Approach
To identify impacts, surrogate approach was adopted by analyzing similar mill situated
in Hayatabad Industrial Estate.
Methodology
The EIA has been conducted following the methodology prescribed by the Pak-EPA
guidelines, and the industry practice. The key steps followed while conducting the EIA
are briefly described below.
Screening
The first step of conducting EIA study is screening, in which we study and justify the
proposed project under the Pakistan Environmental Protection Act, 97 and IEE/EIA
Regulation 2000. During this phase, information on the project was compiled and
reviewed. Most of this information was obtained from the project proponents. In
addition, information on relevant legislation, regulations, guidelines and standards was
reviewed and compiled
Scooping
This step cover identifying the implementation of project and their impacts on
environment and evaluate the project components and predict the fate of a particular
component which require previous knowledge and mitigating the negative impacts of
project on the environment. The information collected in the previous steps (screening)
were reviewed and potential environmental issues identified. A reconnaissance site
visits were also conducted for this purpose. In addition to the above, informal meetings
were also held with some key stakeholders, including NWFP- EPA, civil society
organizations, EIA professionals and 13 development experts from SDA and PDA
PESHAWAR and different steel re-rolling Mill owners. The main purpose of these
meetings was to obtain the stakeholders' views, concerns and recommendations, with
respect to the proposed project.
Site visit
The steel re-rolling mill (consumer line Pvt. Ltd) under study is not in operational phase.
So for the purpose of exact identification and evaluation of impacts another steel
rerolling mill of similar nature was visited and examined for different manufacturing
processes and various pollution points. A total of three visits were paid to the industry.
During these visits the major stack holders (worker and the owner) were also consulted.
Their views were recorded through pre-designed and pre-tested questionnaires. During
this process sample points were identified and samples were collected.
Water Pollution
For water pollution and its evaluation composite sample with one hour interval were
collected from two different points i.e. mill fresh water reserve and recycled water
reserve and was analyzed for physical-chemical parameters and heavy metals. List of 14
physical, chemical parameters, heavy metal analysis and their methodology are showing
in the annexure VI.
Air pollution
At the first stage Air pollution was considered to be monitored but after visiting the
industry it was found to be not in operational phase. We visited another steel re-rolling
mill to know about the emission level and fuel used and met the expert of steel re-
rolling. Heating section was one of the potential source of air pollution .As natural gas
was being used as fuels which exhaust lesser amount of Nox, Sox, and Cox, So the air-
pollution was dropped (Annex F). The reasons that according to United Nation
Framework Convention on Climate Change held in Berlin, Germany in 1995 and Kyoto
protocol in the Kyoto Japan on 11th December 1997 which addressed the effect of
Green House Gases on climate change states that Pakistan is not the member of
Annex.1 countries in the panel of higher Nox, Sox, Cox and GHG‘s emission countries. So
the problem of Cox, NOx and Sox also not exist.
Noise
Noise was another cause of pollution, which was reported by the workers during our
visit of different areas of the mill, which were identified with different noise levels.
Noise was measured with the help of noise meters. The people in the surrounding and
the workers inside the mill were also interrogated and the problem was assessed
accordingly.
Impact Evaluation
Simple checklist and matrix was adopted for impact evaluation. The process of impact
evaluation was completed in three stages. 1. Simple check list 2. Matrices 3. Meetings
with workers, owner and local people
