PROJECT PROPOSAL

Project Title Project Skwela Singkwenta


According to the Department of Education, more than 4 million students have
failed to enroll for this Academic Year 2020-2021, around another million
moved from private institutions to public schools, as well as the
unprecedented rise of unemployment and uncertainty of livelihood and source
of income - all were brought about by the COVID-19 pandemic.

Given the seemingly nowhere near ending of the ongoing public health crisis,
DepEd, in consultation with stakeholders, have planned to implement a multi-
modal distance learning approach - both offline and online. Admittedly, not all

students are privileged of the latter - especially with the incurred costs for
internet connectivity.

This initiative simply addresses that concern, in our capacity, through a two-
week donation drive entitled Project Skwela Singkwenta, which seeks to
provide 10-11 weeks’ worth of prepaid load assistance to at least 50 selected
public school student grantees here in Cebu. The title is simply a combination
of the hope and a call to support a limited number of public school students
for 50 pesos only, the initiative’s core strategy.

Project Skwela Singkwenta is a two-week donation drive initiated to provide

Goals
This donation drive aims to provide a prepaid load assistance to select public
school students in Cebu.

 To ensure learning continuity among the selected beneficiaries
 To mobilize the youth and other stakeholders to support deserving public
school students
 To draw greater awareness and understanding on the situation and
grievances of the public educator sector

1st Phase – 10 days: September 23 (Wednesday) to October 3 (Saturday)


Target Duration 2nd Phase – 21 days: October 7-28, 2020 (Wednesday)

The proceeds of the donation drive will go to 50 selected public school


students in Cebu. The project will include an online call for students who are
in need of the project, who shall undergo a screening process to verify the
validity of their appeal, instead of directing it to the public schools. The
Target screening will look on to the monthly income and livelihood of their parents or
Beneficiaries guardians, if there are any of both, as well as their responses to a few
questions, the learning modality and variations in the approaches of the public
school where they enrolled to. Given that the donation drive aims to provide
prepaid load assistance, the availability of gadgets will be a consideration in
the screening process.
