PROJECT TOPIC: ACCOMPLISHING INTEGRATED CHANGE CONTROL FOR

RESIDENTIAL HOUSING ESTATE IN ENUGU STATE NIGERIA

PROJECT SUMMARY

Enugu state has a government agency that has been given the responsibility for the

development, planning, and management of real estate in the states. The agency has a role to

make sure that housing facilities which are comfortable, stable, and cost-efficient. Enugu State

Housing Development Corporation (ESHDC) was established by the government of Nigeria to

improve the housing sector in the country. The agency has to improve the real estate sector not

only in the Enugu state but in entire Nigeria. The development corporation in the states has

improved house development in the country. The country has been able to solve major housing

problems in various states since the corporation was established in 1962. However, Enugu State

Housing Development Corporation is facing a challenge currently[ CITATION Efo14 \l 1033 ]. The

organization is not changing in response to the introduction of new technology, therefore does

not satisfy the increasing customer demand.

Enugu State Housing Development Corporation does not have the best tool that can be

used to manage income property to meet the client’s demands. The customers expect their status

to be updated to provide the best accommodation to meet the required standards. The corporation

is using the manual technique in data processing, which is making the process to be slow and

sometimes inactive. The manual technique is using file folders of leases, file care, and some

manufacturers' catalog. The manual technique is making the management of the real state to be
very inefficient as the whole process is very slow. This has been a great challenge in real estate

management in the Enugu State and the entire Nigeria country. The problem is usually caused by

computer illiteracy, which affects most of the corporation’s employees. The majority of the

employees are computer illiterate, therefore cannot easily understand the language of various

computer applications. This has made various real estate agencies to encourage their employees

to acquire some basic computer training to improve their service skills[ CITATION Idu09 \l 1033 ].

The Enugu State Housing Development Corporation is making some progress to adopt

computer technology. The agency is introducing automation to provide effective management of

the clients’ data. The new technology is combining computer applications and electronic

services, which are expected to promptly process the information of the clients. Automating the

process of data of the Enugu State Housing Development Corporation will redress the manual

method that was used before[CITATION Dav14 \l 1033 ]. This project is intended to discover the

causes of the existing gap in the real estate in Enugu State and some of the best ways to fill this

gap in the system.

THE PROPOSED PROJECT

The project is designed to analyze the case study (accomplishing integrated change control for a

residential housing estate in Enugu state Nigeria. The corporation was established by the

government of Nigeria to improve the housing department in the country. Enugu State Housing
Development Corporation began in 1962 and has been improving to increase customers

‘demand[ CITATION Far18 \l 1033 ].

STAKEHOLDER MANAGEMENT PLAN

The stakeholder management plan is important for the success of any given project or success of

any activities which involve a group of people. The Stakeholders for these particular projects

include:

 The client of the project which is the Enugu state government

 Enugu state housing and development cooperation

 Enugu state environmental management authority

 Contractors and sub-contractors

 Suppliers

COMMUNICATION MANAGEMENT PLAN

Communication management plans are usually used to organize and document the process of

communications. The plan should also include the type and expectations of the communications

in a given plan. The stakeholders require a communication plan, which should be communicated

to them by the project organizers. The plan is very essential for the success of the proposed

projects. Plan management has got very clear criteria. The project involves some key

stakeholders like Enugu state environmental management authority, the client of the project

which is the Enugu state government, contactors, and suppliers. The key stakeholders would be

responsible for the successful implementation of the project. In this kind of project, we would

use a face to face means of communication. The communication would be don after every one

day. This is to ensures that the information is passed from one person to another[ CITATION Ama19
\l 1033 ]. A communication management plan should clearly identify the following main

concepts.

 Identification of stakeholders that are involved in the projects

 Some of the agenda of communication

 The method of communication

 How frequent communication is done.

 The correct person the information is to be communicated to

 Keeping the information intact

COST/BUDGET MANAGEMENT PLAN

A cost management plan is very essential for proper implementation of the proposed project, and

it should be well managed. The project should be within the planned budget. The project

manager has the responsibility of ensuring that the project is controlled effectively to avoid

project overrun. It is the outline of the cost estimates for a project. The budget management plan

is also ensuring that there are allocation and control of costs for the required resources to

complete all activities of the project. The plan is the most important part of the planning phase of

the project, and it keeps the project within the budget[ CITATION Eda15 \l 1033 ]. Project

management follows some steps to avoid the over-run cost in the projects. The steps involve the

following:

 Ensuring that we monitor the performance cost.

 Reviewing any changes that might occur

 carrying out analysis of cash flow

 Reverse analysis
QUALITY MANAGEMENT PLAN

The quality management plan is written to the given project meet the requirement of the code of

conduct of a project. The plan contains a quality procedures and the criteria for various areas of

applications. The quality management policies would help improve the performance of the

projects, and make it to be a success. A good quality management should have some basic

requirements to meet the demand for customers. The requirements may include the following:

 The quality assurance should be provided by the quality control team

 The problem and issues that are involved in a project should be identified and fixed

immediately.

 The project can only be undertaken after carrying out the approval post inspection.

 The documents are expected to be updated and taken to the stakeholders after every

month.

RISK MANAGEMENT PLAN

A project can run into trouble no matter how well a person would plan the project. It can

sometimes encounter some complications. During the project a team member would fall sick

before completion of the projects this can be a great threat for the completion of the project. The

risk involves in any project should be analyzed very carefully to increase a chance successful
completion of the projects. There are at least four ways to handle risk. The risk should be

identified, accepted by all the project team, mitigate, and transfer.
