available source as approved by the Engineer in-
charge.
2.2 Topographic survey of total area inside CCI Township Boundary Wall and mark location of all
natural and artificial features of the area like waterways, trees, houses / any structure, fences,
pucca and kutcha roads including culverts and crossings, foot tracks, sewage collection
chambers, other permanent objects like telephone posts and water tank etc.
2.3 Surveying of spot levels to establish Contour lines and contour map of the total area. The
interval of contour lines shall be 1mtr or as agreed upon by Corporation Engineer of Executing
Department.
2.4 Preparation of Survey drawing in AutoCAD or similar software to show grid lines, contour lines
(at 01 mtr interval),spot levels, all permanent features, structures , contours with spot levels etc.
in suitable scale (preferably in 1:1000 or as per direction of Corporation Engineer).
2.5 Submission of Drawings in Hard Copies and soft copy (in CAD file format) in numbers as
mentioned in relevant clauses in this document hereafter.
2.6 Providing/engaging required survey instruments, tools & tackles, materials, labours, qualified
surveyors, their transport, supervision by competent engineers/surveyors and all other incidental
items as may be necessary for successful completion of the surveying etc. No claim in this
regards will be entertained by Corporation.

3.5 Positions in plan of all natural and artificial features of the area like waterways, trees, houses /
any structure, fences, pucca and kutcha roads including culverts and crossings, foot tracks,
sewage collection chambers, other permanent objects like telephone posts and transmission
towers etc. are to be established and subsequently be shown on survey drawings by means of
conventional symbols (preferably symbols of Survey of India maps). All earth deposits,
depressions, hills and valleys within the area/areas are to be surveyed and plotted on maps by
contours. Necessary levelling work of the entire area/ areas are to be surveyed and plotted on
maps by establishing horizontal location so that location and sketching of contours for the area/
areas can be done at specified intervals and in specified scales on maps.

4.0 CONTOURING:
4.1 Contractor shall carry out spot level surveying at an interval of 25m or as suitable for
contouring the area/areas. Levels shall also be taken on all traverse stations and on salient points
located at random over the area (ground points). Contours are to be interpolated at 1m intervals
after the above points are plotted. The contours shall not be just interpolated but properly
surveyed on the ground so that features falling between the two successive levels are also
picked up.
4.2 Sufficient points properly distributed over the entire area shall be located and levels taken so
that accurate contouring can be done. At places of sharp curvature or abrupt change in direction
and elevation, points selected shall be close to each other. Salient points on ridge lines and
valley lines shall also be measured.
4.3 Cross-section of canal/nallah if any shall be prepared by taking spot levels at 5m interval or less
depending upon the site conditions and instructions of the engineer-in-charge.
4.4 Levelling operation shall always start from main/subsidiary stations whose levels are based on
the bench mark established in the survey area and end on the same.
4.5 Closing error in levelling shall not exceed the limit mentioned in clause 3.3.

6.7 Field book shall be maintained for the daily work so that Corporation Engineer can review the
day work anytime.
6.8 Any reference pillars prepared for carrying out the job shall be properly guarded and levels
marked properly with permanent paint or mark.
6.9 In case of steep slopes and dense jungle etc. where griding is not possible, the method of
survey, contour intervals etc. shall be decided by the Corporation Engineer. Any unusual
condition or formations on the ground, location of rock outcrops and springs/falls etc. shall also
be noted and plotted on the maps.
6.10 The field work shall be done with total station equipment in the following
steps.
i) Establishing horizontal and vertical controls and locating reference grids and bench mark in
the area.
ii) Surveying for establishing spot levels and plotting contours.
iii) Surveying for locating natural and manmade details as described earlier.
6.11 Any clarification or contradiction regarding the specification shall be brought into the notice of
Corporation Engineer and will be finalised after agreeing by Corporation Engineer.
8.0 INSPECTION
The contractor shall make all arrangements of men, material, instruments, surveyors, necessary
records and field data etc. at the work site for checking of the work to the satisfaction of the
engineer-in-charge or his authorised representative during the progress and on successful
completion of the work.
Field book shall be maintained for the daily work so that Corporation Engineer can review the
day work anytime.
The contractor shall intimate well in advance before final decamping from work site so that the
final work can be inspected by the engineer-in-charge. This will form a part of acceptance of the
work for release of payments.
