Abstract
This document presents the Environmental Impact Assessment (EIA) of Consumer line
steel re-rolling mill, which derived from the supreme environmental law of the country
that is Pakistan Environmental Protection Act, 1997. A detailed environmental study was
carried out of Consumer Line Steel Re-Rolling Mills Pvt. Ltd. The Mill is basically
designed for the re-rolling activity, which is different from the conventional steel mills
using high temperature furnaces with greater amount of gaseous emission (CO2). The
consumer line steel re-rolling mill uses heating kiln that gives specific temperature (1000
to 1200C) to billets/ingots to cast it into different desiring shapes as require. As one of
the requirement of Pakistan Environmental Protection Act, 1997 clause 12, steel rerolling
mill comes under schedule-A, which need detail EIA. According to EPA‘s monitoring
and reporting rules, 1998 mill coming under category A required monthly reporting to
EPA. This EIA was carried out after planning stage and cover construction and
operational steps.

Introduction
EIA report is an essential part of the project as mentioned in Pakistan Environmental
Protection Act, 1997 section 12. This report is a part of construction and operational
phases of the proposed steel re-rolling mill. Feasibility study of the project has already
been completed and approved by Sarhad Development Authority (SDA), vested with
them as per NWFP Act No. XI, 1973. Now the industry is going to start construction. The
various aspects of the project, directly or indirectly related to environment and
occupational safety are being evaluated. Environmental aspects are being identified
aiming compliance with approved Pak-NEQS levels of effluent and all other emissions.
The feasibility study has strongly supported the construction project of CONSUMER LINE
Steel Re-Rolling Mills at the present project site. Due details regarding various aspects of
the project activities are being worked out in this EIA Report.

Need of Environmental Impact Assessment


As per decision of the executive committee of national economic commission (ECNEC)
any developmental project having environmental implication need detail EIA. Report
should be submitted along with the project document at the time of getting approval
(EPA, Pakistan 2005). 10 The Act is applicable to a broad range of issues and extends to
air, water, soil, marine and noise pollution, as well as the handling of hazardous waste.
The requirement of conducting environmental assessment (Initial Environmental
Examination or Environmental Impact Assessment) emanates from this Act. Pakistan
EPA has notified EIA/IEE regulation 2000, in which categorization of the project are
given ,whether EIA/IEE is required for proposed project Under these rules and
regulation industrial units are responsible for the monitoring of their gaseous emission
and liquid discharges and reporting them to Pakistan EPA. Iron and steel industry fall in
category ‗A‘, which is required to submit Environmental Monitoring Reports on
quarterly basis. The parameter to be included in the report are described in ANNEXURE
-I This report serves the purpose of documentation and incorporation of environmental
concerns and requirements, at the conceptual and feasibility stages of the proposed
project.

Description of the objectives of proposal


This EIA report has been prepared according to the ―Guidelines for the preparation and
review of environmental reports, 1997 and 1998. The format is officially approved by
the Government of Pakistan and is followed by all Provincial Environmental Protection
Agencies and Federal EPA. The EIA report fulfills the legal requirement of the ―Pakistan
Environmental Protection Act 1997. This act further requires that all project activities,
both during construction and regular operation will be in compliance with the
requirements of the National Environmental Quality Standards (NEQS). Selected NEQS
for liquid effluents discharged to inland waters, gaseous emission from industrial
sources and emissions from motor vehicles are provided in Annexure III and IV
respectively. These standards will be applicable to the gaseous emissions in Pakistan.
This report provides relevant information about the project for due consideration of the
Environment Protection Agency, Government of N.W.F.P, Peshawar. At the same time it
also provides information about the project for other Government
Agencies/Departments, public sector, general public, all stakeholders, individuals and
collective groups, Non Governmental 11 Organizations (NGOS) and whosoever needs to
know about the aims and objects of the project before EIA is issued for the project
activity to commence. The report also addresses as how the project activity will affect
human health and environment around the project site. It also describes environmental
settings in the project area including air, water soil, natural heritage, wildlife, fishery,
vegetation, forestry, biodiversity, water bodies, historical buildings, structures, climate,
land use, socio economic set up etc. The proposal provides information about the socio
economic benefits that will be available to the people of the area from the project
activity. It provides analysis of all the development to take place during the construction
and operation of Consumer Line Steel Re-Rolling Mills (pvt) Ltd which has the
production capacity of 100 tons/day. This EIA report provides the details of the process
of the project activity from raw materials to the ultimate production of steel. It takes
into consideration all sorts of emissions and wastes to be generated during construction
and in regular production and suggests solutions and measures to be adopted to ensure
that the environmental health and health of the population around are protected
Scope Approach and Methodology
EIA study is the process of identifying, evaluating and mitigating the physical, social and
other relevant impact of a proposed project prior to the decision and commitment been
made. The EIA study, addresses the environmental impacts of the project. The various
aspects studied are:

 Description of physical, environmental, socio-economic and ecological conditions


in and around the proposed project.
 Project impact identification, prediction and significance at all stages of the
project including planning, implementation and operation. 12
 Identification and assessment of the workability of mitigation measures to offset
or minimize negative project impacts on environment.
 dentification of occupational hazards during all stages of the project and laying
down suggestions for improvement in the conditions.

Approach
To identify impacts, surrogate approach was adopted by analyzing similar mill situated
in Hayatabad Industrial Estate.

Methodology
The EIA has been conducted following the methodology prescribed by the Pak-EPA
guidelines, and the industry practice. The key steps followed while conducting the EIA
are briefly described below.

Screening
The first step of conducting EIA study is screening, in which we study and justify the
proposed project under the Pakistan Environmental Protection Act, 97 and IEE/EIA
Regulation 2000. During this phase, information on the project was compiled and
reviewed. Most of this information was obtained from the project proponents. In
addition, information on relevant legislation, regulations, guidelines and standards was
reviewed and compiled

Scooping
This step cover identifying the implementation of project and their impacts on
environment and evaluate the project components and predict the fate of a particular
component which require previous knowledge and mitigating the negative impacts of
project on the environment. The information collected in the previous steps (screening)
were reviewed and potential environmental issues identified. A reconnaissance site
visits were also conducted for this purpose. In addition to the above, informal meetings
were also held with some key stakeholders, including NWFP- EPA, civil society
organizations, EIA professionals and 13 development experts from SDA and PDA
PESHAWAR and different steel re-rolling Mill owners. The main purpose of these
meetings was to obtain the stakeholders' views, concerns and recommendations, with
respect to the proposed project.

Baseline Data Collection


During this phase, environmental data was collected and compiled, in order to develop
an Environmental baseline of the project area. For this purpose, both reviews of
secondary sources as well as field data collection were carried out

Site visit
The steel re-rolling mill (consumer line Pvt. Ltd) under study is not in operational phase.
So for the purpose of exact identification and evaluation of impacts another steel
rerolling mill of similar nature was visited and examined for different manufacturing
processes and various pollution points. A total of three visits were paid to the industry.
During these visits the major stack holders (worker and the owner) were also consulted.
Their views were recorded through pre-designed and pre-tested questionnaires. During
this process sample points were identified and samples were collected.

Socio Economic Impacts


Three major stack holders were identified as the owner, SDA, mill workers (Table No.5).
There was no population in the surrounding of the mill and social survey was conducted.
Data collection encompasses several phases, including questionnaires (Annexure VIII
and IX), interviews, and field visits. Review of different national and international laws
and documents available on the web site of EPA, Islamabad and their comparison in
international context by review of international papers on EIA, Environmental
Management, and sustainable development were included in this study.

Water Pollution
For water pollution and its evaluation composite sample with one hour interval were
collected from two different points i.e. mill fresh water reserve and recycled water
reserve and was analyzed for physical-chemical parameters and heavy metals. List of 14
physical, chemical parameters, heavy metal analysis and their methodology are showing
in the annexure VI.
Air pollution
At the first stage Air pollution was considered to be monitored but after visiting the
industry it was found to be not in operational phase. We visited another steel re-rolling
mill to know about the emission level and fuel used and met the expert of steel re-
rolling. Heating section was one of the potential source of air pollution .As natural gas
was being used as fuels which exhaust lesser amount of Nox, Sox, and Cox, So the air-
pollution was dropped (Annex F). The reasons that according to United Nation
Framework Convention on Climate Change held in Berlin, Germany in 1995 and Kyoto
protocol in the Kyoto Japan on 11th December 1997 which addressed the effect of
Green House Gases on climate change states that Pakistan is not the member of
Annex.1 countries in the panel of higher Nox, Sox, Cox and GHG‘s emission countries. So
the problem of Cox, NOx and Sox also not exist.

Noise
Noise was another cause of pollution, which was reported by the workers during our
visit of different areas of the mill, which were identified with different noise levels.
Noise was measured with the help of noise meters. The people in the surrounding and
the workers inside the mill were also interrogated and the problem was assessed
accordingly.

Impact Evaluation
Simple checklist and matrix was adopted for impact evaluation. The process of impact
evaluation was completed in three stages. 1. Simple check list 2. Matrices 3. Meetings
with workers, owner and local people

Environmental and Social Impact


Assessment During the impact assessment, the environmental, socioeconomic, and
project information collected in previous steps was used to determine the potential
impacts of the proposed project. Subsequent to this, the potential impacts were
characterized in order to determine their significance. Mitigation measures were
identified which were required to minimize the significant environmental impacts. A
management framework was also developed in the form of an environmental
management plan (EMP) for the implementation of the mitigation measures identified
during the study.

Findings and Conclusions


On the basis of the overall impact assessment, it is concluded that the proposed
consumer line Steel Re-Rolling Mills project is unlikely to cause any significant, lasting
impact on the social, physical and biological environment of the area, provided that the
proposed activities are carried out as mentioned in this document, and the mitigation
measures included in this report are completely and effectively implemented.
