Procedure
1. Heat water for Phase A to about 75 C
2. Add the rest of the Phase A ingredients
3. Mix until uniform.
4. Using a water bath, mix Phase B together and heat to 60°C to 70°C.
5. Heat Phase C to 80°C.
6. Add phase C to phase B while mixing.
7. Mix for 10 minutes.
8. Add the emulsion of Phases C + B to Phase A
9. Mix until uniform.
10. Cool to room temperature with gentle mixing.
11. Add phase D with slow mixing.
12. Mix until uniform.
