 Is the site available?
 Are you losing active or passive recreation space?
 Is the site accessible by vehicles and pedestrians?
 Are there environmental or regulatory considerations?
 Are adjacent uses compatible?
 Is there access to power and water?
 Is the site flat or hilly?
 Is it shady or sunny (or both?)
 Is there existing parking, or the ability to create or expand parking?
