Project Background
1. The Ministry of Road Transport and Highways (MORT&H), Government of India has
undertaken the augmentation of the Golden Quadrilateral connecting the 4 metro cities of
Delhi, Mumbai, Kolkata and Chennai. The National Highways Authority of India(NHAI) has
been entrusted with the task of implementing the Golden Quadrilateral Project, NHDP
Phase-III project besides North-South & East-West Corridor of under National Highway
Development Programme.
2. NHAI has awarded the work of Design Engineering, construction, Development, Finance
Operation and Maintenance of Oria- Bhognipur Section (Km220.000 to Km 255) on NH-25
and Bhognipur-Barah Section (Km 421.Km 449) on NH-2 in the state of Uttar Pradesh on
Build Operate and Transfer BOT (Annuity) basis through a concessionaire, M/s. O B
Infrastructure Ltd. with a Concession Agreement. The Concessionaire has completed the
construction work and the project facility is open to traffic.
3. The site has been made available to Concessionaire by NHAI free from all encumbrance and
occupations.
4. The Concessionaire shall operate and maintain the Project Highway by itself, or through
suitable and qualified O&M Contractors including tolling contractor to comply with standards
and specification spelled out by the NHAI in the Concession Agreement.
5. NHAI after due consultation with the Concessionaire and lenders, intends to appoint an
Independent Engineer(IE) to oversee the activities of the Concessionaire during the
operation and maintenance and fee collection of the Project Highway during Concession
period.
8. The Project was floated on BOT Annuity basis. The Length of Project Highway is 62.8 Km
and original Project Cost was 465.00 Crores. The Agreement for this Project was signed on
27th April 2006 between NHAI and Concessionaire and Commercial Operation Date was 30th
June 2009.
9. The Independent Consultant during the Construction phase was M/s Wilbur Smith
Associates Pvt Ltd and the services of the same Consultant were extended to O &M Phase
till 29th April 2014.
10. With effect from 29th April 2014 the Charge of Work was taken over by M/s Feedback
Infra Pvt Ltd as an Independent Consultant for this Project during the Operation and
Maintenance phase.
Concession Period : 17.5. years including construction period (Ending Date 23-
4-2024)
Dates of Annuity payments : 24th April and 24th October of each year.

The O&M requirements to be fulfilled by the Concessionaire during the O&M Phase are
summarized in the Schedule L of the Concession Agreement.
During the site inspections of the Project Highway the following operations were observed to be
in function:
The Concessionaire has been asked through various correspondences to improve level of
service towards repair of Ruts.
The Concessionaire have reported that the investigation of development of Ruts in such a large
stretch is in progress and CRRI is about to submit the Investigation Report.
Mean while the Concessionaire has started filling of deep ruts for relief to Traffic.
A 1.70 Km long stretch of Project Highway has not been constructed by the Concessionaire
because the land was encroached by people. The local Administration and NHAI have now
made the land available to the Concessionaire free from encroachments.
The Concessionaire have submitted a work schedule to complete this work within next six
Months. During May 2014 the Concessionaire initiated clearing and grubbing work, by engaging
one JCB but again stopped the work within 3 days.
The Concessionaire has been asked to keep a proper record of the accidents. The records
provided in the Concessionaires Monthly Report are incomplete and not much useful to identify
the black spots.
Other Issues:
Safety Measures:
Condition of safety arrangement in project area should be as per schedule ‘L’ of concession
agreement the concessionaire did relaying of pavement marking from Toll Plaza to Kalpi Town.
Other Work:
The concessionaire has asked to submit the As Built up drawing to show the details of assets in
Project Highway. Drinking water is not being supplied in water kiosk, Concessionaire has
provided the hand pump at bus shelters for drinking water. The Toilet has been constructed at
Deengh & Lalpur Truck lay bye, Erection of electric poles are completed at Johlupur
,Bhognipur, Deengh,& Lalpur Truck lay bye, the details are as below-
Electric Poles:
Following electric poles has been provided on truck lay bye by the concessionaire .
Bus lay bye: There is provision of 15x2=30 no’s.in the concession agreement .Detail are given
as below-
There is 5 no’s of truck lay bye provision in the agreement; the concessionaire has constructed
the truck lay bye as mentioned below-
